There is no way this could be undone without a lot of effort and the time to invest that effort.
The fortification level can drop but this would be done by battering down the defense of the relm rather then directly opposing Kuvara energy investment.

I've had some time and had the urge to write about the empire ruling system.
We'll start from the top, shikatu is an absolute monarch, his control over the state organs is all but total (seeing as how he taught many of those who hold the posts and a good deal of them are by this point his worshipers), his control over the army isn't as absolute but mostly because the vast majority of it is based regionally (although this is starting to change with the slow mobilization going on) but even he didn't control it at all it wouldn't matter as he can decimate the entire army alone and he dos possess absolute control over pretty much all the cultivators of the empire (with the only cultivator force that could challenge you being the five sects your former students).
Add the fact that most of the empire worship either you or Kuvara and Shiaktu can pretty much do anything he wants. The only thing stopping him is his own rules and his wisdom telling him that being ham-fisted and a tyrant about everything would lead to instability and problems.
This total control would be a problem if he (And kekita) ever died and the crown passed to someone else but seeing as how they wont the complete and respect and subservience of pretty much the main power of the empire (the cultivator) and the currant existing rules it won't be as bad as it could. Shikatu still crafted a few hidden documents to be passed as law if this were to ever happen that would mitigate many of the problems.
Now Shikatu might be an absolute ruler but he does very little actual ruling (his time is too valuable for that) he is mostly present for the big policy meetings and is available if something rises to the level of needing his attention, he also makes a few appearances in public events every now and then and he uses his supernatural abilities to keep up with reports so he knows what going on and can detect if something is amiss.
He also have a public court session every month for a few hours, mostly people come for two reasons, either for healing (in which case they are directed to one of the healers that are around just for that) or for a blessing (often for newly born) those sessions aren't being screened so form to time someone comes in with a really petty issue or something idiotic but there are two reason it isn't being screened, the first is that the effect of every citizen in the empire could go straight to the emperor for their problems dos a lot maintain loyalty and reduce unrest (even if they won't or can't actually do that) and the second is that it prevent corruption both in the selection process and in the case where someone comes to report local corruption or abuses of power (which dos happen from time to time).
Anyway, I've said that Shikatu doesn't actually rule that much. He mostly delegates that actual act of ruling to his council, which is composed of the many ministers and organizations of the empire (every minster gets a seat, each of the five province governors get to assign someone a seat, the faith gets a seat, the bureaucracy, the hunters and so on and so on) this council deals with the day to day act of acutely ruling and carrying out Shikatu will (or at least passing it out to the people who will).
Below this council are the five governors, there are five provinces in the empire (central, north, west, east and south) each one is assigned a governor by the emperor (which is delegated to the council most of the time) for a period of ten years which is then extended ten years at a time unless something bad happens. Those governors are responsible in managing the province assigned to them, helping with the empire projects, enforcing the rules and furthering local incentives.
The governors then assign mayors to the large cities (who are responsible just for their cities and the surrounding villages) while large neighborhoods and villages choose representatives to a local council meant to help and counter act the authority of the assigned mayor.
There is – of course- a central bureaucracy which is responsible for things like collecting taxes and so on.
Okey, a small status update, I've been in a rut this past week and I haven't actually done all that much writing/editing (I did start a new quest, which is basically my way to burn it out) I did edit both of the main sheets but I still have the rest to do.
I'll do them slowly over the weekend and we'll see if I also manage to push out T15 during that time

It removes your limit on growth, so you grow taler, border and stronger as you age and actually training your muscles would give you more than normal (to a point) you'll get to the peak of this physical enhancement (the point where diminishing returns start really hitting you) without any investment in like 2 turns.
I'm really hoping I didn't forget anything but here is the new armed force tab (with the old one now being defunct), I still have a few more bookkeeping things to do before I'm going to fully work on turn 15 so it's probably isn't going to go out tomorrow but I'm going to make the effort so it won't be another week.

