So does anybody else get the feeling the the eyes still have allies deeper in system
They might, but honestly, with 3 BB's and their escort fleets gone, those allies would have to be extremly powerful to be able to contest our naval superiority. And given that we have reinforcements inbound with yet another Barge, they don't have much time before they would have to be able to match the enitire EoM + allies fleet we destroyed just to have a fighting chance.

L'ambre Commonality (Potential Foes) New
The L'Ambre Commonality (Potential Foe)

During the early 37th millennium Rogue Traders of the House [REDACTED] discovered a previously unknown xenos race which would later become known as the L'Ambre. They had been shielded from Imperial notice by a series of unusually consistent warp storms which rendered reliable warp travel into their area of space impossible.

During their isolation the civilisation of the L'Ambre would prosper and develop a small interstellar empire utilising their own primitive technology (in comparison to the Imperium) known as the L'Ambre Commonality. Following the discovery of the small xenos empire, an expedition was organised led by the head of House [REDACTED] to see the xenos race exterminated.

This invasion initially went well, the L'Ambre were primitive in comparison to the Imperium and many of their worlds were taken and Xenocided. Until the expedition reached the L'Ambre Commonalities home system and besieged its homeworld of Latre. During this invasion, the planet was saturated with large scale virus bombs which are estimated to have killed 90 percent of the planets xenos population. It seemed like the Imperium was on the verge of victory, but as this outcome was about to come to pass the area was saturated with warp storms, leaving the area isolated from the Imperium.

It is unknown what exactly occurred during this period of isolation, as no contact was possible between the forces trapped within the warp storms and the greater Imperium, it is however believed that the Imperial expeditionary force continued in its mission to conquer the Xenos Empire but were eventually destroyed. Millennia would pass and the warp storms would not abate, until eventually the memory of both the expedition and the xenos empire itself was all but lost, rendered to a position of obscurity found only in the most unused of documents.

This would change during the last few centuries, the warp storms around the L'Ambre Commonality would once again disapate, and what followed was a series of raids by the Xenos Empire into Imperial space. Utilising ships and technology said to have been based on captured Imperial technology, the L'Ambre would prey on human worlds and shipping, slaughtering any they can find. Supposedly as revenge for the Imperium's war xenocide millennia prior.

Trivia:

-The L'Ambre are a molluscoid race with a vague resemblance to records of ancient Terra's lampreys. They are a highly long lived race, with an amazing ability to recover from even the most grievous of injuries, they are ruled by a council of highly militaristic elders known as ethnarchs led by the High Ethnarch. Many of whom were alive during the time of the Imperium's invasion millennia ago.

-The L'Ambre military is dominated by two castes, the normal "prole" breed which are typically a little smaller than the average man. And the "warrior" caste which is thrice the size of a regular human and far more dangerous in combat.

-L'Ambre technology is generally based off of that of the Imperium. With their technological level being roughly equivalent to that of the Imperium's. Before the Imperiums invasion the L'Ambre utilised a form of space travel similar though less advanced to that of the Tau, however following their millennia of isolation they have began to utilise methods similar to that of the Imperium.

-Prior to the virus bombardments, the L'Ambre homeworld of Latre was a relatively verdant ocean world with sparse land masses, the L'Ambre constructed large scale aquatic cities and whole civilisations beneath the waves. The planet was rendered uninhabitable following the bombardment and the L'Ambre capital world has been moved to the homeworlds barren moon of Oord'Nol.

-Though none deny the righteousness of attempting to wipe out the Xenos race, many question the logic of expending valuable resources on attempting to commit xenocide on a small, underdeveloped, xenos empire which posed minimal threat to the Imperium when there were other issues in the sector which were of a higher priority. When the Lord Governor was asked as to the reasoning for such an incursion they only responded with "they may become a threat" and refused to elaborate.

Decided to make a potential foe Xenos Empire based off that one Lamprey race over on SB. In case you're wondering what the L'Ambre look like its this. Imagine a race with the venerable, resilient, sedentary, and repugnant traits with a pacifst/xenophilic government ethic which was swapped with a xenophobic/militaristic one after the Imperiums invasion.

