Why are you picking forcing them first? Why not just pick the volunteers?
 
Because the volunteers are more likely be cool with their sentences and not rebel. Forcing the unwilling ones gets rid of problematic prisoners.
The problem isn't rebellion here, we are asking for volunteers to die, if anything, volanteers are more likely to rebel because they are deliberately choosing death.

The criminals are also the family of others, people are much less likely to care if their friends and family sacrificed themselves of their own choice, by doing so helping the keku race and giving money to their families as the reward, than if we deliberately picked the people who didn't volunteer to die for us like we are some third world dictator.

And even if they did rebel (which wasn't a problem ever in our reign), we can beat them down pretty easily and than eat them.

Well, this has taken me way too long, we've started this turn back in -goes to check- oh god we started this in December. Hopefully the next few turns won't take me three months to complete.

Additionally new factories for the require ammunition have also been built and their product stockpiled for the war to come, enough for weeks of engagements at full intensity, hundreds of thousands of shells and explosive siting in secure storges around the empire.

A large space station housing over three hundred keku with the tools and berths for the construction of true void ships.

The newly minted ships have flown out into the larger system and returned with a bounty few have seen in their life.

Minerals and metals mined form asteroids that could effectively not be found planet side. This bounty has mostly been claimed for paying the necrons so little economic gain was to be had this decade.

But the strange aliens have already left, lifting off and existing the system on their pyramid and already many of the scientist and engineers of the empire are salivating over getting access to the bounty of the stars.

Shipyard of the void- increased space presence. Increased the effectiveness of certain actions/projects +300% economic growth modifier.

With you starting to mobilize the economic power of the empire -mostly by laying down and increasing taxes- more work has been completed even as much of the resource output of the empire has been ceded to the necrons.

Full modernization of the entire Milita stands at a century hence, with tens of thousands of kits being made every year, you'll more than likely not have the time to fully modernize your armies but at least you removed the worst instances of equipment shortages by this point.

The recruitment and training of several new regiments has gone largely without a problem and at decades end you all but doubled the size of your Keku at arms.

It's mostly the required training for local militias that has seen problems and delays, mostly form the fact that people are busy and traying to fit an hour or two of regular training is a big disturbance to their life's which they resist.

Thankfully, this is why you started it this early, the wight of time and tradition slowly shifting to your side as many of the young Keku reaching their teenage hood would have had their fathers (and mothers) at least semi regularly go out for drills lowering their resistance to participating in it.

How effective the system of drills would be for the militia professionality and effectiveness remains to be seen but your general seems very pleased with the result of some of the larger drills they've run.

The deep oceans of your home are full of mysterious and unknown creature, more then you ever imagined in you long life.

The first time you truly dived to its depth you discovered a whole new world, brutal and beautiful in a way only nature can be. The burden you bear has limited your exploration of the depth's but for this experiment you wanted the animal most likely to survive.

You more glided then swam through the water, the water pushing you forward at your command, your insight connecting to the many lifeforms around you, getting them to ignore you completely.

-[X] Opening the twelve meridians- the twelve meridians don't offer any kind of straight combat power but they do grant great battle endurance as more Qi can be stored and gathered enough that even first steps might cast a powerful technique or two. give your disciples the instructions and leave to go about opening their meridians you'll be surprised if more than a tenth manage it within the time frame assigned but that may be a powerful boost to your armies.

Opening the meridians is a delicate process but its mostly time consuming. Giving your disciples both the leave and knowledge on how to open them has saw many of them attempting and succeeding at opening their meridians.

The boost offered by the meridians is subtle, it is not explosive in nature but it allows your disciples to fight harder and for longer.

Thos who have not managed to open their meridians by this point will continue trying to on their own time but you'll doubt more than a trickle would succeed without more effort. Your disciples are just too busy for them to make any great headway on their personal time.

Your disciples have started opening their meridians, increasing your cultivator forces endurance.

