Once all of Liberty's rolls are completed you'll receive some 'diplomatic' overtures from Maggie's Jacob on behalf of their local council.

Apparently with Charleston actually engaged in a shooting war with Savannah, some in Liberty are anxious to go from equipping resistance cells and smuggling food and medicines in and assisting with the escape of refugees to becoming a more 'hands on' insurgency. Details to follow.
 
They have both, fortunately for Savannah they are the lower end of the spectrum hence the 'Primitive' in primitive defense grid.
They might be primitive, but Air Defenses are Air Defenses and we really should have some countermeasures. I'd be willing to attack after the next downtime if it means we get the chance to research a proper ECM pod for the Strike Eagles.
 
We do have some Ecm, Spooky allowed us to penetrate pretty far into their airspace, of course they did critical fail on their ECCM.
