Similarly, the idea that ranged attacks can force a shielded teleporter away doesn't seem to line up. He can just keep teleporting away from the muzzle of the gun or the bullets themselves to get in the shooter's face, or if necessary, eat the hits with his shields. TK has a better chance of stopping him.
Not alone they can't. My plan is not force him away with solely gunfire, it's to bait a teleport into a predictable spot. Paper has drones which means many additional guns for Silvio to keep track of, and it has already proven effective against Warpstar. The goal is to maintain volume of fire to restrict the places that are safe to teleport to. As for teleporting to VG directly, she should be covered by teammates such as Leizi or Chatelet or even Handyman. A direct hit from Leizi will probably short his siphon.

Scissors can harry him as well, but a teleporter still has the advantage in choosing the destination, while the melee pursuer must then react even if they are fast. There are reasons to choose Scissors, but at least give VG more backup in her pursuit.

My question is what are we willing to slack on and why to do more on Silvio? What does that plan functionally look like?
The answer is simple. Silvio's siphon must go down or our team is in for a bad time. If you want something done right, you commit more resources to it. I am fishing for a dice bonus against Silvio, and I think VG alone will not get a very high bonus. Also that the C4 will need more follow up if running Scissors.

I am willing to slack on indoor fighting because I think Belle and MW are a match for The Brass Shield, who is already injured. Chatelet is exactly the person I want to help with corralling, so my plan takes her outside.

Also for Black Swan, I think people seriously underestimate her ability to reposition quickly. She is much faster than other fliers, and an entire chapter was devoted to upgrading her flight capability. Leaning into pretending that she is tied up with 3 Crusaders and then suddenly pulling back to wallop Silvio and run back is something I think a HIT 12 hero should be capable of.

You know what. I don't care anymore. I will have to make my own plan with bits of everything else since I am not fully convinced with what there is. Is a bit long, but I want it to be clear.

-[X] Black Swan will stay in the skies and will have the objective to engage Sunlight Knight and White Hawk while staying away from Seraph. Those two will work as shields for Seraph to do her job so is gonna be complicated to bypass both of them for Black Swan to get to her. Is possible for Black Swan to defeat Seraph, but it will likely be a result of an attack of opportunity.
-[X] Valiant Gold will engage (Valiant (Red, White and Blue) Justice) Stockpile in the "Scissors" module. The Agility Suite will be used to keep up with his teleportation and the Telekinesis to paralyze him or pushing him away, depending on the situation. She will have him focused on her by telling him all kinds of stuff (at the author's discretion). Don´t force the trigger of the C4, that is a surprise tool that will help us later. (Against the clones, I want to use it against the clones.)
-[X] Menagerie Witch will summon a substantial amount of Nevermores to attack Seraph while Sunlight Knight and White Hawk are distracted by Black Swan. Then she will divide her remaining earth-bound summons in two small groups, one will actively support Lady Leizi and Handyman, and the other will stay close to her, working as defense. She will also create a HIT Chimera to assist Valiant Gold in defeating Stockpile. She will position herself with Yara and Doctor Silver.
-[X] Yara will stay in the house, mainly in areas away from any windows or other openings, she will receive the shield generator and the healing symbiote from Belle.
-[X] Doctor Silver will put 1 Shield on Handyman and 1 Shield on Belle Sabreuse, and the Hustle on the Chimera and Chatelet. Doctor Silver will also keep watch of the next action of the clones, alerting Menagerie Witch if something comes so she gets ready with her summons.
-[X] Belle Sabreuse and Chatelet will take on Brass Shield to prevent him on getting to Yara and the rest. Belle on Offense using her sword and Power to break the armor. Chatelet on Defense and give Belle openings to attack.
-[X] Handyman and Lady Leizi take on Ête and Joules, they will bait them out by angering them with several comments at the author's discretions to force them to follow them to the foliage. There, Ête and Joules will be attacked by the summons Menagerie Witch has sent. While they are distracted by this, Handyman will take some shots using his self-made crossbow at any of them and Lady Leizi will ambush them from their blind spots to incapacitate them with hand to hand + electric combat.

I presume this plan has him keeping his remaining 1 shield in reserve for protecting Yara from the clones? Well, at any rate, it's good. I'll vote for it, though I'll still keep my vote on Bases Covered for now, because I prefer it over Have Faith. If "Please work" gets enough traction, I'll take my vote off of Bases Covered.

Still catching up on the thread and the plans, but from my current skim I don't see how we're accounting for SB and her minions? It's all fine and dandy to keep Crusade at bay and protect Yara, but if we don't send any forces to counter SB she's going to keep interfering and making things worse.
It's probably too risky to send any metahuman against her without backup. Maybe Menagerie Witch can swamp the perimeter with summons to flush out the clones?

We aren't or at least I don't. They are too unkown to really do something useful against them in the position we are in, and MW can only do so much. The idea is to beat Crusade as soon as posible to then deal with the clones, who are likely to just show up now or later.

Had you passed that first ESP check, you might have had something to work with. As is 🤷🏻‍♂️

I don't think we have much forces to spare. But there's the option of morphing Handyman into Yara. The clones follow a script, so an unexpected deviation like 2 apparent Yaras or say a Yara out in the open could provoke them into acting outside of their generally cautious strategy.

Do you mean "haven't given"? But still, I'd say the fact that the clones are automatons is something. Whether people want to gamble on trying to take advantage of that is a different matter. The adaptations and apparent increases in intelligence I suspect is SB forming clones with new more complex instructions to account for past failures. But if we find another wrench they will falter as always.

I think LucidProp's earlier plan item for Black Swan to blitz Seraph up close is better, it's not like the other two can meaningfully damage her.
 
I think the best way to taunt Silvio is with the truth: White Hawk is manipulating and gaslighting him, and every time he tries to take a stand against him, he gives in. Tell him to stop listening to the evil vizier!

Black Swan is a ranged attacker, she can just kite them. I can make it more explicit that she will do that to Seraph until help arrives, I guess?

Shot Across the Bow: The NID is in trouble under Crusade's quarantine. Organize protests online and on the street in support of those suffering and those arrested. Get lawyers for those in Enforcer's "gang" under detention. Try to organize support for Enforcer. Try seeing if you can organize material support and supplies for the NID and then smuggle it in.

And we could respond with interviews with NID residents who complain about lack of food and being imprisoned by Monarch and then Crusade.

In my experience the resulting discussion online will probably go nowhere but it will start getting us a following in the NID.... and from there who knows. This is the limit of me thiinkng ahead.

Hey I just realize If DS is foghting Brass couldnt he put the hustle on him and the armor?

Its a group fight so a combined hit check meaning ds should be able to close in.

DS has to touch Brass Shield which isn't advised when tehy are inn the middle of combat. Remember he's a battlefield control specialist mid range and clairvoyant.... nota hand to hand combatant. Aall Brass SDhield has to do iis put him in an arm lock.