Haku has spent much of her time creating a false pillar for Shikatu, its base was crafted from pure jade alloyed with pristine moonlight and drenched in the blood of the life fountain.

She then covered with hundreds of small and extremally precises runes before allowing Maktu to infuse it with the concept of defiance.

The process of bonding to the artifact is simple and only requires a bit of essence form the individual, the false pillar stands empty for now ready to be inscribed the special insights which allow a cultivator to enforce their will upon the universe.

Gain a false pillar (defiance) bound to Shikatu, it can hold a limit of 5 insights with the materials it was produced with.

For a formation to be possible there must be a connection between the participants, in the case of cultivators, this connection is Qi. Mortals though? Mortals cannot use Qi and while a formation for the few soldiers who were awakened is possible (and easy enough to design) it dos not answer for the need the empire cultivators set out to fulfil.

A different connection must be found but it eluded the cultivators who took up this project and with no solution in sight they petitioned the emperor for his wisdom.

He bid them to pray upon the matter and so they did.

For three days and three night they prayed to him, prayed for insight and wisdom.

And within prayer they found their answer, their prayer, their worship connected them to the emperor and to his great champions.

With the answer reveled the design of the formation itself has been swift as religious zeal pushed them forward.

Gain Hyme of valor formation- a formation that must be headed by a second step cultivator but give mortal troops high levels of fear resistance.

Normally, when one crafts a defensive tool there are several factors on must take into account.

The first is of course its defensive capabilities but even more important than what the tool could defend against is the ability to use it. it would do you no good to have a shield which defends against everything but that you cannot move and willed.

This is less of a problem when you intend to sacrifice the artifact, then you can focus everything on the protection offered and not care a wit about how to actually utilize the artifact.

The ritual itself has gone off without a hitch, the benefit of having a friendly god on your side and it being a small ritual regardless.

The effect on yourself is weird and hard to conceptualize but your mind became worse at thinking outside the lines, the natural creatively and adoptability of all living things dimming just a little. The tempering following the ritual has done a lot to counteract this price you paid yet you paid it all the same.

At first it seemed as nothing changed in regards the lord of pleasure attacks, you still suffered and your burden become no lighter. It took many interactions for you to peel into the truth beneath the façade.

He was investing more attention and power to subvert your new defenses, its not that your new defenses have proven useless, it's that your enemy has escalated to match.

It was a little optimistic to think that a single ritual would be enough to safeguard you from the old god displeasure but every bit helps.

Teaching your disciples how to infuse their own bodies with divine Qi has been a long and tedious affair, mostly for the disciples though. Your own part mostly done within a few days, the rest up to the dedication of your students.

Most could not manage; it's a hard skill to master but the few that managed already grew at least a head taller and became ever more powerful.

They now stood ready to empower others as needed.

Most third steps, and several second steps managed to infuse their own body with divine Qi, the more divine Qi left over at the end of the turn the more would manage it in the next few turns.

Fifty-one (reduced from fifty seven by the artifact purchased from the necrons) is the most likely number but it could change by one or two depending on some unknown variable.

You have located the precise location of around half of the breaches and the general area of the rest, there is a limit of how many fortifications you can construct on top of them before they move but you have taken to influencing their placements to your advantage, pushing them away from major population centers and into hard terrain.

This information would also be of vital importance when the effort to build the second and third lines of defense would be kicked into gear.

Revealed that 51 is the likely number of tears in the world (13 north, 11 south, 11 west, 10 east, 6 center), bonus to certain actions. slight bonus to initial combat rolls.

Despite how long you looked you could not find a way for you to influence the amount of breach into reality being opened. Not anything beyond what you've already done.

There is just not enough time for any effect to martialize, if only you would have attempted to do so sooner.

--[X] The broken- you have your cure, you have your skill get around to pulling the ruptured cultivation bases of your broken, you'll still need to find a way to heal their bodies but they could advance once more and would regain most of their former selves swelling your ranks.

