In "canon" DVV, Rourke took over and convinced Milo to work for him. He forced a fusion and "americanization" of the Atlanteans, and also split up the original team to a bunch of different postings. Here, Rourke took command initially but... well, things happened and he's not in the picture anymore. So instead you have the Integrated Council of Atlantis.

In canon canon, Rourke was "infected" by energy from the Heart of Atlantis during the climactic fight that led to the volcano erupting that turned him into some kind of crystal monstrosity that was then destroyed when it hit the propellor blades of the air ship they were trying to use in order to airlift Kida and the Heart of Atlantis out. That was also where Helga died after Rourke betrayed her. The volcano erupted and then the Heart reactivated all of the ancient golem defenders to protect the city; after which it gave up Kida.

Though considering the relatively short time span that has happened since the villains won, I'm somewhat unsure of what "americanizing" someone actually entails. By fusion you mean that he basically forced Atlanteans to integrate with the survivors of the expedition, right?

Regardless, it's good to see that everything is back to normal. Does the Council include all the original team or were some of them "exiled" for helping Rourke? In that vein, are Milo and Kida still together or did something happen to her in between hosting the Heart and being freed from Rourke?

If this is all information that we have to figure out in-story, just disregard this I guess :V

About the second paragraph, I thank you for the effort in explaining it but I'm actually a huge fan of Atlantis the Lost Empire, what I was trying to ask initially was how this timeline differed between the two options, canon DVV and canon canon. Basically, where did it stand in the middle of the two, though I can see that my post might have been a bit confusing 😅

Basically started introducing american style construction and tech. Also the other big different between canon DVV and here is that canon DVV starts a decade or two after the villains won and have had time to secure their power.

Not quite. There's one slice of the East Coast that came through from the Atlantis era. New York city.

From the briefing you received from Scherezade; the council consists of several members. There's no current acting head of government.

Milo Thatch - chief diplomat and linguistic specialist. Strange that he didn't come to meet Scherezade himself, but Elizabeth was adamant that he had good reason, albeit personal ones.

Elizabeth Swann - Martial advisor, has helped Atlantis adjust to this new world's way of waging war and protecting oneself.

Audrey Ramirez - Head of Engineering and Construction, she handles a lot of the stewardship duties when she's not up to her hips in the guts of some machine. She has an Atlantean ancillary that helps her deal with Atlantean crystal-tech.

Wilhemina Packard-Bell - Head of the science division and coordinates a lot with Audrey. Also head of the communications division. She also works closely with her own Atlantean ancillary.

Joshua Strongbear Sweet - Head of the medical department, as well as the Atlantean faction's go-to when analyzing occult instances thanks to his training under Old Iron Cloud. He shares this position with a man named Jokiro, who was an aide to the former king.

Muri - This man was Kida's second-in command of the hunters and warriors who patrolled the borders of Atlantis' territory before Rourke and his ilk came. He serves as the eyes and ears of the council.

With the ancillaries working with Audrey and Mrs. Packard, that takes the total number of councilors up to nine, ensuring that there can never be a tied vote.
 
Hm, I suppose I'll put what I've got on Tai Lung if there's no big objections. I think of all the current options his is highest roll right now so I'd like it to go somewhat smoother.
