[X] [Italy] Krotone. Once the hegemon of the western Italiotes, Krotone's star has fallen significantly. However, they still constitute a significant force and have strong relations with the minor cities of the region. If they were to be swayed into alliance and friendship, the main challenge remaining would be to reconcile them with the ambitious Thuriians [-10 talents, Xenoparakletor will seek out alliance with Krotone].

[X] [Mission] Illyrian Expedition: The time has come for more than a simple pirate-hunting expedition. For years Illyrian pirates have stalked the southern islands of the Liburni and threatened Eretrian trade eastwards. It is time for Eretria to seize these islands with a full expedition and establish a colony on the island of Issa, ending the threat of piracy in the Adriatic conclusively through the establishment of a new colony in the region for merchants to call home while building allies for Eretria among the Illyrians to ensure victory [3 Month campaign led by elected strategos, 500 Ekdromoi, 18 Triremes, 72 talents naval upkeep for campaign, if successful, new land for colony on Eastern Adriatic Island of Issa].

Xenoparakletor: Obander Eupraxis (Demos Antipatria)
Lead Strategos: Only appointed in times of war.

[X] [Italy] Lokri Epixephyrii. If we could gain an ally, Syrakousai would lose its only friend in Italy, though we would anger Rhegion and Krotone [-10 talents, Xenoparakletor will seek out an alliance with Lokri].

Fair citizens all, I submit this to you: that each vote I make here is in fact another facet of the same idea. A phalanx succeeds or fails by the united arms of its hoplites. We have before us an opportunity to steady and bolster our own ranks where we may waver and at the very same time subtract from the ranks opposed to us on different sides.

To draw Lokri Epixephyrii from its association with hated Syracuse and into our fellowship is to strike a double blow. And to take this action now before the Congress and thus steal away their kleftes at such a crucial juncture is yet a third strike in the favor of our noble polis and its aims.

As we sow this discord abroad so too must we gird ourselves against it nearer to home. By centralizing the cattle drive we allow the beleaguered Messapii to focus their energies not on infighting, but to renewal that will ultimately serve both their benefits and ours.

Likewise, we must guard ourselves against the raids of the Liburni and seek to pacify their quarrelsome meddling. This act, as the others I support, benefits not only ourselves, but indeed all honest sailors who ply the seas on our eastern shore. That we labor for the good of all may grant us some consideration from those abroad with whom we trade and converse.

In closing, I acknowledge that mine is a new voice, but I pray that you hear it not for its novelty but instead for the substance which it carries. I thank you for granting me the opportunity to be heard!

So says Eugenios the Stonemason.

Demos Exoria, despite losing handily in the foreign sphere, was able to flip the proboulos debate thanks to the extensive and unbidden effort Arktos Arkadios, a citizen whose endurance on the field in swaying foes and friends to support Theron Archippos shocked many, most of all Kyros Gennadios, who lost an early lead among the people in the span of only a few hours of debate before the stones were properly cast.

Nobody:

Arktos: "-and there are six more reasons why the Exorian slate delivers the best for Eretria in this boule-"

"Fellow citizens, I submit that the needs of the city change as the seasons. No one man may be suited for every need the city perceives. And this is without shame, as arete can be demonstrated in many fields but rarely in all fields. Even among the greatest heroes, we speak of swift-footed Achilles and cunning Odysseus, stalwart Ajax and wise gray-haired Nestor, of Diomedes as a slayer of men and regal Agamemnon as a leader of men. From the earliest times of Eretria we recognized this. There was no shame for Herodion the mighty warrior in ceding his place of primacy to Drako the wise league-builder, just as there was no shame for wise Drako in accepting the leadership of Herodion in our glorious liberation of Sicily from the tyranny of Syracuse. As the seasons turn, so too shall the city call upon the arete of different men. Those displaced may leave with honor and the regard of the city and may be called upon to serve yet again.