The actual process of healing the broken is not difficult, not now when you have fashioned your cure, merely time consuming.

You still need find a way to fully heal their body but that is a secondary concern.

Over the decade you have returned seventeen second steps and three hundred and thirty first steps back into active service, most of them were already part of the teachers, tasked with overseeing new disciples so the actual benefit in term of having more cultivators work is small.

Still, every cultivator is a powerful combatant even weakend as they are by their bodies.

Infusing an animal with divine Qi produces the same effect as utilizing it on a keku, breaking the body limits. There dos not seem to be any particular benefit to utilizing parts form such animals (aside form their size if that is a factor). Attempting to feed a infused animal one of the false dantian pills has the same reaction as with normal animals -they explode- through the subject dos last several seconds longer.

A spiritual herb shows no chance when the energy is infused into its form and you can see how the divine Qi slowly dissipates back into the environment not catching on the herb like you assumed it would. You do not know why this is the result and while intrigued as to the reason, you have more important matters to research.

At first, infusing a tree seems to show much of the same rection as a spiritual herb but carful observation revels that something dos happen but it is slow and likely needs more energy to actually complete.

--[X] pillar intent- intent infusment is something that has been known to the empire for a long time, perhaps not the why or how but the phenomena was noted. Now that you know you may carry those principles forward, the pillars of the soul (and the core for that matter) contain within in them a concept which is extremely pure and dense. This is one of the reasons for why the intent of a cultivators of a higher realm is so much better then those of lower ones and why not take that further, learning to externalize the concept of the pillar itself through ones intent would enhance it power. Pillar intent has been known to the empire and you for a long time, not that you called it such.

For long have you called upon the smallest glimpse of this power, a favorite of yours was to call upon fire when the cold crept in and bask in its warmth.

You have taken this further, no longer can you only call upon minor cantrips through the very Dao of your pillar, grand displays of sorcery's might are now within your grasp through your pillar alone, imitating the very insights you carefully carved upon them.

It costs no Qi and yet is tiring beyond belief as you call upon your very soul to change and mold realty to your will with understanding alone.

A powerful tool in your arsenal but one that must be used carefully and conversantly.

--[X] To touch giants- if you wish to even attempt soul surgery on a soul as humongous as that of the world soul you would need to design and construct several Qi techniques which will allow you to do so with relative safely.

If you wanted to have any chance to perform surgery on a soul so large and powerful as that of the very world, you needed to design and test several techniques.

The first problem you needed to solve was that you needed to be able to look at a soul which could fit several times over in your field of vision. So large that you could not see it all at once. making identifying the effect of any touch on other parts of the soul more difficult to predict.

A simple eye technique only took you a month and a half to test to your satisfaction, it allowed you to compress the image your eyes sent to your brain as well as increase your field of vision several fold, enough to behold the entire soul at once.

You also needed to design several diagnostic techniques for things that you hadn't any need for with keku souls, knowledge of your own soul sufficient as a base for identifying problems and locations within souls of your race.

the final problem was actually affecting any kind of change on the soul. with smaller souls free manipulation of Qi was sufficient in channeling enough power to effect the soul and the increased adaptability and versatility such a method offered was beneficial for delicate work on the soul.

For a soul as big of the world? You needed to channel -a lot- more power than normally and that meant utilizing a technique, several in fact to make up the lack of adaptability from not being able to change and adapt on the fly.

But finally, your ready. If you judge it right you may attempt to perform surgery on the soul of the very world itself.

Gain soul surgery techniques (world souls), which allow you to preform soul surgery on world souls with -relative- safety.

It's ability to influence the small lifeforms that make its biosphere and ecosystem are extremely limited but effecting the larger ecosystem? That is very much to its power.

You get the sense that any weapon or sorcery that would attempt to scrouge the plant of all life or render it uninhabitable would be countered -to great effectiveness- by the world soul.

