If the joke here is that Rostam was uncertain but right and Dzintara is very confidently wrong ("propositions" are a plan submitted for proposal, "preposition" is a grammatical unit) then I think you could use a bit more lampshading here.

Bringing Zheng Fu in is reaping dividends for these meetings as well as actual execution of the plans. It helps to have someone on your side in a discussion! Especially if the alternative is being outnumbered two to one.
 
The ES Nobility is the clear option.
They are one the factions we are going to deal more closely and personally with moving forward, and one of the most immediately affected by the result of the Summit.
We should get their favorabilty at 8-9.

I'm doubtful between Theocracy and WS.
Theocracy is now tied with MoI as the lowest faction, and we have a bonus on their next roll. So this maybe a good chance to get them up to a more comfortable value.

On the other hand, the roll bonus doesn't expire, so it may be better to reserve it for a more delicate subject. Something we wouldn't have already discussed with them yet.
Narratively, it also isn't really appealling to meet the Theocracy again so soon .

The argument that improving our already good Favorability earlier helps to not lose Favorability when we take risky options is really convincing. And let's be real, we'll be taking risky options.

Regarding the parasite, the suspects are as we had guessed. Ith Ia and Meng. Though the Ith cannibalizing Hui arts is an interesting possibility.
Heck, I wouldn't put it beyond the Hui to have actually fled underground and joining the Ith Ia.
If Yan Renshu can do it, why not them.

Now we can only wait for Cao Chun to finish the analysis of the parasite and hope he gleams something useful.

Organization Reputations

Ling Qi's organization reputations describe how well known and regarded she is by the organization in question. The scale ranges from -6 to 6, with lower numbers being more negative
 
I think the Polar Theocracy is good, since we can further talk about the sabotage with them. But if it's for the next arc, the WS may be good

That's general organisational reputation. Favourability is a new mechanic for the summit.

Favorability: Each faction involved in the summit has a quantity of this resource. Representing the factions investment and interest in negotiation. This resource is spent or gained by actions, negotiations or exchanges taken during the course of the summit. Favorability ranges from -10 to 10 and during any rolls relevant to the faction applies a bonus to the success chance equal to 10x the number.

Managing favorability will be important to the Summit's success! Any faction with negative favorability at the end will significantly inhibit accomplishing your goals. Higher favorability with all factions will significantly bolster success.

There are five factions whose favorability is of primary relevance during negotiations. Smaller factions, like the ducal observers may interact with favorability but do not have their own score since they are not primary participants.

I think the Polar Theocracy needs a bit more focus a bit quicker here. Sure, we'll have more opportunities later, but the two we had opportunities with last time were not on this list. What if we then start over from the beginning and only get two more rounds of choices on who to focus on? If we only get to focus on 4/5 per 'cycle'? Losing out on opportunities to increase our lowest Favorability numbers seems real bad.

I think I agree that legal negotiation is a poor subject to focus on the Polar Theocracy with, but Emerald Seas Nobility and the White Sky Confederation should be fairly engaged here.

I think it probably also makes sense to try to slip in actions with each delegation early on as to get a sense of what they're likely to be doing later into negotiations. While we admittedly only got the basics on the Polar Theocracy, we did still get an idea of their political placing and therefore where they fit into the delegation. And of course dealing with Cao Chun to the extent that we now have has completely transformed our insight on the MoI for the better.

tbh I just don't see looking at the Theocracy too much as our place. It's Jaromilla's job to handle her affairs and we shouldn't poke our nose in too much.