In this our demokratia proves its superiority over other systems. In an oligarchy the factions of the aristoi compete to undermine one another, or else conspire against the common good. In a tyranny the tyrant eliminates all opportunities for others to display their arete. And in a monarchy only those born to the proper bloodline may rule regardless of their talents or lack thereof. Only in a democracy can the polis call upon the talents of the man most suited to the occasion. And in a democracy like that of Eretria we may be sure to find a man whose arete is suited to the occasion on hand. We do not discriminate against the man of humble means when it comes to the common good. Nor do we hold our rights so insecurely as to jealously exclude the men whose families have done good service to the state before them. This is the true genius of our city, blessed as it is by Apollo and Athene who together in their divine marriage bestow all the virtues in their fullest; in art, in philosophy, in religion, in literature, in cunning, in sport, and in war.

It is true that service to the polis is its own reward. To bestow great wealth and special rights or large bodyguards and other privileges upon a public servant is to invite tyranny. But it is also the case that arete deserves to be recognized.

I would propose, to elaborate upon the desire of Ajax son of Lalage and many other citizens to honor our former xenoparkletor, that our city establish a means to recognize those who perform good service to our state. It need not be anything more valuable than the laurel wreath sacred to Apollo, which is to say it would be of inestimable value. The probolous and xenoparakletor might be awarded such a token of esteem by acclamation of the Assembly at the end of their terms, should they be worthy of it. The Assembly might honor as well such citizens and Metics as perform some outstanding feat worthy of recognition in battle or the arts at one of our festivals. This I feel would be for the best."

*Ajax is silent for but a moment, before, in a single fluid movement, sliding down from atop his own rock and striding across the Assembly, crouching down, and with a heave attempting to begin lifting the rock high, with a single, loud, shout*
I will lift this rock! Who amongst you have the will and strength to stand with me!

"The son of Aristedes speaks well and soundly.

Service to our city is its own best reward, it is often said. One might jest that the coiner of that phrase did not have much imagination for rewards, but we all respect the sentiment.

Yet it is the very nature of service is to be an instrument of the people's will, and an instrument must be put aside when it is no longer needed. Eretria is a city run by servants, not masters, tireless servants of our citizenry, and not greedy oligarchs who fleece their people like sheep, as is going on now in Korinthos and Kerkya. Whilst we harangue our Demes for their factionalism and their occasional obstinacy, and it is good that we do so, we should never forget also their tireless dedication to our service.

Bold Memnon worked tirelessly for the good of this city, delivering everything he promised to us, and some of those promises were no small things. Yet we replaced him the moment it appeared that there were new promises, better suited to the moment. We did so without a thought for his service, or for all his sweat and toil, for the long miles rode into foreign lands on dangerous missions on our behalf.

This is unquestionably the right thing.

To be cast aside at a moment's notice is the due reward of any true servant of the people, and Memnon himself would say the same. Do not doubt it! Otherwise earnest service will soon become tyranny, whether it is meant as such or not.

But we may still recognise tireless service in the good of the polis for what it is, without slipping into oligarchy or the unthinking veneration of our leaders. For those who have truly given everything they have to Eretria, there can be no higher reward than our immortal esteem, just as their deeds will live after them.

I commend the proposal of Phokion, and I will also lift his rock."

SKANTARIOS: I gainsay this. Look to the examples of those great men past: Herodion sought no wreath, and no wreath sought him; keeping good order and sense as companions, our forefathers did not seek to elevate one man above others, for they understood that in such tokens and awards a king might be made. Neither did Drako nor his good-brother receive honors of their own save those that the citizenry might present in the normal way of living: a scene in a play or an extra fig at the market, given freely by a grateful hand.

Yes, good men of Eretria, we ought recognize good service, and we do: in the normal way of things. We confer among some a position at this festival or that, and serve them with private kindness, accommodating them as our hearts desire. Such was the case with Hermesdora, who was anyways rewarded not alone for personal valor, though he displayed plenty, but also to lift up the spirits of the psilloi who took grievous casualties when our cavalry screens failed. That is the good way of things, that is the way of Demokratia.

But this? Nay, friends, brothers, nay. To no brow ought Eretrian hands press a floral crown.