You also get the feeling that daemons -and deva- being inherently destructive to the world by their very nature would face -and have faced- resistance in maintaining their presence.

Same for the tears in the world, the world soul would actively work to close and heal them, it would be slow, decades before they fully closed from its efforts alone.

But it is not alone and you can work to strengthen the world itself, the stronger it becomes the more it could help.

This decade eight hundred new cultivators have been awakened the coming of the prophecy has driven the new recruits to train and study with a zeal unseen before as they put their everything on the line, more then one burnt out and crippled themselves with improper cultivation but in the end, you increased the number of cultivators under your banner significantly.

Likewise, with recent allowances for blood sacrifice -must of the discontent with the decision being washed away by the time of the apocalypse being nigh- a staggering number of first steps have challenged the tribulation, with almost three hundred facing the great enemy and eighty coming up victorious.

All three of your notable disciples have spent the last decade shoring up their cultivation, a measure to increase their personal power before the apocalypse arrives.

Vakatu has reached the point where he can attempt to ascend to the third step but has confided in you that he is not planning to take the risk when the invasion is so close at hand and has already pushed into the fifth dantain expansion stage and almost achieved the sixths by decades end.

Haku on the other hand has constructed another pillar for her foundation as well as imbued several new insights as she travelled around the empire looking for inspiration.

Okokuto has pushed well into the third dantian expansion stage but the fourth is still a way's away for him.

No new inventions, your notables pushed their cultivation up (this was not actually scripted, all of them rolled terribly on the new tech roll but great at the cultivation roll).

The five sects:
the five sects have mostly understood the reasoning behind your decision to allow the use of blood sacrifices even as they refuse to do so themselves and the relationship has definitely cold somewhat, even if the effect is not really felt between the disciples.

The nobles: the nobles have took your new practice of sacrifices and ran with it, spreading a bunch of rumors and fear mongering about how the emperor is going to kill and devour your loved ones to surprisingly lackluster results. Oh, sure some got taken in by it and the crown did experience some difficulty in certain far-flung villages but by and large there was little fear of the general populace being forced to provided lives for the emperor.

The army: the army is currently doing its best to train up new units and rise up as many cultivators as they can. To middling results.

It seems their soul couldn't take the pressure, their bodies seem to do fine though.

Are there any animals with souls close to keku? Like how dolphins and similar are smart animals capable of their own language and such?

yeah, if we're lucky it will buy us a few years, but we should have gone for it MUCH earlier.

Infusing an animal with divine Qi produces the same effect as utilizing it on a keku, breaking the body limits. There dos not seem to be any particular benefit to utilizing parts form such animals (aside form their size if that is a factor). Attempting to feed a infused animal one of the false dantian pills has the same reaction as with normal animals -they explode- through the subject dos last several seconds longer.

A spiritual herb shows no chance when the energy is infused into its form and you can see how the divine Qi slowly dissipates back into the environment not catching on the herb like you assumed it would. You do not know why this is the result and while intrigued as to the reason, you have more important matters to research.

At first, infusing a tree seems to show much of the same rection as a spiritual herb but carful observation revels that something dos happen but it is slow and likely needs more energy to actually complete.

The five sects: the five sects have mostly understood the reasoning behind your decision to allow the use of blood sacrifices even as they refuse to do so themselves and the relationship has definitely cold somewhat, even if the effect is not really felt between the disciples.
Understandable. It's basically a "we get you're desperate, but we're not willing to do it ourselves".

The nobles: the nobles have took your new practice of sacrifices and ran with it, spreading a bunch of rumors and fear mongering about how the emperor is going to kill and devour your loved ones to surprisingly lackluster results. Oh, sure some got taken in by it and the crown did experience some difficulty in certain far-flung villages but by and large there was little fear of the general populace being forced to provided lives for the emperor.

We should try to keep it to volunteers then, and maybe the worst prisoners.

