Purge requires a specific target for everything within the blast zone. Otherwise it just hits the everything. That's why he didn't fire it into the melee when Michael jumped on Sega's back.
The thing to note though is that IC breaks away from the "rounding to the most inconvenient point" though. Instead of always rounding down, when IC hits a decimal it'll round up instead. So instead of reducing damage by 49% under Unrivaled Radiance, it reduces it by 50%.
No Longer Human is exactly that. A marker than the given individual is no longer human. Damage that would outright kill any Human from Michael to Rei wouldn't really register on them.
For example: Nepgear could take an axe to the neck and have her head "lopped" off her body. But if she doesn't acknowledge "that would kill me" the body modifiers associated with it wouldn't trigger, and her head would remain in place despite the fact it should be rolling across the ground. Same for any limbs that are technically severed from her body.
That's what it means by "negate body damage modifiers".
I'm debating whether or not telling you all the other way to knock her out of snake form is spoilers or not.

Unstoppable is still reduced by No Longer Human.That is 60% of Nepgear's Health gone in a single attack. Now if No Longer Human works, but honestly given how powerful Unstoppable is I doubt it, the damage drops down to 16,181 so it only takes 45% of Nepgear's Health but either way we're pretty boned.

Shapeshifting can't be de-spelled.Mechanical questions like that tend to get answered. "What does this do" questions are far less likely to be answered.

I should probably go through all the canonized sheets and cut out the ones that don't fit those standards...Of course, none of this takes into account the gradual increase over time in the standards expected of canonized sheets
Unstoppable isn't on the list because it doesn't bypass that. /WordofGodMotherfucker(I have the suspicion that Unstoppable is meant to be on the bypassing Abilities list here)