Abascal Ravagers (Potential Foes) New
Ordo Hereticus

Inquisitorial Report AROC23416789

"Abascals Ravagers"

Threat Level: Hereticus Miniorus

Overview:

Named for their leader, the self-proclaimed Pirate King Terrian Abascal, Abascals Ravagers are one of the largest human led pirate groups in the Ultima Segmentum. Originally founded in 689.M41 this pirate fleet has been moving throughout the Ultima Segmentum expertly avoiding large imperial navy patrols and raiding ships wherever they can. Unlike many other pirate groups, the Ravagers have raided minor industrial worlds and smaller imperial flotillas oftentimes getting away with both freshly constructed materials and ships. Unlike many other pirate fleets there is no evidence of Abascals Ravagers being corrupted by the ruinous powers.

Last Known heading: Aetelian Sector, Ultima Segmentum

Notable figures:

Terrian Abascal
– Originally a captain in the imperial navy based in the Gothic Sector Abascal earned much renown fighting off Ork and Drukari pirate attacks. He is best known for his use of ambush tactics particularly in asteroid fields and nebulas. In 680.M41 Abascal and his ship the Dauntless class light cruiser "Arbitrator", attacked and destroyed the orbital station of Fort Mead in the Lukein system killing 4 Lord admirals before disappearing. Before his betrayal he was known as honorable, fair, and a well-liked commander. Reports from survivors of his raids say that he has anyone that is captured by him to be treated with the upmost respect, and it was reported that he personally killed anyone who disobeyed this order. (To be taken alive if possible)

Matrum Cormie – Originally Abascals first officer now a pirate lord under him. Cormie now captains the "Arbitrator" after the Abascal moved his flag to the now named "Emporers Lament", he is known for personally leading boarding actions against targeted ships and is known to slice off both hands of anyone who tries to duel him. Survivors describe him as brutal to both his enemies and his allies. (To be executed on sight)

Notable ships:

"Emperors Lament"
- Originally was a strike cruiser destined for the Revilers chapter of the adeptus astartes, Abascal led a daring raid on the shipyard it was being constructed at and was surprisingly able to steal it right out of the docks. However, the ship was only 80% complete which meant that a lot of the ships' armor and the ships bombardment cannon haven't been installed yet. This did not stop Abascal, and with the help of some tech priests that had joined him was able to implement a lot of the armor and turn the space where the bombardment cannon was supposed to be installed into a secondary launch bay.

"Arbitrator" – Abascals original command now pirate ship the ship has been modified with more sublight engines making it one of the fastest ships in the ravager fleet. More than one imperial navy admiral has underestimated this ship due to its size and learned the hard way that speed does have an advantage over size.

"Arguing Semantics" – A universe class mass conveyor, salvaged by Abascal ravagers, this ship is believed to serve as Abascals primary storage ship where all of the loot taken from his raids is stored along with being a factory ship to produce parts to repair any ship they have that gets damaged.

Final Report:

Before his betrayal at the Lukein system many officers report that Abascal was acting strangely when not among his closest allies. His files reveal multiple references to the number 20, along mentions of the word "Xenophon". Nothing else was revealed about what could possibly turned such a promising naval officer into such a powerful pirate lord though there are some leads that point to the ruinous powers being involved.

-Inquisitor Hector Amarus.

I googled what "Xenophon" means... but I will only tell you after ThunderOwl will make his opinion about Abascals Ravagers

I thought about making Renegade IG Cavalry Regiment based on Polish Lisowczycy, but I met a metaphorical "wall":

How to present them as "fighting force", when 90% of time they would spend dismounted, on a void-capable ship

You can find a reason as to how they are getting across planets (Either as servants of Chaos or Human renegades), and then show them in the battlefield playing to their strengths, vanquishing another foe. Imperial Military forces are over-specialized on purpose, so you shouldn't be afraid of them spending plenty of time outside of combat, as you can always show that when they do get on the battlefield, they are a threat to be taken seriously.

I'm having the same problem with the syndicate government on this planet I'm making because like early communism they didn't believe in any religion and I'd feel like just making the planet be like oh yeah……and they worship the emperor is lazy writing

Just finished listening to Waking Dog's an audio about an old World Eater who manages to get a moment of clarity, to remember the Legion before Angron, and before the nails, and decide that he's not happy like this and proceeds to Massacre the traitors before going off to hunt his brothers, so he can reclaim what honor his legion once had.

Just makes me really wish for a World Eaters equivalent to this quest

What about writing them as having a really barebones and plain form of emperor worship?

Now that you mention it, @ThunderOwl if we've choose the World Eaters instead how would the Butchers Nails work as a mechanic?
