Somewhat tentative but gaining more industry and standardize our army are good direction to take. A bit iffy on claiming more land, but having some more resources wouldn't be bad for industrial beast eats everything.
 
Are you advocating Develop Transport Infrastructure? Because we can't really take that right now and doing so would be really difficult. Need more IC before it is viable.

Science development. You need really cheap steel and steam engines. Current shortest path is Rifling(machining techs) + Looms(path to Factory), but we need Logic to accelerate the process and Academies.

More importantly...republican sentiment will rise more rapidly with a large, underdeveloped land expansion on top of recently assimilated and underdeveloped land.

So thats the main hazards we face here.

Actually it raises it back up to three again.

I was not sure if the permenent decrease came with a temp decrease or not.

Either way, I do not want to spend over half our Political Will without even having a chance to see how much midturn projects costs or what sort of urgency they can take.
 
Russia expanded into Siberia at break-neck speed on foot y'know. Railroad is needed to develop the place but it's not needed to stake out claims.

Besides, in 1649-1689 Russians fought with China over which one of them would extract tribute from tribes around river Amur. Russian casualties amounted to about one thousand men over forty years of fighting. (and most of them happened during one campaign near the end of the war)

That area was populated only by local tribes and rare forts built by fur traders and tribute collectors then.

It was still Russian, and that's what matters.

We're capped at 3 IC due to Guild Mercantalism. We literally cannot raise it higher than 3 right now, so plan Roads doesn't work, which I just reconfirmed in Discord with AN. @Sivantic
You could not raise it to a total of 4, but if you committed IC to something this turn and the final value was 3 or less that would be acceptable

Additionally, Standard of Living dictates our Happiness. We are at 3 Happiness, which is quite low. Raising our Standard of Living increases it to 4.

E: Never mind, my bad. We are indeed currently at 2 perm IC, not 3. I had assumed the format meant 2 out of 3 temp IC. Plan Roads is valid, though my reasons for wanting to improve SoL are still valid.

So, how difficult would it be to develop wooden skyscrappers ala Cross Laminated Timber?

I think 3 is the most we can build up to with our current tech/resources hence the 2/3 thing.

Edit: Nvm apparently its do to our economic system, so we need to kill the guilds yesterday.

Need to be able to be at 3 IC to take the develop infrastructure action
Which when done enough will remove the Undeveloped hinterland penalty.

I'd rather not start when the opportunity cost is so high. Expanding into Siberia significantly delays meaningful industrial expansion, improving our education system by removing the Undeveloped Hinterlands malus, or boosting our Innovation score to the point that we can increase Permanent SoL with Temp IC.
 
Thing is, folks, both Science techs likely accelearate research rate, which is, you know, important for research speed.
