I don't think so. It's just a fragment of the iron scepter the lady was using. A sliver of Iron. Iron is apparently important to that culture though given that their leader may be called the Iron Crone and the ice lady had transformed her finger's into iron as well.
It's also apparently so cold that even Ling Qi who has excellent cold resistance and got a taste for wine the temperature of liquid nitrogen found it painful to touch. I expect the iron sliver is far more significant then Ling Qi might suspect. It is a fragment of an item that had an elder interested as well as being a token given after sanctuary was offered. It certainly seemed too, if it was almost too cold for even Ling Qi to handle.If "sanctuary" was meant as an offer against some foreseen danger, then that piece of from the Iron Scepter might be meant as a token for safe passage to the far south lands. It seems to be a unique enough material for that, and may even carry a bit of the aura of the whole item.

I think this is a piece of Elsa's spirit ancestor's body, the same way the Bai collect fragments and venom from Grandmother Serpent and Meizhen's domain weapon is made from a scale of Suzhen's spirit beast, a seventh-grade entity. I think that the same way Meizhen has snake eyes, a dislocatable jaw, and other snake qualities, Elsa has iron fingernails as a result of her lineage, and her weapon is made from a shedding or harvested piece of the Iron-Toothed Crone.The Iron Toothed Crone, who flew north in a vessel of stone each winter to torment the People in the southern mountains, was an ancient foe of Father Sky. Yeah, it was the Elder's interest being piqued that made me think this. I don't think the Iron-Toothed Crone is quite the same thing as a Sublime Ancestor as the Imperials know it -- she's described in the Cloud Nomad interlude as being way more active than Sublime Ancestors -- but I'm pretty sure she's at least a White-level spirit or spirit beast, and so any fragments of hers would be potent indeed. Alternately, it could be a fragment from one of her daughters or powerful members of her line; a sixth or seventh-grade material component would catch the eye of an Elder almost as surely as an eighth-grade component would. Ah, but he acknowledges that she isn't a cloud tribe nomad.I am not sure this was imperial propaganda inasmuch as his memories of when Ogodei invaded. Like, a lot of the institutions intue Emerald Seas are staffed with people who are contemporary with Ogodei's invasion, and that's influencing how they see and interact with the cloud tribes.
I think you might have confused 'sliver' for 'silver' there.
