Voting tendencies wouldn't change the encounters the GM throws at them. We could've built Nepgear completely different and likely would've had all the same encounters with folks like Ichi and Ni.
JC hasn't been having encounters like this, otherwise she'd either be dead or stronger.

Well, she's also been operating as an Independent, with only her older sister for backup. She had no reason to get involved with any messes like that lab or nightmare den.
 
I am surprised no assassins have been sent against Nepgear yet. Though I guess it has to do with the fact that she is almost constantly surrounded by people that would take entire armies to move past, like Goddess Red and White, and Solid Drive who is inhuman thanks to being able to access some of her abilities as a normal girl.

Also, a chunk of their intelligence network just went belly-up, which was hard enough to manage/use as it was, and they have to assemble and send a strike team the moment they know where she is, which is hard unless she somewhere where appropriate resources are already present.

So they:
1) Have to discover where she is.
2) Assemble a team that can take her, and aren't needed elsewhere.
3) Create a portal to where she is, which is really hard unless you've got one pre-made for a given location.

Three major difficulties.

@crystalwatcher , a question. Since there everyone is aware that the Counter Force is bringing out the nuke for the coming offence, what is the others fraction of the Unified Light reaction towards this move by the counter force? Aside from the UD of couse since for them is pretty much bad news for them. And how did Counter Force convince the others fraction to allow them to bring the nuke to the coming offence? Lastly, what is each fraction individual reaction towards both Type-Fragarach and Type-Brahmastra?

Pretty much everyone is having an "Oh Shit." moment. The Unified Light factions are all taking this as a sign of how serious Humanity is about retaking Hope. As it is, the long term effects of nuclear weaponry aren't well known by those outside of Humanity and Gaia, so how serious a weapon they are is limited to the opening retaliation against the Unified Darkness from the Counter Force when they invaded Rome and the Oblivion Incident when one was used to kill a Divine Being that had openly attacked Gaia and threatened the Akashic Pillar.

And since no one else has any, the Akashic Pillar doesn't really care about everyone else's opinion on how they use their nukes.

As for the individual reaction to the two types I posted... The Brahmastra was only tested, and that was before the Akashic Pillar came out onto the Dimensional Stage, so more or less everyone are unaware of their existence. As for the Fragarach? We used it to kill what amounted to a God. That should say everything that needs to be said.
