I actually came up with a similar concept for a planet I was working on that has since fallen onto the backburner, the Rigby Pattern Boltlock. Like the Gwarv-Thal, it has obscene stopping power for a bolter, being more akin to an anti-tank weapon. However, the STC printout used to design it was incomplete, so the barrel needs to be replaced every shot or two or else the weapon will explode. Such an explosion allegedly killed the gun's creator.

Anyways, replacing the barrel is a laborious process which means the Rigby's average rate of fire can be better expressed in minutes per round as opposed to rounds per minute, a major no-no on the battlefield.

As such, use of this weapon is mostly limited to Highborn big game hunters with more bravery than self-preservation. This niche market, along with certain Forge Worlds finding the story of the Rigby useful in terms of pedagogy, has ensured that knowledge of how to produce them survived to the presenf era.

Funfact: "For comparison", well-experienced user of musket (IRL) was able to make one shot per minute.

You can ask for last minute assistance like in last turn. House Lothbrok is still isolationist, you can ask for assistance but SC is going to be huge, so don´t have much hope about it.

How he is more or less related to their organization, he would have more opportunity to convince them, so it wouldn´t be necessary send to Severus and be able to do diplomacy with someone else.

The Luctus system houses around 6 planetoids and their satelites, the system's star is of a pale white color

Luctus: The only planet in the system that supports complex life

Vatra: the planet is tidally locked and its close proximity to the sun makes it that one of its side is completely molten, the average temperature on its night side is 95*C.

Khayridzh: Located just outside the goldilock zone the planet's extremely weak magnetosphere makes it uninhabitable along with this the planet is known to be wrecked by intense earthquakes, despite this mining ships are known to descend on the planet to mine the ores found within its trully colossal mountain ranges. Its highest mountain is Mount Tusk with its height of 20 kilometers, making it the largest in the entire system. Scans indicate that there are large caverns inside the planet.

Mahila: Mahila was originally a gas giant but due to an unknown incident its athmosphere burned away in the Dark Age of Technology. The remaining core is often mined due to it being extremely rich in metals, such ventures are dangerous as the former gas giant's moons and belt turned into a thick asteroid cloud around it

Zlaté oko: Zlaté is a gas giant that has around 13 moons and a ring. It's bright yellow-gold color made it easy to spot from Luctus with a telescope, befor the Mist's arrival

Modré oko: This gas giant is located on the outer region of the system far from the light of Luctus. This makes it fall into the sub category of Ice Giants, meaning the planet posesses a layer of ice around its core that is several kilometers thick. The world has around 8 moons but no belt
 
Well the reason that I had not done that is that Power Armor comparisons are.....weird. Unlike most tech in the Imperium (or even Terminator Armor), the Power Armor MKs don't follow the model of "Older is better" in a straight manner. For example, we now that the MK.IV is better than the MK.III, but the MK.V is worse, the regular MK.VI is a sidestep instead of an upgrade, and the MK.VII is better if I'm not mistaken. So it doesn't make much sense to give you an option that is basically a trap option, because your spending actions to get something that is arguably worse.
That's because the Astartes power armor wasn't based on some STC or ancient blueprint but instead designed from scratch for Thunder Warrior and Astartes use and then upgraded.

MK.V is worse because it's not a MK but instead a catch-all term for power armor the Legions cobbled together from whatever spare parts and old MK they had on hand after the Heresy made a mess of supply lines.

MK.VII and the mass production variant MK.VI were made with such shortages in mind and are meant to be as easy to make and maintain on a limited budget as possible. MK.VIII attempted to keep to such limits while enhancing protection but it still turned out a bit too expensive and is only issued to officers and heroes in most Chapters but that largely depends on the Chapters resources.

For example, the Minotaurs equip all their Battle Brothers in MK.VIII due to being able to afford that thanks to being the High Lords personal hounds.

Mk. VIII also had the issue of compatibility. It's comparatively easy to mix and match Mk. III, IV, VI, and VII armor parts together and have something that works. Otherwise there never would have been a Mk. V at all. Mk. VIII meanwhile suffers from noticeable dips in performance if you try and swap out components for those of other models, most notably the Mk. VIII torso is unable to used alongside the Mk. VI helmet because the collar design gets in the way of the "beak". Space Marines almost always want to keep ancient wargear, especially that used by famous individuals, for as long as possible, even if it is only in part. Attempts to make Mk. VIII the standard would have to fight against this inertia/ancestor worship aspect, and that isn't easy when the difference in battlefield effectiveness is not that huge.

On the other hand there is something to also be considered when tasking a Great Crusade techmarine on remaking an older power armor version.

As the point of them is to make them culture artifacts then you can have them be like a random project now and then that result in relics. Not really used for combat but still useable and good gifts to other chapters that would be interested in them.
 
Isn't MK 4 really good for frontal assault/defensive engagements? Could be useful for Devastators or Boarding Parties.

You're thinking of Mk. III. The Mk. IV is actually the most light and agile of them all save for the Mk. VI. If I'm being honest, Mk. IV is probably the best generalist armor ever produced for the Astartes. Some armors do beat it out in specific fields (III and VIII are tougher, VI is more agile, VII is more easily manufactured) but the Mk. IV balances all these qualities out incredibly well.

Yep. It's got the heaviest armor so it's best for situations where there's limited cover and/or heavy fire, like boarding actions as you said. I think the only variants that are outright not worth using if you have any alternatives are the Mk. II and the Mk. V.
