I own a Huntress synergy-fish build for home defence, since that's what Valiant Red intended. Four Crusaders break into my home, "Leviathan's blood!" as I grab my cape and shield generator. Blast a golf-ball-sized hole through the first goon's arm, he's "unconscious" on the spot. Try my [Telekinesis] on the second man, miss him entirely because it's a secondary aspect and nails the neighbouring slum. I have to resort to the Chimera at the top of the stairs built for Hit. "You can be more, lads!" The Chimera shreds two men with its claws, the sound and extra shrapnel attract psychic attention. Power up [Battle Precognition] and charge the last terrified villain, he bleeds out waiting on Mendicant to arrive since [Energy Manipulation]-empowered wounds are impossible to stitch up. Ah... just as New Dawn intended.

By the way, I have been thinking of writing my own quest about designing superheroes, but I don't want to be too copying of this one. I was thinking maybe you would play as the director of some sort of superhero academy, be responsible for their mundane education in addition to trying to instill powers. There would be a chance for the empowerings to go seriously wrong, and each subject would eventually graduate and get some sort of final rating to represent their performance as a "pro hero". Does that sound fun to anyone?

Hahaha thank you, the quote is based on the "musket for home defence" videos, I had been intending to put it in an omake but decided to just post it in order to ask the question.

Mechanics are another matter. I wouldn't want to just copy the Promethean system, but there needs to be some semi-randomness, not just Mutants & Masterminds-style point-buy powers. Need to think of something else. Maybe each person starts with a large amount of potential powers, but their curriculum and random events will gradually narrow things down?

That sounds like it could be interesting. One idea would be to gain affinity points from being taught and their choices/random events to nudge them into certain broad classes of powers. Then at manifestation, roll the dice to get the eligible keywords from their affinities and determine the final mix.
 
I was thinking that they start with a small expression of abilities and then through experimentation and training, more aspects reveal themselves.

So, at first, you think Student A can only turn themselves invisible. Then they improve at covering other objects they touch, and then they have a breakthrough and start being able to turn other people invisible even when they're not touching and that reveals they're actually a pure photokinetic so they can start working at laser blasts, illuminating the dark, creating visual illusions, etc
 
So out of idle curiosity I plugged the old Chimera plan (Red Huntress, Adamant, Soldier X, Crimson Soprano) into the Planner and holy crap, it would have gotten Mona Autobiokinesis, Combat Precog and Telekinesis.

It was a dark and gloomy night.

On top of a building, a dark figure stood, cape fluttering in the wind, with a razor-sharp smile and red eyes.

He faced down a reborn Crusade, the pair of White Hawk and Stockpile putting aside their differences from one another a final time to strike at their hated foes, Justice Unlimited. They had been informed that the team went to fight the Hand, so it was decided it was the perfect time to destroy the heart and home of Justice Unlimited, The Apiary. However, they now found a figure standing in their way, and its gaze sent a chill down their spines.

"Who are you?" asked Stockpile, trying not to avoid their eyes and failing miserably.

"Oh, you know who I am," Replied the figure. "Though the costume is new, I admit."

"We know of every metahuman in this city," White Hawk replied. "Don't play games with us."

"Games? You simply lack imagination." He replied in an amused voice. "But if you are so curious to know…"

He stepped into the light. What they thought was a cape was in fact a cloak artfully placed above strong shoulders. He wore simple finery in all-black but for a blood-colored emblem placed above his heart.

However, their face was unmistakable, even to them. Someone who had come up in multiple meetings as a possible criminal associate of Justice Unlimited, now seeming to emit a dark glow of unknown power.

"Cain." White Hawk said simply, with a grave tone to his voice. "So it's true. Justice Unlimited can grant powers."

"Took you a while to figure that one out, eh?" Cain replied with an amused tone. "No need to hide it now, since things are coming to a head."

"Justice Unlimited is viler than I thought." Said Stockpile. "Giving power to a monster like you."