Army forces.
2x Elder flight (Approx. 150 keku)- old and powerful, the elder flight is a unit like no other, one hundred and fifty second steps working in tendon are akin to a force of nature, their skill and might is enough for them to stand and route any of your enemies' forces… for a time. pitched battle would wear on their Qi reserves and with it the elder flight effectiveness, still powerful, still skilled and still armed with the best the empire can manage yet not the force of nature they once were.
4x (+ 5 from the five sects) Doomsworn (Approx. 1000 Keku)- the Doomsworn (look, we need some badass names here) are the finest of the keku, cultivators one and all, they are the strongest, fastest and smartest of your race. Adorned with the best of the best they take up arms to defense their race. Their resolve is all but unbreakable and non but the greatest of your enemies may pose a threat for them.
21x (Approx. 5,000 keku) Mobile hover infantry- the elites of the keku, heavily armed and armored and trained to the highest of standards. Their roll is to be shock troopers to reinforce the lines were needed and beat the enemy back. Their hover vehicles give them both mobility and speed comparable to keku flight as well as providing an iron shell to hide behind. Their standard armament consists of a heavy lasgun, a light bolter sidearm and heavy armor, this saps their stamina rapidly -especially if they need to fly for more than brief instances- to correct for this their vehicles have been designed to be ridden into battle and to allow a quick disembark into the sky or the ground.
20x (Approx. 10,000 keku) Motorized infantry- remnants of the past, the again vehicles of the motorized corps can still possess a use, ferrying soldiers to the fronts swiftly and with heavier equipment, much like the hover infantry, the motorized infantry carry a heavy lasgun as their primary armament and are more heavily armed then regular infantry -if not to the extent of the hover ones-.
75x (Approx. 13,000 keku) Infantry- trained and armed, the infantry corps are the meat of your forces and represent the line of battle. They are meant to delay the enemy by any mean for heavier asset to get into position. Carrying a lasgun and lightly armored speed and maneuverability is their advantage.
140x (Approx 15,000 keku) Armed militia/garrisons- armed with lasguns but more heavily armored Armed militia/garrisons- armed with light lasguns but more heavily armored the garrison's purpose is to occupy and deafened cities and fortress, with their purpose requiring less speed and consuming less stamina then other infantry units their armor is comparable to the mobile hover infantry but costs constraints leave their armaments lighter. Generally they are less trained then regular infantry, owing to the fact most are not fully part of the army and can only dedicate so much time to training.
11,000 (Aprox 30,000 Keku) Conscripts- owing to the high numbers of coscripts you expect its hard to define a standard load out, with many being equipped with second rate equipment,efforts are made for light and cheap armor to be available to all coscripts along with less powerful and technology advanced light Lasgun. Training -as equipment- is also wildly fluctuated some possessing basic knowledge of army training and some not having any at all.brecant efforts have established a basel for training and while still mostly untrained the average has been brought up,their main use is to provide mass to army formations and tie up enemy units in bloody exchanges.
10x (Approx. 1000 Keku) Deathseekers artillery- high accuracy, high payload and low-Ish rate of fire, the deathsekker artillery piece is meant to be utilized form the backs of the lines -and if possible, form fortifications- to deal with highly armored and high priority targets. Their large range allowing them to strike thought the entire battlefield and bring death to their enemies.
24x (Approx. 500 Keku) Hurricane artillery- prioritizing rate of fire and mobility over everything else, meant to support infantry formations the hurricane artillery is only limited by the ability of its crew to reload it and available ammunition. Against infantry and low armor units it will be absolutely deadly and while it will struggle with more heavily armored units its rate of fire can overcome anything but the greats of armor. The Hurricane artillery is small and light enough to rapidly reposition and is fitted with an experimental antigrav technology to allow it to be carried by its crew in flight for brief moments of time.
3x (Approx. 5,000 keku) The Doomed- The Doomed are the special few Keku who volunteered to fight the enemy on their ground, not in the air but within the ground, this force is expected to meet heavy if not total casualties as it carries out its task and they are outfitted with this outcome in mind. by far they are the heaviest unit among the mortals for they no need their wings where they go. trained exclusively for combat within caves and tunnels. The doomed are your best soldiers when it would come to storming the breeches. The army recant efforts into raising cultivators has been focused on those brave few willing to enter the maw of the beast

2x (Approx. 100 Keku and 50 airframes) Flaming Wing Squadron- the flaming wing squadron is the first unit composed of the new air superiority air craft, their tasks to conquer the sky for the keku, fast, agile and packing quite the punch they would at least heavily bleed you enemies before being shot of the sky.

10-70,000x (Aproxx 10,000) Petty daemons- fragments of ideas those demaons have no set from and likely no set of identity beyond being answering to base nature and masters' directives. Strong, fast, tough and all but unlimited in numbers, they are the main mass behind chaos attack numberings in the tens of millions at the absolute least. The silver lining is that a good three shots from the basic lasgun would put them down and they would die in droves to the hurricane artillery or any high explosive hurled their way.
10X (Approx. 100) Major demons of the lord of war- strong and powerful, the lord of war major demons are engines of war unparalleled, infantry weapon would do little against them as they break part your formations and revel in the lighters, around thirty or so shots form a heavy lasgun would be enough to bring one down but there is standing orders to call for artillery support the moment they are spotted.
10X (Approx. 100) Major demons of the lord of pleasure- probably the weakest of the major demons, their main threat comes not in their strength of arms but by the madness they impose on the world and their potential to flip units of weak resolve. They are the highest priority targets on the battlefield and thankfully even light lasguns will prove effective against them even if heavier armament is recommended.
10X (Approx. 100) Major demons of the lord of fate- the major demons of the lord of fate can wield the warp like no else, giving them versatility and power beyond their weak -relatively- frames, their limited abilities of foresight make them tricky opponents where overwhelming fire is needed to actually hit and affect them.
10X (Approx. 100) Major demons of the lord of plague- slow, and though, the major demaon of the lord of plague represent little physical threat -again relatively- but their ability to spread mass plagues and poisons is threat enough to whole army groups that they must swiftly be taken down or require cultivator intervention to stop their plagues form spreading beyond initially affected troops. Unfortunately, nothing less than dedicate artillery barrages can put them down in any reasonable time frame.
250~x (Approx 1,000) Chaos Space Marines- fast, strong, extremely experienced and clad in heavy and powerful armor. Equipped with heavy bolters (and heavy weaponry in general) nothing but the heaviest of armors would stand up to their fire. They're going to scythe through your units like farmers scythe thorough wheat, only your most elite units can even hope to contest them, the only reason other units would even slow them down is that the space marines would kill them so fast they would drown in the bodies. Their armor would stand against all but the heaviest infantry weapons -although even lighter weapons would degrade and in time break it- they would also stand against limited fire from hurricane style artillery.

