Primary objective wrt Favorability is probably Don't Piss Off The MoI. I expect any positive gains in their direction will be uncomfortably expensive, but we are fortunate with pretty much everyone else for the moment.

This one has the benefit of not sounding like we're "mingling" too much, and acknowledging our fundamental differences while pushing our Real Personal Agenda of Victory Via Diplomacy, and Safety First.
 
The first option would be much more competitive if we'd actually succeeded in the roll to finish the embassy, but we didn't, so it's hard to take seriously.

Hmm, new beginnings would appeal to most of the Emerald Seas Nobility, White Sky Confederation and MAYBE the White Plumes.
However I suspect the Ministry of Integrity would probably dislike it and the Polar Theocracy is pressing X to doubt.
In the bigger picture this sets the more ambitious material goal with clear deliverables.
As Renxiang said, not delivering would suck.

Focusing on the more immediate objective, this seems less aggressive, while pretty much everyone has their doubts, nobody is actually offended by it.
Its harder to fail, but also harder to get a clear win from, especially when everyone is also thinking that the peace is likely temporary
