I think everyone can agree that Nobility should be one of the options we pick since it's really important. The only question is Theocracy or Confederation and I feel like we have a really high favorability with the Confederation that doesn't really need to be buffed while Theocracy is pretty low.
 
Okay so the surprise at Ling Qi being able to pick up the memory has gotten me thinking of Ling Qi's skillset.

Her movement, stealth, flute and perception are at the higher level of Green. Unbroken Will the primary armor trait is good but isn't on the same level by itself and only keeps up through bonuses, it can be advanced and then evolved with a two projects.

What's most notable is her [Communication] which is a feat for her level that's frankly insane. There's also the large amount of Arts she's mastered and than personalized which she's growing.

She has a really rare skillsets in her Arts, Winter Stuff, her bits of Liminal Carving. Her strongest rare skillset is Dreamwalking which is notable for her age and rank especially due to it's rarity.

Her social skills are also all pretty high and are probably buffed by her perception and [Communication].

From what I remember it's possible to have traits up to one level above your cultivation realm and pulling that off for Movement, Perception, Flute and Stealth would be great.

Do people think that there's opportunities to level up Imperial Baron when we get into House of Ling?
 
I think it's important to note that the previous summit votes have often placed faction interests at odds. For that reason I'm inclined to put the white sky here, since we can afford to take a hit (and it's very possible their bonuses will help mitigate a downside. Furthermore, both parties will be the primary people trading and potentially traveling across the border. Having the both highly invested means more wealth, resources, and renown for our fief.

Emerald Seas nobility are also the ones we most want to cozy up with post-summit, so getting them high will make our future projects easier. By contrast, the polar theocracy is more a force we need to keep appeased. Obviously bigger number better, but we aren't really aiming for that. We already have a positive point of favorability and a roll bonus as leeway if it's needed. I also don't want to potentially risk that if a matter is between them and the Emerald Seas nobility.

TL;DR: White sky can both take a hit, and benefits more from being higher score. Whether the number goes up or down, it's better than Polar Theocracy.