That depends, if it can mimic insights, who can say what it can do, there are a bunch of insights that we encountered in the picks that even brief uses off could be handy.

Copying insights as techniques to a lesser level is also something already done, so having the ability to make examples of what to develop on command should make stuff much easier.

Blood sacrifice doesn't really gelp with tribulation as far as I remember, unless the gods gone easy on them in the hopes of recruiting them later.

Yep, they are going to go through us like a knife through butter as we are now, my hopes is blowing them up and while they are distracted, blitz the gates and close them, 250,000 marines will attacks, but marines are just people.

If their advancement isn't careful, we would just nuke them, we can even probably kill 250,000 marines with one nuke if they stood close enough together amd were without protection.

My hope is that their progress will be slow, first setting up zones of safety before slowly expanding, this might mean that we wouldn't have to fight so many at once, but they are led by siege expert primarch, so them being slow or careful, if they will, wouldn't necessarily be helpful.

Mot sure how well fighting the primarchs directly will go, we should be careful to avoid being where a priamrch be, but it is unlikely they will let us.

If soul implosion is useful against demons thiugh, we might have gotten some very useful ability, both magnus and purterabu got skme heavy soul damage before they became demons.

If we face them conveniently, they will only be slowed down by the corpses piling up, and basements.
 
What about my third step write in of titan pilot?
He's likely going to be the one who'll win that competition but that doesn't stop the rest from trying. The potential to pilot a giant mecha is more then tempting for people to challenge him.

Could the dantians from the failed experiments be recovered?
No.

Are there any animals with souls close to keku?
Not really, also it seems less a problem of them being seemlier and more on size and complexity. Normal animals' souls are just not that big or complex and can handle stress less because of it.

Yes and no. it's a spectrum of easier to enter to harder to remain, the energy in the air very much allows the deamon to enter more easily and with less cost but the stronger soul also means they would be opposed more.

I should also note, that while the soul strength and its ability to channel the warp do influence one another, they don't always do so in a 1 to 1 manner or at all. there ways to strengthen the world soul (and as such the resistance deamons would face) without increasing its ability to channel the warp (and as such making it easier for them to enter).

Can someone like Haku briefly improve her ability to make a specific tune while making said rune as another example?

Basically, like with the haku idea, less making a long lasting insight and more improving our ability to do long lasting stuff.

Yet there is no real way to equip them all in any reasonable timeframe with the best of your equipment.

The solution is to not equip them with your best.

Your generals have provided you a list of equipment that is inferior to you line weaponry but far cheaper -in both cost and expertise- and while it irks you to not send your subjects with the best you can. Two decent guns are better than a single good one.

With the focus being on lowering production costs rather than power or effectiveness, the equipment you will produce for the militia is cheap, very cheap.

With new expertise and better foundational expending the basic factories and production chains for the less technology advanced equipment has become even cheaper and swifter, a maximum investment would see production expanded enough to equip the entire militia within nine decades.

THE WAR IN THE WARP.

The four great chaos gods gather their strength to in time struck you down, to ravage your lands and wipe your name from history.

They are not yet ready to cross the boundary between the real and the unreal yet they need not.

For a new goddess has been born.

Kuvara, goddess of the wind patron deity of the Keku, a species the four has deemed a mortal enemy.

Did you think even for a second that they will let her gather her strength in peace? To accrue experience and allies?

The warp is the domain of the four and only theirs

To be a god in this land means to cower before their might and hope they never turn their eyes toward you to hind and flee at every opportunity, for to face even the slight attention of one means death to any but the mightiest.

And Kuvara has the attention of not one but all four.

For any other god this would have been a death sentence, yet your sacrifice has granted Kuvara an avatar in the mortal realm in which she can hide beyond the reach of the four.

Yet Kuvara is a creature of the warp and going too long without breathing its energy will kill her all the same.

And so war has come, a game of cat and mouse as your goddess gathers strength while the four chaos gods attempt to struck her down.