"Monster to monster, isn't it appropriate this way?" Cain replied. "Though it seems I overdressed for the occasion."

"Hmpf. If you are cosplaying Nox Esurientem, you are doing a lousy job." White Hawk answered back. "Though the costume does make it easier to beat you up, not that I needed much help." He said with a dangerous smile.

"Oh, you will need much more help than you have, if you wish to beat me." Can replied easily.

"Quit stalling." Stockpile fired back. "You want to delay us so help can come. It's not gonna work out, so why don't we stop with this charade?"

"Don't worry, the plan was never to delay you, but defeat you." Cain replied easily. "I'm more than enough for the both of you. But enough talk, have at you!" He exclaimed, and leaped to the air.

In an instant, he changed. A furred monster emerged, black wings hiding the sky, a nine feet tall body filled with muscles, with sharp claws and teeth of a sabretooth tiger.

Stockpile teleported to meet him while White Hawk flew up. A simple move where the former attacked with his psychic blade while the latter exploited his attempt to dodge. However, Cain simply did not bother dodging, the blade scratching his skin but failing to draw blood.

Instead Stockpile was grabbed by the head and thrown into the incoming White Hawk. The impromptu projectile was successfully dodged, only for White Hawk to stare at rows of blade-teeth closing to bite him. At the last moment he managed to hold the maw apart with his hands, heaving with effort and blood flowing down his arms. Stockpile teleported again and hit Cain in the throat, making him spit out White Hawk, who tumbled to the ground.

Stockpile teleported beside him, and Cain landed in front of them. "You know," the monster said mockingly, "that kick almost hurt."

White Hawk got back on his feet while Stockpile activated his psychic siphon. "You should have killed me while you had the chance," He said. "Now your defeat is inevitable." White Hawk looked askance at Stockpile, but said nothing. Accepting the pain to defeat this monster.

"Oh, I heard of this trick." Said Cain with a dismissive tone. "But are you sure I'll be the one to fall first?"

As he said those words, the pair felt it. A deep emptiness, like their souls were being hollowed out.

"What is this?" Said White Hawk, tone weary. His hand was over his heart, as if in pain. Stockpile's breathing had become more labored, and his thoughts seemed to be dulling.

"The boy's not the only one who can take the strength of his enemies." Cain said with a blade-filled smile. "I could simply toy with you now, flying out of range of his siphon while you two get slowly cored out from the inside, souls becoming empty. But then I'd be late for my stream, and we can't have that!" exclaimed Cain, dashing towards them. The ground cracked beneath him, and a gust flew out of his former spot.

The pair moved in different directions to escape, only for Cain's body to seemingly grow, catching both by their legs using his now-bigger arms. Stockpile tried to teleport out, only for Cain to teleport right with him, grip never leaving. He now hanged both up side down, the pair seeming drained of will.

"How pitifully easy." Remarked Cain. "Christian is going to be disappointed when I tell what happened."

"We won't be the last." Said White Hawk, eyes still glowing with defiance. "The currents of this world go deeper than you can even conceive of."

"I've been the underdog for most of my life." Cain replied, his voice nearly a growl. "It's good feeling on top for now, but those big dogs you seem to resent so much? It's all old hat for me."

"Justice Unlimited will doom the world." Said Stockpile, eyes nearly empty.

"Man, you're still on that bullshit. It's complicated to explain, but we're still the good guys, so chill out. Well, you can't right now, but later. After I find out where to put you both."

"But Cain," White Hawk said, a smile creeping up his face. "You aren't going to miss the final day of power testing, right?

"What the hell are you- "A shrill sound rang out, Cain's eyes widening in recognition. It was…

Simão woke up and groaned, screen turned wake-up alarm still blaring. He usually doesn't need it, but he decided to set one after yesterday, because he had felt overwhelmed with power after the testing; overwhelmed and excited. So he took some meds to sleep it off and now here he was.

