@Enjou is the one who makes the XP decisions. Not officially, but pretty much unofficially.
And the main reason is probably that improving skills is less exciting then new charms, as skills are just a linear boost, while charms are usually more interesting / evocative.
Charms are the bullshit hax that separate the Exalted and Heroic Mortals. A Heroic Mortal may have more dots than you, but when you can rewrite reality in an instant to favor you then it's clear who has the actual advantage.
I'd like to create a Exigent Exalted of Gundams, but I wouldn't know where to start on statting something like that out. Do you have any idea/know anybody who would?
The character concept is that he's basically the last scion of a family who was obsessed with Giant robots before the rest of the world realized how cool they were. He's got a 60 meter Gundam in a hangar under his house, and he maintains his skills in the training sims so that one day he can fulfill the family duty and fight Kaiju.
He was granted the Exigent Exaltation right before doing so would have killed off the Goddess of Giant Robots, who lost much influence to the Brittanian God of Knightmares when the latter started being acknowledged as the best example of a cool robot. She now lays about his house and helps him with Giant Robot Maintenance (because they're such hangar queens that you really do need a Goddess's aid for that kind of stuff), due to her demotion to the post of technically-a-small-God-but-not-really-because-oh-dear-goodness-that-robot-is-HUGE. Oh, and they're married, because he's an old fashioned gentleman, she's an old fashioned Giant Robot Goddess, and living in sin like that would be scandalous.
Charms include boosting his everything to stupidly high levels, but only when he's in a giant robot that isn't a Knightmare, with bigger robots giving bigger boosts. A smattering of charms that are influenced by his intimacies, like regaining X motes per round, where X is the number of people who truly believe in you (usually just one, his wife, but sometimes two if he's feeling confident). A really high end charm that can manifest a giant robot for a bit at the cost of most of his mote pool, with thematically appropriate means of reducing the cost, such as having a dedicated engineer working on the design, being around a place where a giant robot could conceivably be hiding, or shouting out an inspiring speech. A smattering of charms to do things like suddenly always have had claw hand modes for his arms, or unfold drills that shouldn't fit in arms, again with the whole "the less you screw around with plausibility the less things cost" caveat.
His whole shtick is around literally being married to an artifact, with not having said machine around to channel his charms through making even the smallest of his abilities cost around 40 motes. If he's properly prepared and outfitted, he can do the kinds of things that you see giant robots do in movies, like being impossibly fast, flexible, and durable for its component materials, but if you catch him off guard he's *almost* going to be useless. Almost. Because if he can have a plausible explanation for why a Godzilla fighting giant robot that defies physics could possibly be nearby without being noticed before now then you're screwed.
His Goddesswife is descended, some many generations down, from gods who were descended from gods who used to be Devas of Autochthon and Markduth. Obviously.
Again, I'd love to stat this guy, but I've not the slightest clue where to start (and I can't help but feel like I'm doing something horribly wrong, like leaving an oven on and forgetting it).

While the idea is cool, sadly Exigents are still not a thing. Plus, Gundams and Giant Robots need to exist to be a real thing and have a god associated to them.

