I just don't see a reason to keep them prisoners personally, besides could earn us some good will.
Even Eggman has his ideals. A meritocracy isn't a bad form of goverment all things considered, and considering how...foolish people can be. That alone would draw a lot of people to him.

It's possible the Black Arms have at least one, considering Shadow is around. Like, they need the full set for their endgame, but usually Shadow has one with him almost all time.
