Tbh I think this kind of consensus represents a pretty firm commitment to actually finding some sort of peace.
That is certainly an interpretation one can come away with just looking at the numbers. A number of voters have expressed their intent only to hear the Russian counteroffer, however. I'm worried that'll get lost.

The option always had a possibility of being accepted so that is a possibility. Remains to be seen what Etranger has planned for the negotiations.
 
It's only six hours into the vote, too early to call from past tendency. We'll see what Etran writes as the result of this, anyway.

The Alliance's proposal strains the very limits of what the League negotiators consider acceptable. Even the Entente observers are dubious at the sheer breadth of the demands. However, it is not quite entirely unreasonable, and so the British and the Russians put their heads together and come up with a counter-offer.

If the Alliance is prepared to forego its demand for Russian Lithuania, then the Entente will cede the right to host the forthcoming congress on dismantling the Habsburg Empire to the Republican nations, rather than a neutral third party, giving the Alliance both primacy and substantial influence over the proceedings.

All that remains is for the Allied governments to consider the counter-offer and respond accordingly.

EFFECT: The war ends with the agreed-upon provisions. Better relations with the Entente and Russia (equivalent to having presented a +0 Leverage proposal). More Leverage at the upcoming international congress.

EFFECT: They will likely refuse. If so, war will resume. If not, the original proposal will be accepted. Regardless, reduced relations with the Entente (equivalent to the original proposal's -2 Leverage).

We organized partisans in East Galicia on the premise that we'd be liberating them. The Polish people who rose up in resistance to help us are going to be treated like shit by the Tsarists. Leaving them behind after they've been shooting Russian officers for us is unconscionable.

Edit: Also, if we don't get East Galicia, then we have minimal access to oil in the next war. Given that it'll likely be in the '20s, with the plane and the tank being key to breaking extensive Entente fortifications, do we really want to do that?

Edit 2: Guess I'm changing it for the new voting options. What the hell, let's go.
