I'd probably veto Valiant White just to avoid the "White Power Ranger" problem.
Valiant Red really earned his Rep as the Premiere Hero of his time.
Also would explain why America took Steadfast back with only idiots like Joules mocking him for it. ND setting up the SuperHero Culture all over the world really really help the governments kept metahumans in line.

We might might have to play politics so that they don't ask the question... cause that might escalate into either a cultural mutual destruction issue between metas and ggovernments or might necessitate we manipulate the UN into granting our strongest heroes..... some certain eextralegal privileges.
this is the UN though with bureaucratic obstacles and am illion different agendas and objectives jockeying for mostly symbolic yet far reaching power on a good day.

Thinking on it more, in a future where Project Prometheus is revealed to the public, the ability to design and create metahumans will probably be treated like nuclear proliferation.
Once everyone knows it's possible, everyone will try to crack the secret because the people without their own Black Swan will live under the mercy of those who do. Thankfully, we only know of two ways to grant superpowers to people.
1. Leviathan's Goldnine refined into Ambrosia.
2. The Frozen Throne's shards, which requires raw Goldnine to keep stable.
Notice how both materials only have 1 source in the entire planet, and they're both in Horizon, situated in incredibly hostile environments, and technically under the purview of the UN already.
Once everyone knows it's possible, everyone will try to crack the secret because the people without their own Black Swan will live under the mercy of those who do. Thankfully, we only know of two ways to grant superpowers to people.
