The plan to just promise to capture Monarch to improve negotiations with the R-Train can't work since it will be based on our reputation, something that's actively getting worse with every turn, and will further be damaged by buying from Yellow Qilin.
Crusade will use this to further damage our Reputation no matter what we do. They're a bunch of pawns who are actively looking at everything we do on the worst light possible. Try again.

We can mitigate that by not leaving a papertrail that directly implicates JU with buying from the Triad.

If whatever we do is going to be spun into something worse, then the play is to avoid giving the enemy ammunition and making the spin very hard for them to pull off. The less proof we leave for them to use against the use, the fewer people end up believing them.

Also, please, stop moving the goalposts. We've moved so many times from topic to topic already.

Then we just kick Yellow Qilin's ass next turn! It's not like we're talking about waiting a year before going after her, for fucks sake. Some of us just want to actually have a plan and our heaviest hitter available for when we take her down, as opposed to hoping that we can somehow convince the R-train to let us have enough goldnine to treat all the girls in a single turn. Not to.mention Brass Shield will probably fight against us in this fight, since he's convinced we're evil, in addition to the Magical Girls who think the Yellow Qilin is a good person.

We kick Yellow Qilin's ass, then we take the paper trail and doctor it. Basic common sense.

Next turn, after she's already made more victims out of the locals and further strained the amount of goldnine we'll have to acquire from the R-Train after we destroy the Triad? This leaves us at a worse position strategically. We are in fact, capable of taking them down right now since we meet the Stat Requirements for the fight. Those aren't walk in the park odds, but they're doable.

Also, we're going to be talking to the R-Train regardless of what happens in this mission since we need a steady supply of goldnine. We increase our chances of success there by limiting our involvement with the Triad's schemes and limiting the amount of magical girls that will need goldnine.

Also, doctoring the papertrail is far from a guarantee. We may be a espionage specialist, but we're up against a globe-spanning conspiracy intent on smearing our name with anything they can use. If you think it was that simple, then we'd have beaten the Philosophers already. Better to not need to doctor anything at all instead.

Hey guys, can we take a breath please? I don't think anyone has crossed a line just yet, and discussion is good, but everyone feels strongly about their positions and I don't think we need to question people directly. It's a vote, winning an argument doesn't change an outcome.

[X] . . . press your luck.

It just doesn't seem like this is a good position to be attacking from. Better to come back later after prep.

While I'm still largely undecided here due to the supply element, I will note that there is a section that states that some of the magical girls are well aware they're functionally long term hostages here, so I'm not as sure how some of this would turn out in practice. Especially if Ronin is able to get some handle on Brass Shield's targeting for this, she seems like his nominal superior so she can probably do some direction of his actions.

…fuck it, we'll have 8 AP to play around with in issues 4 and 5. If we fail, we fail, and then we come back around to get our money on part 2.

Or, in the words of my favorite blorbo a very well-known gacha character: "It's all or nothing!"

[X] . . . go loud.

This is a more contentious decision than I expected. On the one hand, going loud means dealing with potential fail-safes and collateral damage now, not to mention the possibility of failure. On the other hand, buying time and playing along tarnishes our rep and gives the villain more time to get hooks into more victims.

I'm making my decision primarily based off 3 factors.
1) I don't think we run into a goldnine deficit immediately on saving the magical girl victims. I've seen speculation in both directions, but from my read, we'd have some time to source some new goldnine. This may be optimistic of me, but JU isn't in this alone! We've got lots of enemies, but there are also lots of allies and heroes and supporters who may step up to help in the meantime. As such, I don't see the benefit of buying/extorting more goldnine right now other than buying time and reducing immediate collateral damage.
2) I don't think we can afford to give Crusade more fuel for the reputation fire right now. If JU walks out of the room without condemning this faker, Brass Shield at least is going to spread the word wide and far.
3) I firmly believe we have the enemy on the backfoot here. We critted our espionage check, proactively pushed into her territory, and managed to get into her isolated in her own vault facing off against 3 heroes. There's a chance of failure. There's a high chance of collateral if we can't convince the victims to stand down. But I think the current situation is to our advantage and delaying may actually make it worse.

When I mentioned to my wife, Bitterwoman, that it was odd there were so many blowout votes she said, "[Bitterbaby] is trying to eat your figures again."

And, by Jove, she was right!

If youre counting Valkyrie as independent, these guys are also not affiliated with Monarch I think?
I thought about making them independents but I was not sure.
Considering the nature of the inmates I decided to be cautious here.
After all while Monarch may have nominal command it is likely that most of her followers are autonomous to different extents and only go along with her rule so long as they are allowed to do their own thing.
Considering the dangers of LPP's power even before it was enhanced and then taking into consideration that he now also has his own metahuman subordinates it is my belief that he can easily get away with only paying Monarch' rule lip service and do whatever he wants otherwise.
As a result unless we get some solid confirmation (which i could have forgotten about) that he is a fully independent actor he is to remain in Wonderland.

Valkyrie was the World's Strongest Psychic before she was incarcerated and there is always a chance that she also got an enhancement since then.
No way is she subservient to Monarch.
Unless Monarch is her Puppet.

Now the remaining question is:
There's a Bitterdog/Bittercat to complete the Bitterfamily?