Thankfully, while the power the four posses is all but infinite, their abilty to channel it in specific areas is limited and their attention more so.

And in a true chaos fashion three of the four are content to watch from the sidelines to either swoop for the prize or to stab a knife in their brother side, in time they will unite but for now they stand divided.

On the one side we have Kurvara who possess the following traits and attributes.

Outer shell: 26/40

Inner shell: 10/10 (this is her HP, only inner shell damage actually hurts and penalizes her)

Attention 100: +100 (+1 per attention level).

deva (7 dots): +7 (+1 per dot). Oteka (II), shikatu (I).

Fortification (100 dots): +900 (+2 per dot of fortification, +1 per dot of deva).

Avatar: Kurvara may more directly intervene in affairs on the non-warp side of things, outer shell damage received cannot be higher than 2 per clash as Kurvara may retreat into it (note: using this function means abandoning all presence in the warp temporarily).


For the following turn Kuvara will attempt the following:

1. Create Deva.

Kuvara will attempt to create enough Deva to have a minuscule presence of them this isn't a contested roll as Kuvara gets enough souls to do this passively but she will roll to see if she manages to snag a good enough soul to create a greater Deva.


Oteka assigned to help in the gathering of souls.


2. protect the dreams of the keku.

Kuvara will attempt to shield the dreams of the keku form Salleenesh deamons.

The higher the roll the better she dos in this task.

Shiaktu assigned to help defend the dreams of the keku.


3. War with the four.

With Okertaku gone Kuvara is left to fend on her own.

With the local warp fortified to the fullest extent she will marshal her devas and attempt to war with the four, limiting their -and their minions- movements and attempt to get some of licks in as they attempt to snuff her out.

In the hopes of supplying more power toward Kuvara, your empire will organize massive prayers, day and night tens of thousands will be led in fervent prayer in the hopes that the extra power will help their goddess in her fight.

[] The cavalry- Kuvara has reached the threshold skill level to be able to safely draw willing people into the warp with some limited ritual help, the amount that can be sent over is limited and non-cultivators are all but useless within the warp. This posting is likely to be deadly and getting the keku who volunteered out of the warp will involve a dedicated ritual but it will not only help Kuvara but also give your forces some experience against the enemies they will face and give you the opportunity to gather some demonic essence for various purposes.
Personal actions:

[] Attempt to contest Tzeentch divination (not as dangerous as it sounds as you mostly try to divine his action after his divination, while he dos the same to you) for every AP spent on this action lower the number of points Tzeentch gets to distribute to his rolls by 200.

[x] Cultivation boot camp (may be picked more then once)- its beyond clear that you're going to need many more cultivators, it is beyond clear that even shoddy cultivators possess unique and powerful advantages. you already started training less talented disciples in faster and less pure ways but you can always train more. The quality of the resulting cultivators wouldn't be great but you'll get a lot more of them.

So there is a lot to do thus turn, we reach the point we already did most critical things and I am not sure what's most efficient to spend ap on, like, I am still leaving 3 aps on cuktiavtors and one on emperor in this plan, we could add mutations, but I am wary of spending chaos on it when we might need said chaos in the apocalypse.

We could add to rule well, for that final push to our resources, or we could try to develop anti demon technique.

Didn't add divine infusment yet, and we need to decide between higher quality and more cultivators if we want more boot camps or recruitment.

Feng shui to help the world will need to be long term thing, because we need results now, so it got left out.

Not all of them, but I suppose you could spend a cultivators ap to design a banishment ritual that calls upon the world soul for extra effectiveness.

With new expertise and better foundational expending the basic factories and production chains for the less technology advanced equipment has become even cheaper and swifter, a maximum investment would see production expanded enough to equip the entire militia within nine decades.

While a minimum investment would only retain the ground lost form the growth of the population and would still require almost century and a half for full modernization.
of course we don't have nine decades... but every little bit helps. If the militia can hold on for longer against, say, a siege, that's time our cultivators could use to reach them and save them, for example, or for our artillery to get in position.