Don't forget to put a gun on it. It is a RWBY weapon. Do remember that while she never uses it, Neo's weapon does have a gun barrel hole similar to Roman's Cane, and she also has a concealed dagger in the hilt.
Don't forget to put a gun on it. It is a RWBY weapon. Do remember that while she never uses it, Neo's weapon does have a gun barrel hole similar to Roman's Cane, and she also has a concealed dagger in the hilt.
GUNS
Emblems of modern conflicts both physical and moral,
guns (and their futuristic counterparts, blasters), can replace
the daiklave as the typical Exalted weapon in modern settings.
Despite their reach and power, guns remain only a
single option in the Exalted arsenal. An arrow to the gut can
be just as fatal as a bullet, to say nothing of being crushed
by a car or grand goremaul.
Unless otherwise noted, it takes a Speed 5, DV -2
miscellaneous action to reload a gun or blaster, usually by
simply swapping out an empty magazine or power pack
for another. Other weapons, notably revolvers and barrelloading
hunting rifles, require a miscellaneous action to
reload two or three bullets individually, barring special
equipment such as a speed-loader.
NEW TAG: STRAFING (ST)
Weapons with this tag may be used to make Strafing
Attacks. These are identical to normal Attack actions,
save that each one counts as two attacks for the purposes of
subsequent multiple action penalties, DV penalties, Rate,
and Extra Action Charms; and as three attacks for purposes
of Simple, Supplemental and Reflexive Charm use, and
ammo consumption.
In exchange, the attacker can apply the attack simultaneously
against up to three targets that are within five
yards of each other.
ARMOR-PIERCING ROUNDS
The Piercing tag may be added to most pistols and rifles,
by purchasing armor-piercing bullets. Doing so increases the
Resources cost of ammo by one, and sale of such bullets is
often restricted or illegal.
SIGHTS
As one of the most stable platforms for ranged attacks
to begin with, it can be hard to find ways to improve Firearms
weapon performance. Guns benefiting from scopes
and laser sights do not increase their normal attack traits.
Instead, such additions make Aim actions easier; the first
tick of Aiming provides the usual single bonus die, while
the second tick of aiming provides two more, for a total of
three. Three remains the maximum number of bonus dice
available from Aim actions. See Exalted, p. 142 for more
on Aim actions.
Scopes and laser sights do not appreciably increase the
cost of a weapon. Most rifles come with a scope.
ASSAULT RIFLE
Assault rifles are about three and a half feet in length, with more complex mechanisms near the stock to afford
higher rate of fire than other rifles. Typically meant for active military service, they tend to be sturdy so that
they can withstand exposure to the elements. Assault rifle ammunition is typically stored in magazines, but they
may also be belt-fed.

HEAVY MACHINE GUN
Heavy machine guns can be up to five feet long, allowing their heavier ammunition to travel as far or farther
than the bullets of smaller, lower-powered rifles. Their rate of fire is even higher than other automatic weapons,
and since size and weight are less of a concern, they carry much more ammo. They are typically fixed in place, on a
rotating mount or on a tripod. Heavy machine guns tend to draw ammunition from underslung boxes mounted just
ahead of the trigger, or to the side of a slot that allows them to be belt-fed for more indefinite ammunition usage.

HEAVY PISTOL
Heavy pistols are typically around eight inches long, though "hand cannons" might be upwards of a foot in
length. Amongst the most widely used and available weapons in the world, heavy pistols are the side arms of nearly
every police force, and even non-combat military officers are often issued one. Heavy pistols use magazines of bullets.

GRAND SHELLCASTER (ARTIFACT •••)
Most grand shellcasters resemble outsized versions of normal assault rifles. They are at least four feet long,
from barrel tip to shoulder rest. The barrel of the gun is an alloy of a magical material and steel, with precise and
auspiciously patterned rifling to send a bullet on its way with more impact at greater speed and range. It is traditional
to hold the weapon in a standard rifle grip, with one hand on the barrel's stabilizing hold, but when firing
from the hip Exalted often use the carrying hook on top.
While the barrel is noticeably longer than that of a mundane assault rifle, what ensures that no one can mistake
a grand shellcaster for an ornate mortal gun is the elaborate housing of the firing mechanisms that make up
the heart of the weapon. Nearly the size of a child's torso, its exterior best resembles a shrine. What appear to be
arched portals for supplicants, depending on their orientation, are slots for ammunition magazines or for pouring
bullets into the hopper.
The weapon's two hearthstone settings are usually situated on the stock, but they may also be mounted on
the main housing of the gun.
Like a mundane assault rifle, grand shellcasters are magazine or belt fed.

WARSTORM SHELLCASTER (ARTIFACT •••)
Warstorm shellcasters are roughly the size and shape of a small man, with two enormous barrels mounted
on a firing mechanism and ammo hopper. They are unlovely by the standards of most artifact guns, boxy and
crude since an artificer's effort must go into harnessing the destructive will of the gun's least god. This angers the
spirit, but anyone clever enough to successfully build a warstorm shellcaster channels the god's rage, vindictively
enhancing the stopping power and accuracy of the shellcaster's bullets.
Though relatively simple looking, warstorm shellcasters are sophisticated machinery. A large slot on the side
of the gun allows it to be reloaded entirely with a miscellaneous action, despite the prodigious amount of bullets
it can hold. It is not fitted with magazine mounts or a belt feed; instead, the gunner simply tosses the right type
of bullet in the hole. The shellcaster sorts out the rest.
Warstorm shellcasters have space for mounting up to two hearthstones.

