So, to recap, if you did not start with a Hero, you get heroes at MR6, MR12, MR18, etc.
And, whether or not you started with a Hero, you get another hero every time you gain a total of 6 MR from quests.

The relevant factions are the primary forces within your ruling government. Factions in court, parties in a democracy, alignments in a council of nobles, personality traits in a gargantuan, horrific solipsistic demon-hivemind.
The introduction of the radio to Nanyue was many things, but "widely well received" was not among them. Initial results from the urban first adopters seemed positive; the Northern regions of Nanyue appreciated the predominantly chinese broadcasts, which spoke of the heroic victory of their forces in the savage jungles of Cambodia. However, other elements found themselves alienated: the cities which had fit the criteria for radio installment had been primarily Cantonese, leaving only a few in the Southern regions. The Vietnamese Front found themselves literally without a voice in their nation's fastest growing media, and many have viewed the broadcasts as another sign of lack of progress towards greater representation within the court.
Still, support has come from unexpected places. In Cambodia, the newly conquered locals find the broadcasts to be insult after insult added to the injury of their defeat. With no other real recourse, Cambodians have begun working in tandem with the Viet, using their new positions as citizens of the Empire to push for more representation within the court.

Um. I had only meant the radio towers to be used for government communications at the moment, seeing as I didn't expect any of my citizens to actually have radios yet. The goal was to get some infrastructure set up to government communications which would supported a future public roll-out, since I've only had the capacity to build primitive radios for ~5-6 years, and my tech progression is at least 4-5 years from reach the point where commercial radio really became a thing (OTL 1920s). I can definitely see where the confusion could come from, though, so I'm fine with keeping the event. Up to the mods. (1685 Radio action quoted below for reference)

- Your tech progression is a bit wonky. You're at scholarly (should probably note with your techlevels), so you should have a base progression of 1, with 3 free boosts to 1.5, and 1 paid boost. You're currently doing 3 paid boosts, and none of the free ones.

Sorry for being a bother, but I have a vested interest in analyzing anything related to Shun, and figured I should let you know before it became an issue.
Nope. You get 2500 mp to spend on units per EP committed; Mp tracks cost, and manpower tracks number of men. The point of reserves, however, is that they don't cost manpower, and allow you to have somewhat-trained units available for the start of a war instead of immediately raising a militia. Once they're mobilized, they cost the same as normal, but while in reserve they have no manpower cost, since they're not actively part of the military.
