"Yan Shenyi," the older man replied swiftly. A flick of his wrist brought a sheaf of papers to hand, which he spread across the table between them. "Nephew of a well off mortal merchant, who was able to purchase him a place in a local ministry education program. Talented enough for minimal cultivation, but middling as such candidates go. He rose to the point of being a fourth ranked clerk at the ministry of communication over the course of his forty year career. He reached the third realm at the age of thirty one, but has shown little progress since..."
That seems like a resource limitation as that is the point where you need a lot of resources, and it is hard to get them without a barony. That type of stalled* progress would make somebody potentially at risk to Shishigui empathy vulnerability.

*This of course presumes his progress has in fact stalled, and he isn't using some sort of cultivation level hiding talisman.
He paused. "Yes, he did, though I understand that the disciple Yan Renshu passed away this last year. That was a narrowing factor in the investigation. Although the Sect is not the most transparent institution…"

"We had conflicts, but they were old well before that," Ling Qi said. "Nor was I involved in the operation where he met his end. I was engaged in the battle of the Starstone Caldera."

"Of course," the man said, bowing low in his seat. "It was merely considered that a grudge may have existed. This act was most… impetuous even considering the likelihood of a more powerful backer."

"...Possible," Ling Qi said. She found it hard to believe anyone could have liked Yan Renshu well enough to hold a grudge over him, but… family. "Do you have any leads on a backer by the way?"
I mean if they've already brought somebody to the perspective that the Empire is in fact evil it isn't a stretch for them to do something rash as a result of a family member dying for said Empire.

Honestly it wouldn't be that hard for the Shishigui to get a steady stream of vulnerable cultivators to recruit through the simple circulation of arts like Abyssal Exhalation as the Empire has a large enough population, a notable issue with resources for commoner cultivators once they hit 3rd realm unless they meet certain criteria to get backing, and until recently the arrogance to discard any notion they have a peer foe below them as they're just some weird spirit beast.

I mean, keep in mind, "Ling Qi has a 60% chance of success" as a mid green on the cusp of Framing, who's a superlative infiltrator with movement abilities best described as 'Yes'.

This guy isn't some ordinary scrub, that's actually what I'd expect from a near peer with a focus in perception, or someone nearly at the peak of Green who didn't.

Omake Gang, we'll need your help!

This is what gives me a bit of a pause here. Realistically there should be no way an early green should have any chance to notice LQ or run from her if LQ wants to grab them.

Between Sable Grace(G): 8(11) and Vanishing(G): 9 (10) I don't see an older Green 1 (maybe 2) having anything that can deal with LQ.

I see the percentiles more of a, will LQ be lucky and in the time she watches him will he contact his backer?
And not if we manage to catch him or not. That is a given i belive.

In retrospect, it's pretty amusing that Ling Qi put on her transgressive musical stage production starring herself as Diviner Tsu basically immediately after we got our hands on those musical materials from Meng masters that the conservative hardliners didn't want to spread around anywhere. We basically perfectly exemplified all of their misgivings with our stunt. :V👍

At this rate, the next time Hanyi gets sabotaged it'll be the Meng! Which, cool.

Given that he knows Qi is in town a critical fail could be him leaving while she's having this meeting
That's unlikely. It could still happen, but the MoI should already be surveiling him right now even if it is at a distance to not attract attention. He could still escape if he abandons all he has here, but hopefully the MoI would still be able to alert us to that before too long has passed to givr us a chance to chase.

Oof, those reputational losses are not trivial. We should be on the lookout for any future moves that make us more tolerable to the conservatives, at least decreasing the level of dislike to levels where they won't actively interfere. We are going to need so much support in the future and we can't do that purely off the back of progressive factions.

Assuming the percentage is the odds of successfully arresting him, 60% is shockingly low. I wonder if this would be a different conversation if this guy realized the actual odds of this suspect escaping. Either way, I consider it worth it. The real prize isn't this guy, it's whoever might be backing him.

Also, I want to note that I really liked this scene in terms of Qi being an adult navigating the real world. Visiting a small city as a noble, meeting with public officials, and doing investigative work about what is going on. After we leave the Sect and switch to a longer time frame, I hope we get a ton of stuff like this, places to visit and problems to solve.

I agree that it's unlikely, I meant "this could be the in story justification for not catching him if we roll a 01."

Oh man. Oh boy.

I hope that a good roll lets us confirm that Yan Renshu is alive and working for the Enemy. I bet a basic pass roll is gonna be like this Yan is fucking with the SES Ling Clan because of the 'old' grudge between Renshu and Qi. But a good roll, that's gonna be proof of working with the enemy, and a great roll will be that Renshu still lives!

And then, shenanigans.
