Why would they hole up at their base once it's clear the Lancelot has cowed the forces that have been kicking their asses? Right now the Lancelot is the only significant force they've got really doing anything, because everything else has been killing them. Once it's reported that the terrorists aren't engaging anymore, they'll once more believe they've secured superiority and start looking around for any remaining terrorists and the 'poison gas' that is the entire reason they're here.

Because Clovis is a coward and the only reason he diverted the guards to hunt down the terrorist is because he was afraid of word getting out. And Bradley being the competent commander, will realize the mobile command bunker is vulnerable to counterattack if it turns out the retreat is a farce. They were original overextended with the terrorist hunt, know that Lancelot has taken care of the major threats, they can pull back enough (not all) to secure the safety of the royal.

Essentially, now that the combat is over. Clovis can take his time to ensure that the cover up is done right and with minimal risk.

Of course Lulu doesn't know who is in charge of security. But assuming the Bunker will be defenseless is OCC for him. He doesn't tend to depend on the incompetence of his opponent.

This assumes the enemy knows the terrorists have retreated rather than just having been defeated by the Lancelot. The fog of war is very much there, and him having their IFF codes was the reason he was able to perform as well as he did. The Lancelot has already defeated a dozen, leaving five and the one Lelouch is piloting. If they even notice the retreat, it's going to look pretty real (especially since it is) since they've made a complete reversal of the situation with but a single Knightmare.

No matter what they're not going to leave the command bunker defenseless anyways. We're not moving in to fight though, and nobody is likely to try to stop us until we reach the bunker itself because we look like an average Britannian soldier.

But I think we're arguing in circles here. If @Alexander89 says that ordering the terrorists to retreat will prevent the enemy forces from spreading out, then I'm find with making a change. Right now though to me it seems that the option is saying the guards should already be spread out due to all the losses incurred.

Clovis' number one priority is CC. The boots on the ground are absolutely gonna be put to work - doing what they actually came here to do, find the lost asset Clovis is panicking over.

Besides, this plan doesn't have Lelouch assuming the bunker is defenseless. It's infiltration, not assault.
 
Anyway, i have been thinking about illusion charms. Illusions are excellent for battlefield control, and thus perfect for Lelouch main role as Tactical
comander, and they are thematic for Orasmus too. Something among the lines of taking a nightmare from beyond and superposing it over the landscape, to cause confusion in the enemy.

So it seems to me that Lloyd included a few extras in the Lancelot. Were those earlier suggestions of him having Exalted as well on the mark?
He may or may not.

Hmmm... Loom-Snarling Deception is pretty damn good at making disguises - in fact it creates a false identity in the Loom of Fate when it has to. @Alexander89 - does our current disguise have an ID on it?

Nah, Alex already confirmed that Suzaku doesn't qualify for Exaltation, due to his suicide tendencies.
That's right. Make no mistakes, Suzaku is an Heroic Mortal who is fully eligible for an Exaltation, first among them a Solar one, but his current Motivation makes all of them wrinkles their nose. Should he changes it he would likely Exalt immediately, but at the moment Suzaku is the worst enemy of himself.

Ok, came up with a plan and a stunt. Vote by name as I may need to make alterations, but I'll let everyone know when they happen. @Alexander89 - let me know if this works.

[X] After committing so many troops Clovis' base must have few guards remaining. This is the perfect opportunity to reach him.
-[X] Strategy: Order the terrorists to disengage and retreat, giving them a route if there's one available. If they can stow the Knightmares somewhere safe for later use, great, but if not they should abandon them. No matter what they need to get out of Shinjuku, and let them know you'll try to contact them later if you can. They should lay low until then. Meanwhile, you'll head towards Clovis's base. Send one of your minions to recall those already sent so they can give you as accurate a picture of what's going on as possible. While you're waiting ask Seyrun to give you a rundown of the abilities at your disposal. Once your minions have returned get their report. If there doesn't seem to be anyone who can detect them or any other nasty surprises in store begin your infiltration. If they did find something, or they don't return at all, reassess the situation before committing to going in.

The guards are already spread out. Even if the terrorists retreat Clovis can't call them back because he lost too many men, and he's still fixated on C.C.

About the Xp, you are going to get them at the end of the scene. Doesn't know how much yet.

While for the matter of Lelouch's Coven, I think I will make a poll to choose the characters. Because, if as example Milly is chosen as Scourge, this will be something that will need to be addressed soon. Give me some minutes to scour through all the characters...

So to prevent Suzaku from Exaltation it's important to not let him meet Euphemia.

That's fine as well - I just added the seven minutes because I wasn't sure it would apply for the Ebon Dragon or not.

So to prevent Suzaku from Exaltation it's important to not let him meet Euphemia.

Even after Euphemia, it takes him a long while before he stops wanting to die.
 
Kaguya Sumeragi works for me as a malefactor because she brings both a potential attraction to lelouch Zero and she;s politically aligned with his long term goals.

Leila has access to the kind of military power to screw over Britannia abroad but I may be wrong but I can see her not getting along with Lelouch she's a bit to black and white in the morals department to resonate with him.

Diehard is Britannia citizen and only signed up with Zero because of wow factor. Give him an exaltation and hes likely to be a wildcard.

I am a bit surprised Milly is an option for Scourge but look forward to Lelouch having a fit over it so that's a plus. Then again Mao would be a time bomb that I doubt even Lelouch could control easily and Orpheus is basically Lelouch less a lot of good intentions so Mily looks like the best option.

Lelouch: Why? Just Why? would you bond a horrifically powerful spiritual weapon to the Soul of her of all people?

Also do you want to have Lelouch specify a way to contact the terrorists again (i.e. a dead drop), as in canon he only found them again as he happened to recognise Kallen and he wouldn't expect that to happen, or we could leave that to the Gm to sort out.

1. Oops. I'm sure that @Alexander89 read the intent correctly though. I can also just change it, if he'll let me do it at this point.
2. No, for the same (well, partial) reason that he didn't give a real name - communications could be monitored. (unlikely, but still possible) It's why I say we'll try to contact them. IC I figure Lelouch would just send some minions out to look for them if he couldn't find them easily. OOC he actually heard Kallen's first name over the radio and has seen her closely enough to recognize her when she shows up at Ashford Academy at this point.