A maximum investment would see you tripleing your aircraft production although such an action would put a heavy strain on the empire resources and expert manpower.

A minimum investment would only see you adding half again the production of aircraft but would be far less disruptive

maybe not max investment, our empire is already fairly strained... but this is a force multiplier we heavily need to invest in.

somewhat tempting, but probably too risky... MAYBE if boosted by the flame? There could be some great secret there that might be worth the risk.

considering our main strategy is artillery spam, locating more breaches is a MASSIVE advantage and necessity.

Cultivator actions:

[] The cavalry- Kuvara has reached the threshold skill level to be able to safely draw willing people into the warp with some limited ritual help, the amount that can be sent over is limited and non-cultivators are all but useless within the warp. This posting is likely to be deadly and getting the keku who volunteered out of the warp will involve a dedicated ritual but it will not only help Kuvara but also give your forces some experience against the enemies they will face and give you the opportunity to gather some demonic essence for various purposes.

I'm not sure if Kuvara currently NEEDS healing, but that's always an option.

Cavalry is not the worst idea. It would give our cultivators experience, and us intel.

As for counter-divinations... I don't remember if the penalties to Tzeentch are worth the effort, but wouldn't the flame help and make the action more effective?

So there is a lot to do thus turn, we reach the point we already did most critical things and I am not sure what's most efficient to spend ap on, like, I am still leaving 3 aps on cuktiavtors and one on emperor in this plan, we could add mutations, but I am wary of spending chaos on it when we might need said chaos in the apocalypse.

We could add to rule well, for that final push to our resources, or we could try to develop anti demon technique.

Rule well... we ARE doing a lot of risky and complex projects/choices, so extra focus on them could very well be worth it. Basically all of our empire projects are war-related, and making them better and reducing side-effects and problems on society and economy is definitely worth an AP if we think such problems are likely (and they probably are).

Sure, I was going to use all of the arrays for 1st ​step tribulations but you could switch (just note it in the plan won't cost actions).

The dream assaults are not really something that is known, you're doing a good job at defending against them and the nobles aren't being really targeted by it so they don't have an opinion one way or the other (if they even know its happening).

We already have pretty high pressure on ammo, adding more canons will just mean spending it faster, I would rather aim for the sky tech instead.

Every modern army need aircrafts, and if we could have combat able spaceships, they are also great.

My thoughts are that a phoenix shard could both increase our harmony and our fire abilities, fire abilities mean stronger divination and combat abilities.

Mutations are best if you take a bunch of them, like three four aps, and we would like probably rather have medium mutations than minor ones.

Minor ones are cheap, but medium ones aren't.

Alternatives could be spending aps on making techniques, I picked flight to make our cultivators less vulnerable to anti air attack, but it could change, I also picked greater manipulation of techniques with divine qi.

Personally, I am currently most inclined for to rule well, that seems like the best use of our time.

Hopefully the defiance insights could also help.
Not all of them, but I suppose you could spend a cultivators ap to design a banishment ritual that calls upon the world soul for extra effectiveness.
What about a technique to draw on the world's help in general, have it power you, like naruto senjutsu or arcuied from fate.

And I asked about techniques because a ritual specifically seems like it would be had idea against armies, especially with heaven shackles.

---[] flight, kuvara has already shown ability to grant people the ability to dodge the undodgable in flight, develop a method to attempt and replicate at least lesser version pf it for mess use, with resources such as divine qi, can add aspects of wind if kuvara's support can help with the technique.




That's my current plan, for our own action, we improve the survivability of units through dodging technique, add punch with the soul implosion, do surgery on the world, research the use of divine qi in techniques more and finish what started with tree, and finally, we rule well to give out empire actions a push.

Cultivators is a combination of recruitment and boot camp, giving the emperor a way to cast insights through them, making the super meal, and refining heavens shackles.