So, I will probably make a post speaking in favour of these at some point if there's time, but just to vote for now:

King Artahias has emerged as leader of the Mesapii and at this point attempting to undermine him in petty ways is only going to sour what could be a perfectly good working relationship, for no sensible reason. Given that it would also cost us money, there's no good argument for it, and a very good argument for reaping greater rewards from trade and handing an easy plaudit to our new friend.

Krotone seems like the obviously best choice here, unless we're shooting for some extremely specific strategy with Sicity or something, which I do not believe that we are. The only city likely to be annoyed is Thurii, but we will be shortly manouvering to give Thurii a city, so they should get over it in short order. This makes Krotone the option with effectively the least negative tradeoff. Furthermore Krotone are also the closest to us. A friend nearby is, all things being equal, probably a little more helpful than a friend far away. Put all these together and Krotone seems like the best option by a decent margin.

Lastly, the Illyrian expedition. This has had more or less unanimous support and it's not hard to see why. We effectively step into the void that Korinthos has just vacated as a protector of Adriatic trade, subtly but powerfully asserting our dominance and honouring our agreements with our Illyrian allies, but without getting mired in a needless adventure. That's the correct way to build an Adriatic hegenomy. On top of that the pirates are a real blight who would need to be stopped even if it brought no prestige other benefits.

Except that in this case, there is an additional wonderful benefit, given that the Drakonids control the office of Agoranomos and will be pursuing their excellent colonial citizenship policy, gaining another trading colony is fantastic. Our new colony will also presumably fill up our last maritime trade route slot as well, which is rather nice.

''Skantarios words held some wisdom but some services nevertheless warant more then normal reward, if nothing else then for the value of the contribution to the polis they bring. Therefore I, Nikephoros the hoplite, son of Lysandros, will be ready to lift Phokion rock, as long as it is with the understanding that this extraordinary reward shall only be given for extraordinary deeds.

As to the other matters before the Eklesia, during the past election I lended my voice, humble as it might be, to those opposing the platform of the Demos Drakonia. I did so not out of opposition to the expedition against the Illyrians but in spite of my support for it, for the need to attend to sicilian matter and the folly of the Kerkyrean intervention outweighted the threat represented by the Illyrians. Now however, the Eklesia had prevailed upon the Demes to include one of the measures proposed by defeated candidates to the post of xenoparkletor and there is, therefore, no reason to delay in finishing the work of the great Eusebios.''

[X] [Mission] Illyrian Expedition: The time has come for more than a simple pirate-hunting expedition. ''It is also in the interest of and befiting Eretria to grant authority to the young King Artahias, for he might become a new Harpos. Might become is not yet to be Harpos, however, for while he seem to exhibit the same loyalty and realism the Messapii as a whole are not the Peuketii of today, or even the Peuketii who had accepted their defeat in the old days. For, while they have undoutebly greatly suffered since Eretria came to Epulia, nothing sustained by the Messappii can compare to the sheer devastation laid upon the Peuketii before Harpos assumed the crown. In many ways, we must praise the gods for such a thing, both as it would not befit Eretria to rejoice at the desolation of those who are now her friends and as they would undoutebly provide substantial tribute and levies sooner then the Peuketii did, but every coin as its reverse, for the Messapii may yet lack the wisdom that great defeats can bring. Some among them may yet prefer the way of Arpus to that of Harpos. Thus, while we extend the hand of friendship and protection, with all sincerity and without any reserves, to the Messapii our eyes must remain open and vigilant.''

''Our xenoparkletor must secure the friendship of the city controling the straits, both for our commerce and for our hoplites should circumstances force them to cross it. I do not ignore the consequences such a course of actions might have on our relations with our friends of the Sikeliote League but they, in all likelyhood, cannot afford to turn away from our friendship at the moment and I have faith our deeds on their behalf ahead of the Sicilian Congress will leave them feeling themselves well compensated for any slight they might see in an alliance for Rhegion, who remain, after all their ally.''