Man, it must have affected him more than he thought, if he was having dreams like that.

Transformation x3, Mental Manipulation, Energy Manipulation x2 Regeneration, Teleportation, Enhanced Speed x2, Fitness, Enhanced Strength, Enhanced Senses, Invisibility, Battle Precognition.

The power to transform into a terrifying winged monster with extreme strength, toughness and speed. If they touch someone, they can designate them as "Prey", allowing him to see their actions six seconds into the future and draining their emotions over time, eventually turning them into vegetative-like state. The more emotions they drain, stronger their powers become and they acquire new ones, like teleportation, regeneration, invisibility and even energy blasts. No known upper limit on their abilities is known.

AN: After everyone made an omake for their candidate, I got embarrassed and made this. The power is a very simple combination of all 3 DNA, and I got to poke fun at Cain's aura farming habits, so it was somewhat fun to write.

That seems like the version that would be the most work upfront with the longest delay to actually showing up in quest, especially if theres any chance of the studants dying/getting expelled/turning out to not be able to get powers. might be too much effort, depending how complex each power is.
On the other hand you could recycle power sets that dont get selected on a later student, and you might be able to lower the overhead by crowdsourcing power sets from the voters
 
I have a Brass Shield Nega-Quest thinking floating in my head (I call the quest: Shield of The People [An Orignal Hero Universe]).

The creation of Phillip Evans (aka. Brass Shield) and his "power-set" was a big massive drag out (figurative) brawl during character creation:
  • Power choice ended up as a three way tie between Badass Normal, Power Armor user and Light constructions
  • His Hero's Journey starting in jail won by a few votes.
  • His reason for Heroism (Wanting to do good) won a by a few votes more than the starting in jail vote [Some of the people who voted for starting in jail and wanting to be a Hero figued he ran afoul of Vigilante laws. Others did it, they thought it would be funny that the person who wanted to be a hero for the sake of doing good would start out in Jail]

you say. And you really do. Your life's been nothing but trouble since you stole The Brass Shield, but . . . you can't say you regret it. You got to meet people like Ms. Akane and, now, you're finally acting like a real hero. You couldn't do that if you had just stayed Phillip.

Another interpersonal realtionship worth talking about in Crusade is the fact that Ronin is friendly towards The Brass Shield, which might also be helpful in flipping him later.

Even, if the a bit surprising that the quasi-chivalric Brass Shield would be friendly with a blood-stained woman like Ronin.

I don't think Ronin has that abrasive of a personality.
 
Anybody clever enough and behind the eight ball enough is gonna look for friends wherever they can be found and ask where they come from later, if ever.
 
Its not Ronin's personally that might be repellent, it her blood-stained history. There is plenty of Red in Ronin's ledger.
As I recall, Leizi's dad wasn't exactly a model parent and considering Leizi herself asked? The red is at least partially transferrable to Our Lady Of Shady Dealings, which would allow Ronin to pass at least some of that responsibility and look a little less individually villainous.

Random thought I had about what kind of media might exist within the world
There's probably at least a couple of alternate history, scenarios built around when the creature fell from the sky.
Like if it fell in a different place or in a different time period

BTW is it just me but doesnt Penitent Scholars powers kinda seem like High Potency Phasewalking? Since he can teleport while also being invisible in some way.
 
I like that each successive PPP story has involved a bigger fight

First trapping Stockpile in an illusion but not actually fighting him

Then beating up Phlogiston, then Penitent Scholar, then White Hawk

Then White Hawk and Stockpile at the same time!
 
BTW I wonder if the reason Nat actually died is cause LPP got his hooks on Phlogiston which made him even more erratic.

Figuring that out would probably help direct DS more and atleast help in recruiting Sparsurfer and Jorogumo. Sparks definately fucked up joing DS but Jorugumon doesnt deserved constantly being starved to force her to eat people.
