Well, seems like more economic/trade planks are on the menu, with our declining growth there.
Growth is declining because an international banking panic caused a global depression - one we largely dodged because our internal economy is insulated against shocks like this. The demand just isn't there imo - we should just bite the bullet for now and focus on reforms to further shield ourselves and our allies against the ongoing effects of this depression.

We could offer to mediate. Being completely honest, I don't think that Korea as a colony is profitable to France so "buying" it might be a viable strategy to gain Korean independence without worsening our relations with the Entente (we don't want to worsen relations with the Entente because we want a secure border while we fight against the Imperial League).

Edit: We should also create naval academies of some kind given that our navy's training is her worst stat.

I like this a lot. Win favors from American workers, American People's Party, and the GOP's Radical wing, create big cooperatives in USA through bailouts, & wrest control of railroads from the robber-barons. Also really tickles me that we're giving the US a foreign aid package.

Unlikely to happen as OTL, due to Japan not really having the motives it has against Russia with Korea internationalized under French "protection" & Manchuria still owned by the Qing. More likely for an incident in the current Korean rebellion causing a Sino-Japanese alliance against the Entente.