Not sure that possible, usually you wouldn't see even in the most militaristic countries less than ten civilians per soldier trained in combat, fighting is much more than a guy with a gun, our soldiers need an entire infrastructure and bureaucracy to even get those guns, and those won't operate themselves.
Now, equipping the conscripts, that possible, but every citizen being a trained soldier? Even the imperium can't pull it off, the planets whose entire population are soldiers are backed by the other worlds to actually support that structure.

Background- Terkahu was an old Keku when he sought Shiaktu out, following the rumors of a sage who could heal any aliment for his daughter has caught an illness non could heal, he then spent several decades traveling and learning to cultivate with shikatu until he parted amicably over differences in lifestyle and has gone on to form what would in time become one of the five sects.
Since then, Terkahu has been teaching new cultivators and raising new disciples for his sect, he was the third Keku to reach the third step and the second to reach the fourth.

I wonder if in a few hundred or a thousand years, most of our young cultivators will have this trait.

If he wasn't heavily damaged, I would suggest using a cut of the empire's divine qi to refine his core with tempering tribulation, but as he is, he is going to suffer some heavy penalties to such an attempt.

Personal guess, blood is what it implied, you need to be biological child of his.
If I would bet, the only cases where is actually borderline is if his children do something like create a (souled, because most aren't) AI, meaning making a child without actually being their biological child.
Unfortunately, the turn itself is going… slowly. So, it may take some more time.

The martyr's formation- this formation has been designed to do one thing and one thing only, to siphon lifeforce from its members to it leader. This formation has been designed to minimize the consequences of such an action. Soft cap: 1 unit. Efficiency 45%. Effect: the ability to gather life force from others.
There are basically 3 levels of intensity you can draw lifespan form someone (if you don't want to kill them).
Light- you drain little enough that most people wont even notice it, gaining 1 lifespan per 10 people you drain but they will suffer no consequence. (note unless you spend AP on dedicating time to drain lifespan there is a cap of 25 Lifespan gained with light drainage)
Moderate- you drain a good amount, enough to be noticed and weaken them. gaining 2 lifespan per person but giving them light wounds in the process
Heavy- you draw as much as you can without killing the recipient. Gaining 10 lifespan per person but giving them medium wounds in the process.
There are also basically three groups of cultivators you can drain from.
The third steps- the third steps are small in numbers but are the hardiest of all of your disciples, this allows you to drain them more without suffering consequences but then again, the third steps are also those you least want to be weakened. Draining from the third steps give 2X time the lifespan. Light- 2 lifespan. Moderate- 50~ heavy- 260.
The first steps- the first steps are numerous enough that draining slightly from many of them can bring in a large amount of lifespan, they are also numerus enough that you can't drain form all of them unless you've invested more time. you may spend 1 AP to drain even more lifespan. Light- 25 lifespan. Medium- 500 Lifespan. Heavy- 2,500 lifespan.
The nobles- you can also tax the nobles for lifespan. Doing so will enrage them (especially on the heavier drain) but there isn't much they can do about it (they might still try) and it means your forces arnt weakend. Light: 10 lifespan. Medium 200 lifespan. Heavy 1,000 lifespan.

Keep in mind the nobles did nothing to warrant such punishment, they have been more than perfectly behaving, with their leader being a third step and some of the people that would be drained likely her own descendents, heavy draining is just asking them to turn traitor and join chaos.

If so, I see no real need to go too overboard, 36 for our base needs (four decades for actions minus 10% for life forged body), plus 2 for emergency power ups and the pyramid expedition, assuming the burn lifespan for power work in single units or less rather than decades.

We can also heal our fourth step early, to let our forces time to recover, but that expensive in divine qi, that would mean pushing further into medium, we need 100 lifespan for just his wing.
The point of taking the lifespan is do that we have more time to do critical stuff, not so we can waste trying to repay stuff back.
We can get up to eight APs a turn if I remember correctly, it isn't like we are so lacking for stuff to do that we can give away our time for little things.
The entire point of the empire is setting a system independent of us that can both do stuff itself and support us, we need to trust them to do their parts, because we can do things they can't, so we need to prioritize.
