Its not an issue of money, but trust that has people squint at you if you build one. And offering money for people to look the other way is liable to get your oprhanages stormed by a mob to perform citizen arrests and remove the children from you.

Also, you already legally can build them, so I don't really see why you would bribe anyone.

I thought that because society was opposed that it was difficult to get the permits, not that the permits were freely available but that there'd be public backlash if we actually took them. Thanks for the clarification.

The public backlash is called the Goodwill Cost. I believe some actions even have Goodwill Upkeep.

As long as we maintain a positive Goodwill balance and income, we don't really need to worry about public backlash in a general sense.

We have Rank 2 Rep with the People after all.

I think that's Needle? The legs and ax would fit with her other picture under Media. No idea about the artist though.

That place is surprisingly organic looking. Not what I expected from the Forest of Rust, but too green for what I expected from Tessen.

And the person is Needle when she was still on her murder-rampage back when.

The place is a Region called (as the title suggests) The Tilting Forest. The trees grow at a steep angle, or any, really, besides straight up, and they are a strategic ressource guarded by a Prevter House. It is one of the Regions you will get shown once you start expanding out from Tessen.

Why are we doing this? Not arguing against it, just wasn't around for the discussion for what our stance should be on these guys.

Mostly to get access to the rumor mill. We will also have to deal with them in future so having a warning for when they plan to do shit will come in handy.

Edit: On our stances, Purifiers got to go, Daggers will need to learn we are not going to pay their rackets and for Rashomon, we need to learn more info on how the gang actually operates, but we might come into conflict regardless over the Consensuals.

Mainly because all three groups are problems we have to deal with in the short or mid-term.
The Purified because of the potential purge and because while we do have a negative relationship with them, it doesn't reach "Hated" like with the Watchers. Admittedly, things could develop too quickly for that but we need some information.
The Daughters Of Rashomon because we only got rumors about them for now and we have to do something about them if we want to expand into Ulatarn further.
The Dirty Daggers because they are active in Tessen, the capital of the region.

This way we also get information about most factions in the underground turf war. Frankly, we have no idea which of those factions is going to collapse or stay around, so I want to keep an eye on every faction that dislikes us.

Also, we're going to have two Diplomacy Action next Turn and onwards. That makes the three Turn Actions much less of a problem.

We're going to be enemies with the Purifiers. Their ideology makes it inevitable. Unless we're willing to forever keep our distance from them, peace will be impossible. Furthermore, even if it were possible, there are better things we can be doing than maintaining the peace with a genocidal faction.

I meant more in the sense that they aren't yet as fanatic as the Watchers. And that if things go wrong our infiltrators are more likely to survive than if we try to infiltrate the Watchers.
Also, where does the genocidal part come from? The Watchers want to start a purge, yes, but the Purified currently plan to take over Strul's Mutated District, which I suspect is populated by Mutated.
