Civilians pinned in rubble (something will explode, its a tinker lab) after a non-lethal attack are going to be trapped… for a while.

No one is doing S&R right now, and emergency services will need to wait for the area to be cleared before going in.

My conservative guess—(time for Taylor to neautralize everyome, take down the dome, clear area for rescue, actual rescue)–would be 45-60 minutes minimum.

Bleeding out? Slow death for you. Trapped without air? Same. I think the most awful scenario would be getting trapped under hot rubble and slowly dying from severe burns.

To clarify: CW isn't the only source of burns—it's a spa, there's going to be concentrated chlorine/bromine around, unless the tinker used it, but that goes back to "tinker stuff probably goes boom".
For those talking about Non-lethal, especially non-lethal to try and /destroy the whole building/ ..... do remember past useages of Solar Wrath.

Maybe the building isn't stuffed full of flammables like oily clothes and broken pallets and whatnot.... but non-lethal Wrath is still pretty firey, on top of whatever rubble from melting the building AND the unknown of the tinker.

If you're worried about hostages in the tinker lab, go for the Reaper option again. Using wrath from the outside to dungeon-bypass is not likely good for the health of those inside.

Flare shooters can be sent in from outside without us even going in if we use Wide Area Search. This gives us a level of precision that not even Flare Scythe can manage. It's also likely to be faster than than using Flare Scythe. I agree that Solar Wrath on non-lethal is a bad idea. It is just asking for any civilians inside to get even more traumatized, this time by a "hero".

Of course, this is Worm, so public and Protectorate response to that would most likely be, "I guess she is a regular parahuman after all."

Random hypothetical;
If we had the ability to use Ragnarok right now, would firing it literally point blank into the dome be enough to burn a hole in it? 🤔

I believe it was answered a while back, but from what I recall:

1) We CAN fire Ragnarok, it just will push us into Mana Poisoning stage 1 and halfway to Stage 2.
2) We're unsure if Ragnarok will punch through the dome or if it would explode on contact with the dome. (Either way the dome is gone, but 50/50 chance that everything inside the dome is gone too)

I was already planning on closing this thing because it had been 24 hours until two of you chimed in last minute *glare*, but thankfully you just pushed the winning vote farther in the lead. Let's close this thing so I can get started on the chapter, which will be the last Taylor chapter of the arc and wrap up this thing.

I'm excited, I know, but this is going to be SO MUCH FUN!!!

If Glory Girl can go around punching the worst of the worst and Panacea can go work full-shift doctor hours unpaid, with no legal attention from State or Federal agencies (because they were way too high profile to just blame Brockton corruption) .......

Can't legally be paid for your power by anyone except the government until you are sixteen. Volunteering gets around this because you aren't being paid. Probably just another law designed to force capes, most of whom trigger young, into either the Wards or the gangs.

With Chevalier's reactions being so colored by "I am adult and she is whiny brat, respect mah authoritae" lenses over his actual justified reasons.... does he actually remember this isn't a military and Vista can leave anytime she wants, possibly joining a non-government group without the restrictions (see above) ?
Chevalier is one of the inaugural Wards from back in late 80s/early 90s era. That means he has been with the Wards/Protectorate for over 20 years, probably around 25 given Miss Militia's Interlude, which means Chevalier has never known any life outside the Protectorate. It is his home and the Wards program is basically, unintentionally or not, designed to be isolating with the amount of time you are on-call and the inability to talk to anyone outside the program about what you are doing.

The idea Missy could just leave would be completely alien to Chevalier. Hell it would be completely alien to Missy if not for the fact she spends so much time hanging with Team Calamity and seeing how awesome and unrestricted they are. After all where else would she go? Without Team Calamity leaving the Protectorate would mean leaving everyone she has any kind of relationship with. It would leave her completely alone.

That said Chevalier is definitely aware of the issue since Missy explicitly brought it up:
"Because as powerful as you are, you're still a minor, Vista. That makes us responsible for what happens to you. It's our job to keep Wards out of danger as much as possible."

"Then I'll just quit." You blink at her in shock, and the leader of the Protectorate is caught equally off-guard at that comment. "I'm one of eleven Shaker 9s in North America, and I have four years of experience being a cape. If the Protectorate doesn't want my skills, I'm sure I can find another team that will, and you'd be rid of a troublesome Ward who won't stop complaining about how things are being run. Problem solved."

Chevalier slowly turns to you, and you raise your hands to ward off any accusations. This was not your doing! Not directly, anyway, and not intentionally. It just so happens that you are doing things in the Brockton Bay style as an independent, and that is the lifestyle Missy wants.
If he isn't contemplating this and factoring in that Missy is quite clearly approaching the point where she says "fuck it!" and leaves that is his own fault. She has made it pretty damn clear here, a full month ago back on 25 June, that she is considering quitting.

He is factoring this into his plans. It's why he was rushing Starmetal (the new Trigger Taylor witnessed turned probationary Ward) through patrol training so much so he can give Vista something to do. That was actually supposed to start this current weekend in-story, except Missy decided to go on vacation instead.

