You can supplement any production contract you choose with your own local production, but you cannot replace them with it. That would get you into legal issues and bring double-digits exposure with every turn.

This is the correct answer.
So I'm guessing that Palpatine wants these clones for use in the Coruscant Guard so he can supplant their ranks with clones personally loyal to him.
Palpatine wants to train these clones on Coruscant as the clone shock troopers that will make up the Coruscant Guard as per canon.

Not much has changed. The biggest difference is that you unlocked new options around production, both producing blasters and armour locally and expanding your external contracts. Check the Industry and Administration categories for the new actions.

When it comes to Infrastructure I am hoping to get the next level of Indoor Farms with 3 dice so we can match our growth and need for supplies. Also expanding to the city where we had the most progress to the next level.
In Industry I want to finish the Phase 2 of blaster factories while local starting production.
In Cloning we can finish at least Cloning Operations (Phase 2) so 2 dice won't become wasted from overflow. The rest of the dice will go into expanding the production.
In Training I am putting all the dice into getting more trainers. I want some professionals to expand our training options. I am putting all our Training dice there to get the most out of the exposure code.
In Research I want to try to complete Phase 2 endurance and progress on Slowed Ageing. With Phase 2 endurance it should compensate for any problems from the female clones in terms of performance.
As for Administration. We need those Paper Pushers and we need at least 2 dice to have a good chance of succeeding. 3 dice is for progress to the next stage while not risking other actions failing. Next turn if we will have 6 dice I would try getting both Vehicles and Starfighters with 2 dice each and spend 2 dice on Burying Secrets.
 
@Oshha Seeing as we have Mari Masula on our payroll as the specialist who knows how to smooth over things with the Sith and butter them up, can we have anoption added to Administration to improve our Sith Support like we have the Burying Secrets option to reduce Exposure?

I actually made a slight edit to put 1 dice from Burying Secrets towards Paper Pushers.