SHELLCASTER (ARTIFACT ••)
Most deserving of the moniker "hand cannon", the standard shellcaster is an artifact heavy pistol. The smallest
of them are slightly bigger than the largest mundane pistol, while the greatest are as big as a man's thigh. Being
their most visible part, the end of a shellcaster's barrel is often highly stylized, usually in the form of a dragon's
maw or sunburst. There is a spot on the grip for mounting a hearthstone. Shellcasters are loaded with magazines.

Oh. I thought you were still talking about the Umbrella. Sorry about that.
You know, Roman could probably be a good Fire Aspect thief. He leads his team from the front, and at that level of power a mortal assassin like Neo is an asset rather than a liability.
Which would make a funny bit of role reversal when Roman realizes his partner in crime is now significantly stronger than him in terms of power.
Roman brought up his cane and parried the baton. Opposite him, Neo was surrounded by three policemen, each one hitting her when the others were blocked by her nightstick. Even as Roman watched, she slowed down, the fighting injuring her too much to go on. He elbowed the officer at his side and slammed his cane into the others neck, incapacitating him.
As Roman slammed his foot into the stomach of his last attacker, he turned to face Neo, who had taken down one of her assailants, but at the apparent cost of her arm, now cradled protectively at her side. He steps behind the bald officer and slams his elbow into the policeman's head. He goes down like so many potatoes. At the same time, the other officer pulls his tazer, and Neo slumps to the floor.
"Sweet mother of..." Roman exclaims, even as he start duelling with the remaining officer, cane matching baton strike for strike, his reactions dulled by the bruises forming all along his side. It took another half minute of swift exchanges amidst the sirens before the moustachioed officer was on the floor. Roman bent over to catch his breath, before walking over to where Neo was lying, still struggling to stand up.
"You alright Neo? Gimme your hand, I'll pull you up."
She shook her head, gesturing at the road.
"What! No! I won't leave you here Neo."
She poked my leg with her night stick, and gestured again down the road. The sirens were getting louder now, only two or three minutes away. Roman was glancing down the road and back to her.
"I'll get you out, Neo. I'll get away, and I'll come back to you, ok? I promise."
Roman bent down and kissed her forehead, before picking up the bag of stolen money and running down the road, looking back at Neo at every opportunity. He rounded the corner and was gone.
The flashing lights rounded the other end of the road, and two patrol cars parked next to Neo. She got up on shaky legs, her nightstick still in hand, even as four officers stepped out of the car. As they approached her she swung her weapon at one with all the force she had left. Which was then caught. And torn out of her hand. Her arms were wrenched behind her, and as she was forced against the car bonnet she heard the words she had hoped she would never hear except on TV.
"You are under arrest. You have the right to remain silent. Anything...."
Two Months Later
Roman scrambled over the wall, reaching the top and jumping onto the dumpster on the other side, and picking up his cane.
"Bloody police. Bloody tenacious police. It's been two months! Two months and you still bloody care about some couple million." He swung his cane into the dumpster, before starting to walk down the alley towards the other end.
"It's not like I even have it anymore! I left it behind when you broke into my hotel! The hell do you even care. Ugly son of –"
As Roman rounded the corner his torrent of words stopped short. Glowing in the dull light of the overcast sky was a Silver man, his belly swollen in pregency.
"Hello, Roman. The gods look upon the world. And in doing so, we find those who are beyond. Who, when all others would fail, endure. Who are worthy. I am Luna, Goddess of the moon. Now rise up, Roman. Rise above all mortal men. In my name and by my power, become Exalted."
The god/ess's arms reached out and held Roman's, both suffusing with a Silver light.
Three Weeks Later
The cell was lonely. It was perhaps five paces by six. And these were Neo's paces, so not very large at all. Opposite the door sat on the thin mattress, was Neo her hair tangled and her eyes shadowed. She was currently humming, the sound echoing throughout the concrete cell.
"Is this all your life has come too? Sat in an empty cell, humming away the time until your death?"
Neo's head turned towards the voice, and from the corner of the cell stepped out a blue ichthyoid creature, faintly smiling. She shrugged, one of the few actions she could do in her straitjacket.