This is a quote from Chevalier's Interlude that I think highlights well just why him and Missy were never going to go well. Armsmaster and Piggot were willing to bend, even to a degree break, the laws regarding Ward deployments because they were highly practical people (albeit with their own faults and biases) who saw that the situation in Brockton Bay required it. Chevalier meanwhile is, to at least some degree, a dreamer. He looks at the state of the Wards system across the nation, and especially in places like Brockton Bay, and sees it as a failure. An ideal that has been worn away at by necessity.

Even if Philly were in a Brockton Bay like all hands on deck all the time situation I'm not confident Chevalier would allow Vista the freedom to be a front line combatant like she wants. He strikes me as the kind of man who would try his utmost to keep the dream alive even if it is just in his one small sector. Given that Philly very much isn't a city on the edge of HOSV like BB he doesn't even need to entertain the notion.

Heh; I bet that really screwed with his mind. One moment Vista is chomping at the bit to get some combat action and then next she is suddenly buggering off across the nation to go on vacation. That is the sort of 180 that leaves people scratching their heads. I wonder how it would play into things in Arc 14.

You'd think so except Amy explicitly said "exploiting minors with powers" not simply minors in general. That says there is some specific law regarding minors with powers seeking employment.

That or Wildbow Didn't Do His Homework and just said "Screw it, there's a law that covers minors with powers, because that way I don't have to research / make up underage labor laws in a fictitious state on the other side of the continent from me"

I mean, most of these "new capes" are either Gears or mages whose entire magical capacity is spent keeping said Gears alive. If we are looking at the flight-capable members of Operation Pentagram, there are only 12 new worthwhile capes running around.

…which is still double the membership of the Philly Protectorate and Wards teams, I guess. :confused:

You do not think she needs to work quite so hard at selling your completely normal identity to the room at large, but you appreciate the effort nonetheless. "How are you doing?" you ask softly.

Something I noticed but spaced on mentioning after the chapter..... can we get a little praise for Kayleigh doin work to preserve Taylor's cape identity, even in a crisis moment like this where she'd already had to be seen interacting with our cape-self?

Its almost like , rather than being terrible at keeping secrets, she's a budding Secret Agent between her gunplay and her acting :V Outside one carefully planned scheme

TSAB really does get its best recruits from Lost Logia incidents, huh? :V

Well, shit, if this is the last fight then the other two groups escaped?

Damn it. Oriax and Purson (the Master in the Suites) and whoevers responsible for the barrier got away then.

Well, I'm looking forward to reactions of various people to there suddenly being 30~ dead Fallen (including a few big names) and body parts strewn around the resort.

And then we need to badger the PRT and Protectorate into giving us every little bit of data they have on the Fallen.

Many groups do this kind of thing intentionally. It's one of the biggest things that makes it hard for people to leave abusive spouses, racist groups, and so on. They spend time isolating you from all other social influences first, before they start ratcheting up whatever form of evil they subscribe to.

Of course, that is part of Vista's whole problem with the kid: how much attention and time he's getting while she feels ignored. If she were allowed to act as his superior in the training process instead of being used as an example of somebody to be lead, she wouldn't feel quite so slighted. There would still be plenty of issues, as Starmetal is just one factor, but she wouldn't be quite so ready to tell the Wards program to go *motivate* itself.

The pressure to use her powers every day, all day, with no reward, to try to prove(and unavoidably fail at proving) that she wasn't the villainous monster her father was, was a situation she couldn't win. Jack Slash may have been the catalyst, but it was Carol Dallon that broke Panacea.

Can't exactly hold going on vacation against her when trying to deprogram the child soldier. The question is, is he going to blame her for winding up in a serious cape escapade?

Mauling Snarks makes it far more explicit, but there are definite signs in Worm that some of the rules about parahumans was because of the consequences of trying to deny them an outlet for their powers. There's no way she should have been allowed anything remotely approaching the hours she's implied to have kept prior to the S9 arc, but having powers that can do things nobody else on the planet can do makes for a compelling argument as to why parahumans should be treated as individuals. Then, politicians get involved with their own superpowers of taking simple ideas and making horrible grotesqueries that should never see the light of day out of them...

There are certainly laws. This being Worm, they likely do more harm than good.

You'll see. And soon. :eek: 13.12 is finished and just needs proofreading, and I'm halfway-ish done with 13.x already. It's my personal policy not to proofread and post chapters the same day they're written, which is why I'm still writing with an update sitting in the outbox. If you guys think I have typos and missing words in the finished chapters, you have no idea what my first drafts look like…

I've been a beta and taught English, so I really do have an idea how bad these things can be without a cool down period or a second set of eyes. Overcoming the urge to mark every grammatical misuse took almost as much effort as not going after people on their phones. I confiscated(and returned, of course) so many phones from children who would swear to God* they were just checking the time. With their thumbs. Under their desks. It's astonishing how many characters they have to type in to bring up the time =P

*What's the first sign that a child is lying about what they were doing with their phone? Generally, that would be swearing to God spontaneously and emphatically.
