It's something I've considered in the past so don't worry. I think it could be possible to at least make it easier to copy + paste any builds for posting elsewhere. I don't want to promise anything one way or another but it's something I can look into.
I actually think I'm gonna have an "Ibis Budget" section where you allocate money to them to do things like research, spoonfuls, and PP. They won't cost GA, but will cost money. There's too many GA that won't happen otherwise.
Also, thinking about it, given the in-universe explanation for why your team-sizes will be limited to 5 + 1 New Dawn, there's no reason to not give you full access to the Zenith and Zenith Global Actions. So you'll be getting +10 metahuman slots (6 of which are already filled by ND).
Nice so 6 Squads based on ND members though I'm not sure if wulong not being suited for Fieldwork would work. At the very least hed probably need a teammate who would led him communicate and lead despite being away from combat.
Guess ND are gonna serve as Veterans to help the rookies though Chatelet and LL are good enough to lead teams of their own without ND. Arc and Wulong can probably lead Squads of their own though wulong might be better as 2nd in command info and plans while the field leader handles combat.
There's an even easier explanation: everyone from Crusade saw her show powers doing Socialite Butterfly's trial. The higher-ups in Osanyin, Dominion, and AGL have concluded he had powers and JU caught on before everyone else.
When she shows up as a P13, that's only going to entrench their belief you can boost powers.
It really is a great cover. Especially with most of the Orgs bias due to having their power boost or simply not grocking why you would be willing to give powers to others especially those who can be massively stronger than you.

If trying to go for that angle with specifically Red Huntress Cain, I'd probably just do Sewer Rat/Daggermaw/Mr. Hunch/Steadfast honestly? Just to hit the invuln body while aiming for a self enhance synergy on the scaling power. Adamant there is neat but feels a bit extraneous + I think a self enhance build on Red Huntress seems like it has stupidly high potential.
Not really adamant is for Autobio not to mention Adamant gives mass to use for RH Ramping up Transformation. Your plan also doesnt have regeneration and while I can Understand Self-Enhancement working well with RH it not ensured ot be added not to mention SR enhancement is mainly hardening hair and while that can change into something its not really a ramp like Man-o-War or even Fasttracks self enhancement.
Lastly I have this Idea for something like an Enhanced Body synergy involving: Strenght, Speed, Invulnerabilty, Senses, Regeneartion and Fitness.
Since they all enhance specific stat of the body. Now Self-Enhancement might be needed for that too but unlike the other Keywords its way more variable instead of how straightword the KW that enhanced the body are with just how much the Stat is enhanced.

The way I see it, there are 2 candidates for a Self Enhance build. Red Huntress with Sewer Rat and Lightstep with likely Fast Track. Man O' War could theoretically do it but I think fits better on a different direction. I already laid out a rough idea for the former, for the latter I'd agree with your plan but swap out Multiplex for one of Millions or Mr. Hunch.
Millions just to have a concrete direction to change the speed drain form or Mr. Hunch just to have Battle Precog as that seems great for Lightstep. I get the pushes for tag doubling but Multiplex doesn't really seem like it has much connection to the actual build.
Autonomous Creature Creation because Tenebrism seems like the core to a very strong potential combo, and to a lesser extent Wind Rose to find an ACC combo with Adamant if possible. Otherwise trying to finalize the self enhance synergy guessing just since I want one of Homer or Cain to be rocking it.
Definitely Autonomous Creature Creation, in my opinion. As Maddie and Socialite Butterfly show, it's a very useful synergy, and could potentially help us by providing some ethically acceptable ways of providing cannon fodder.
...or maybe something about Power Manipulation. That'd be pretty damn useful, too.

I named it Ehanced body but it was more all physical traits which HUmans already have but get boosted. Which is why I added Regen, Fitness and Invulnerability instead of Self-Enhancement. Since Regen is natural healing ability, fitness is just general body and Invulnerability is a bodys Durability.
Anyway thats still a long time for now so I'll just leave it to the vote.

