Whenever he's hurt, and whenever he hurts someone, and whenever he sees someone get hurt. So whether they're capable of hurting him or fighting back is irrelevant, as long as there's pain to be felt by them, boom, boost.

Basically, what's stopping him from bringing a terrarium of several thousand flies with him and destroying everything in t at the start of battle?

This is my point. What counts as a "combatant" needs to be defined strictly enough to prevent him from pulling off that sort of rubbish and therefore having no reason to lose a battle.
Not sure how to define combatant though. The ability is supposed to very broad by design, so I can't just go "humanoids" or something, because then he doesn't get points for the hell beasts that magical girl over there just mulched.