"What a poor, miserable existence." The creatures tail whipped through the air, tracing a line around Neo. With a flurry of motion, Neo spun round, her legs kicking out into the air, grabbing the tail and pinning it beneath her. The creature laughed, a cool liquid sound that flowed through the air.
"Or perhaps not. Still, no matter what you do to me you can't escape. And you would like to escape, wouldn't you?"
The look Neo gave the monster was rather explicit in what she thought of its intelligence.
"Fair enough, fair enough. So what would you say if I could give you the power to escape? You saw that I entered without that door opening. But, there is a caveat. My masters, the Yozi, are trapped in a prison. If you accept this you have to help them escape their prision. So, what do you say?"
Neo looked at her, her expression inscrutable. Then, in a burst of motion she flicked her legs, pulling the creature towards her by it's tail. She looked into it's persimmon hued eyes and grinned, a mad bearing of teeth.
Then the creature unravelled and all was quiet.
Next Thursday
Roman flicked out his stolen cane, which smashed into the armoured foes face with a crack, before whipping it to another opponent and pulling the trigger. This left him completely open to an attack from the left, and yet another opponent took the opportunity, swinging a giant sword at him which he only just managed to dodge.
"Die Anathema! Die!" Screamed the last one, wreathed in flames, before he charged at Roman, who only just brought up his new cane to parry the lance.
Smashing the cane down over the opponents head, he took the opportunity of a gap in the fight to do something he does quite well. Gripe.
"For the third," he dodged a swipe from the left and emptied another round into the armoured figures chest, "time this night," this time was a duck, the smaller blade passing over his head even as he tripped up the lance bearing, "what in the name of Luna," punctuating the goddesses name with a shot to his falled foes throat, "is a Anathema?"
This complex series of swipe and counter swipe continued for another few minutes, even as the light patterns surrounding Roman extended from a silvery mark on the forehead to a giant sea of lies. Eventually there was only Roman and the two sword wielders remaining. He panted as the larger one charged again, dodging out of the way.
Trying to dodge out of the way and failing, the sword scraping along his collar bone.
"Oh well, this is where it ends." He smiled ruefully even as the other lined his sword up for a strike. "I'm sorry Neo. I never managed to get you out."
The sword swung.
And was parried by an umbrella, before that same umbrella smashed into the gut of the opponent. The other armoured figure took his sword out of Roman to try and attack Neo, who wasn't there, having skipped out of distance in the few seconds. She opened up the umbrella, rested it on her shoulder and dipped into a mocking bow, a red circle evident on her forehead.
"Anathema! More of you demon scum!" The warrior charged at Neo, who nimbly dodged out of the way, her umbrella smashing into the pelvis of the opponent, before an explosion rattled out of her umbrella and blew a hole straight through helmet.
Roman stood up from where he was leaning against the wall and just looked at Neo.
"Neo? Is.. is that actually you?"
The look she gave him was scathing, condensation dripping from every muscle in her frown.
"Alright, alright, alright. It's you. I'm sorry. I'm sorry I couldn't get you out earlier."
The half shrug she gave him dismissed his concerns in the nicest way she could. Utter apathy.
"Well, that's excellent. Um. Just wondering, where did you get that umbrella?"
She gestured towards the pillar of smoke that was rising from the nobles estate he had robbed.
"I thought I recognised it. So you found out where I was, and instead of coming to meet me, you decided to go rob somewhere."
The grin she gave him was infectious, and Romans mouth twitched into a smile in response.
"Yes, I really should know you better. So, I have some ill gotten gains in the bank, and I don't think we're wanted here. Any idea where we should go next?"
She skectched out a few letters into the air before Roman caught on.
"Japan, eh? Well, I've never been abroad."
The person who had been first attacked by Neo moaned slightly. Roman looked down at them, and spun his cane through the air before brining it through his neck.
Neo skipped over to him and he put his arm around her, before they walked off, leaving a battle ground in their wake.

Neo is a sociopath by pretty much all definitions I care to use. And Roman acts sociopathic (the scene where he loses all his men he just comments that 'they were worth every cent'. Which was sarcasm, fti), so I reckoned them having low Compassion.
Amusingly, due to the way exalted works, they could still have any kind of intimacy, just less of them.