[X] [Italy] Rhegion. The gateway to the Tyrrhenian Sea, Rhegion occupies the critical juncture of the Straits of Messina. Gaining their allegiance would secure Eretria's trade routes to the Etruscans, but cause difficulties with the Sikeliote League, who while their nominal allies envy Rhegion's control of the strait [-10 talents, Xenoparakletor will seek out alliance with Rhegion].

I wonder if the bad luck of the Etruscans is scripted/follows history or if they are simply unlucky. I mean I know that in RL something similar happened, more than once even, so it isn't exact unbelievable but this is still a disastrous showing of the Ertruscans on the battlefield and it isn't like they should fight that much different comapred to Greeks. Indeed, I am tempted to argue that we should delay our military reforms till we have fought those Samnites/Brutii and are able to include the lessons learned there into our military than to reform now, mostly inspired by Greek vs Greek fighting I think, and have to reform it again in the near future. Constant military reforms don't tend to be that good for effectiveness.

In regards to the expedition it shouldn't be a surprise that I support the pirate action since I really don't think we can ignore it any longer till we will see negative effects there (hell i am a bit surprised that we haven't done do already though I guess that most of pur trade is southbound at the moment and thus probably a bit to far away for most pirates).

Alliance wise this is pretty much what I expected and why I thought that those dreams of a italian League were a tad optimistic. Krotone and Rhegion seems like the better options in regards of trying to strengthen our influence over southern Italy but I am sceptical that we will be anle to maintain a strong alliance with both the factions there and the people on sicily, especially if the sikeliote league manages to subjugate Syracuse. There seems to be too much potential for conflict degree and I think trying to balance that will demand to much of our attention which I personally would rather focus elsewhere. And if you argue that the sikeliote league is our future the lokri option doesn't seem that bad since it would further isolate our rival at a critical conjucture with us hopefully not having to get invested in him and being able to "drop" the rleation in the future (or looked at an other way once lokri abandons Syracuse it doesn't have that many attractive options left so morning it shouldn't be to hard either if only to keep the region somewhat divided). Of course I personally am not the biggest fan of our sikeliote connection since I not only view that conflict with syracuse as a bit uncessary/wasteful but far more importantly fear it will almost certainly lead to conflict with Carthage down the line which isn't exaclty something I want to experience if we can avoid it. Therefore Rhegion and Krotone become attractive again with epseicllay the former having the potential to serve as a nice way to slowly distance us from our allies. From an Italian league perspective Krotone is probably the better option and it's stronger land focus could mean a stronger focus northwards and this help in conflicts like the Brutii/Samnites but I from a single ally perspective I prefer Rhegion since control over the strait gives us/them a lot of diplomatic capital. And since I don't think the league will become reality anytime soon I will go with Rhegion.

[X] [Mission] War Against the Dauni: For decades the Dauni have sat on the border of the Epulian League and menaced our allies with raids and skirmishes. Their kings have plotted against us, warred with us, and allied against us many times. Now, the time has come to pay back the debt they have bestowed upon us by destroying them once and for all. The xenoparakletor will rally the cities of Herdonia, Salapia, and whatever other cities would be willing, and back them in a rebellion that seeks to overthrow King Ausculos and end the Dauni as a threat. Whether that will be through annexing the rest of the cities or simply replacing their leadership with something more amenable to Eretria remains to be seen, but the Dauni must be made to never again threaten the city of Eretria Eskhata [War against the Dauni with attendant strategos options].
[x] User Motion: Honour Mnemnon for his fine work as Xenoparakletor publicly, before Barbaroi, League and Citizens alike

[X] [Cattle] Grant Artahias authority over the annual cattle drive [+1% tariff efficiency].

I'm willing to provide this Artahias a chance to prove his loyalty. We want our subjects to prosper.

With the colonial policy being implemented, getting a colony seems obvious. Also, death to pirates!

As for Rhegion, whatever small measure of discontent caused by an alliance to them will be offset by our active support in the Congress of Gela. And maritime trade is what we live on, what will let us prosper beyond anything else.