Funny enough I'm now Pivoting to Homer being our Biokinesis Hero to fit with the fact he got slaved by Drugs and thus never wants to experience it again and be able to save others from it as well.

I get that but like, Lightstep's whole thing is being able to go super fast and making the body invulnerable during that time. Having the ability to sense something might be surprise attacking from battle precog and thus being able to react seems pretty good in terms of fitting with the direct powerset.

Personally, I'm thinking Deadman + Huntress might be interesting. Scaling ability triggered by death. Remaining 2 potency could be used to round off the build as needed.

"Can't you just leave me alone?" Mona said miserably. She looked around her room, the trash-bin overflowing with junk food boxes and tissues.
"Nonsense. This team needs morale-e, and you need it most of all!"
"Heh... can't argue there."
"Of course you can't, you're talking to me! Now then, it's simple. You need to date someone else."

"You became so fixated on the possibilities of dating Ellie. But you're young, there are so many fish in the sea even without Algernon-crafted dating apps! Seeing someone else will clear your head. And..." Massive's voice dropped to a conspiratorial whisper. "...maybe she'll get jealous?"
Mona considered. Considered her heartbreak, Ellie's new coldness, and the lack of paths forward. She also considered that Massive will probably keep pestering her until she at least played along.
"Alright," she said, "Who do you have in mind!"
"EXCELLENT!" Massive shrieked. She pulled out a list from her pocket. "Let's begin..."
"That Crusade kid? No, I'm not that fond of him. Plus he, eh..." Mona made a vague gesture towards her face. Massive pretended to know what she meant, and crossed the name off the list.
"Pretty sure she's straight."
"Pass."
"Ew, hard pass."
"I think she'd see through it since she's the one who told me about Ellie's... her, uh..." Massive nodded and quickly changed the subject.
"Hmm... I'll think about it."
Mona was silent for a while. Massive could guess why.
"Sarah," Mona said slowly. "In the past half year, I: learned Justice Unlimited's greatest secret, was the first subject of an unproven Algernon experiment, exploded, became a black hole, met psychic ghosts, learned I have the power to level this city, fought a Named-Rank Behemoth, fought Scarlet Maturity, fought evil clones of my childhood heroes, was judged by a god, and appeared on live TV. For me to pour my heart out to some normal guy or girl, and expect her to understand what it's like, would be like you discussing science with Apep."

Now they'd not only evacuated their unconscious mates, but they had him pinned in this apartment lobby and they'd move in any second. But they didn't seem to realize there was a second door. If he could only make a break for it, he'd flank around and try to"HOLY SHIT IT'S BLACK SWAN! RUN!!"
Counterstrike heard screams and the sounds of blasts. After it all went quiet, he heard Black Swan's voice call out. "Uh, Counterstrike? Are you there?"
He looked up. Outside there were ten unconscious gangsters and one Swan. The whole thing had taken maybe ten seconds.
"I, wow... thank you Black Swan. How did you..."
"Dayouwannagoonadatewime?"
He blinked. "Uh... I... sure? Do you... have something in mind?"

They ended up at the cinema to watch the new Magical Girl Gang: Quest Beyond Space!! movie. After that they took dinner at a Chinese place, where Keith showed off his spice tolerance ("Of course you can out-eat me, you're not actually digesting!"). Then they went flying along the shore. I don't really know what to write here, don't get many dates. Everybody's dancing in the moonlight, everybody's feeling warm and bright, it's such a fun and happy time, everybody's dancing in the mooooooonlight...
They ended up kissing and it got on social media. Ellie saw the picture and went to kick Behemoth ass to keep herself from crying. Massive Ibis pumped her fist in success. Mr. Song merely smiled. And, far away, in the Frozen Throne, Yara's dreamland cabin seemed to shake. The ocean raged, and her eyes snapped open.
