Russia used magic to bypass poland and attack Germany. The girl floating the car caused them to panic and attack a bit early because someone took it as evidence of another militarized magic program.
Ahaha no.Far more plausible but I would recommend replacing the floating car with something more intimidating, that looks like it may be government controlled.
Russia vs Germany in mid-2000s isn't plausible. In fact, Russia or Germany at the time are not plausible aggressors, by virtue of being either too busy with internal messes or too well-off to rock the boat. The aggressor has to be someone interested in destroying the status quo.
I suggest picking one of the extant conflicts and spinning it out of control. For example, insert ISIS-come-early, have them acquire early magic research and have that girl be a near-kidnapped would-be unwilling test subject. Add a couple rogue intelligence agencies (Georgia, and Canada, both for added "yeah right like that could ever happen") clandestinely funding the terrorists and kidnappings, and have it happen when the girl from Poland is on German soil - with German SWAT being initially wiped out by magic or something and needing to send in military.
Then in the aftermath they find traces to various Intelligence Agencies (both true perpetrators, with added Russia, Israel and Germany and Poland itself), fingers get pointed tensions run high then BAM the first magic-based bomb explodes in the middle of talks. Or something equally outrageous that forces everyone to scramble to arms.
