I sorta want to hold out until we can aranage for Kiel to take the exiles.

They need a shot in the army militarily. A buch of exile generals seems a solid choice.

Or the CCP or Hung. The Hung would be funny.

Also, @Academia Nut can the army be used to cover for the settlement cost? Have the troops retire as part of the manpower for the frontier?

Edit: Also, was the IC gain meant to be nerfed to compensate for less pollution? Cause that 4 -> 3 IC drop stings...

They work at the same time. If you did the deal you would go to 10(2), and then if you say rapid developed industry you would be at 13 (1). The year would then end and you would gain back a quarter of IC, so 13 (5).

Hmmm... yes, that sounds like a fair use of the Army Corps mechanic.
