Depending on how out of date the ships are, we may need to invest considerable effort into remodernizing/replacing the navy and ideally we do it now rather than later. Naval construction and procurement is heavily lead time and investment dependent.
It's not propaganda the Soviet Union is currently ripping apart itself to possibly save itself and it's satellite states are going to feel that and get involved in the corruption purges and everything else.
