Pretty similar to my plan and not afraid to actually maneuver and secure the political support needed when oil crisis hits. Besides, reforming the ministry will trigger a subvote so we should have options on who we replace. I'd like to get infra minister out and move the CI deputy into the seat.

Is there something you know about breeder reactors that gives you good reason to expect them to be much more powerful and effective than normal nuclear power plants in some way?

Initially not much, early game were super limited and effectively ''hand-crafted'' (no game-engine or programing language), so their gameplay were really basic

If we do take the action to gain dice, Chemical Industry is at the top of the priority list to receive them. 1/3rd of our 6 dice are taken up by power, going to be a full half next plan, we are barely treading water in oil and gas without a focus right now.
 
So in arguing for why we should do some internal consolidations, let's look at who Bala wants replaced.

First we have in Infrastructure we have Gerasimov, who was put into place in 1965, 11 years ago. He basically sees the infrastructure sector as a tool to expand economic growth, and hasn't really gotten involved in any political fights despite being conservative. His deputy Pauzin has also been involved for 11 years, not being exceptional but not terrible either.

In Chemical Industry we have Biryukov, who was also put into place 11 years ago. To Bala he's excessively focused on developing plastics, seeing them as a higher return product than oil and gas, which normally I'd be okay with. However, both us and CMEA are about to have the cheap oil tap shut off. His deputy, Seidmamedova was promoted 5 years ago and has pushed for modernization of extraction.

In services we have Sokhan, who became deputy in 1962 and head in 1968. Sokhan is seen as overly education focused. This doesn't seem horrible but I worry that an effective services transition will be hamstrung by someone who is primarily focused in education. Tatarchuk was promoted to deputy in 1968, primarily to begin developing more rural areas.

Now, I would advocate for doing this action and talking to Voro. We'd be moving to replace at least one or two ministers, and these primarily would be conservative leaning, so he'd presumably like to present his own options for their replacement, in exchange for support.

We will need this support in the coming days. When oil shock hits, we'll need to take political hits to open our insufficient supplies of oil to CMEA. We're in effect going to have to go against our own base to save other socialist governments, by doing this and implementing widespread efficiency standards. We need people in charge who if they aren't loyal to us, need to tie us to the other 2 players of the center.

In addition, we're going to have a subvote here, so we'll have some control on who we're moving to replace and with whom. Personally I'd focus our efforts in Infra and CI. Infrastructure needs to switch from economic growth via roads to reducing oil usage wherever feasible. CI will need to extract more oil, and moving the deputy up to the head should be more politically feasible.

Services I'm a little unsure on. Sokhan has been capable so far, but she's been in leadership 14 years. It might be worthwhile to change out the head for some new ideas. I wouldn't want to move Tatarchuk up though.
 
Zemlyannikova is probably more politically experienced even.

Also, why are you using her first name and his last name? Just because she's official deputy, she's not that far below him. If she is Lyudmila, he is Vladimir, if she is Zemly, he is Bala. If he is Balakirev, she is Zemlyannikova.

(A bad habit that I have is to be more formal when referring to men, and less formal when referring to women, so you doing it jumped out at me.)
The action under debate uses her first name so it's on my mind, plus the simple and (to a Czech speaker) familar-sounding name Lyudmila sticks in the mind more than Zemlyannikova. Still, I apologize if I made you uncomfortable and I'll stick to her surname in the future.

Iirc mostly that you can just spam them out real well
 
We absolutely would not be able to spam breeder reactors (which are harder to build than VVERs, larger than VVERs, and less mass producible than VVERs) in quantities sufficient to supplement atommash meaningfully.
