I could see something made about a rogue Soviet admiral determined to take down the US East Coast as the corrupt communist state collapses plot-line of Phantom remade into a punchy action flick. The idea that vaulted US navy might fail to keep enemies from the mainland for the first time in history has to be stoking some serious cultural paranoia.
 
It's amazing that the Nimitz class carriers are being launched right now in 1975, and are still in use today, about 50 years later. I assume they must be constantly down for maintenance at this point.

I think the issue is that with the investment we've done into Central Asia, it is political impossible to not pursue the river reversal sooner or later. Central Asia is too economically important and therefore has a significant political weight that if it wants a river reversal (and it does to save its agricultural sector), it can't really be denied.

On the bright side, most of the potential negative ecological effects will, IIRC, either affect nations who aren't us, or affect other nations a lot more than they will us.

Moving from one impossible problem to the next, but I still love how our last-minute, panicked infrastructure projects managed to flip the Central Asian economy from 'off' to 'on' for the first time since the Mongols.
 
Well, Moscow-class is not a super carrier, they're the second version of Kiev-class, now no longer one of the worst carriers ever made. So they're roughly comparable to an Essex-class, I'd guess.

Ok to justify this plan i will start with infra. Infra the two priorities for me was keep expanding the market for computers and make sure we can send gas to EE when oilshock hits and their economies does the funny again because they live on handouts.
In HI i decided to finish the two coal projects on the docket and then just extremly gambled on completing all the other projects they might not finish but imagine if they did.
For rocketry i do not care and am just going to do what other did. In LI i decided to go full air con as it is needed for massive housing efforts i want to start next plan. There is also set two dice to the side to gamble on finishing a cheap project as getting more R is always good and if they don't finish they are easy projects next plan.
Chemical industry is where this plan gets fun i did some oil to continue the commitment (still hoping for oilshock to happen this turn) meanwhile i parked boatload of resources and dice (plus a bureacracy die) in building an entire gas network. I have no idea if this is allowed or what this will do to Balas sanity but if we are allowed to do it this will build up a buffer for nuclear to kick in next plan.
Agriculture is all about synergising with clarifying river reversal whereas Services is just finally beginning to actually help the rurals.
Lastly in Bureacracy as mentioned earlier firstly dedicate focus to GCGT, housing sector reforms and river reversal as explained above. Furthermore it mixes a lot of pork with traditional campaigning.

Despite being Atommash's strongest soldier all plan I am now risking it all that we can roll a 26 and eke out the final stage. The other big sacrifice is the Vladivostok shipyards. Instead I am taking a shot at getting the steel recycling online.

Is the -12 from the tariffs not factored in already? I was working with 39 - 16 + 8 to keep below the 40. If it's 39-16-12 +8 then yeah I will swap back to having more boats so that it's 39-10-12 +12.

You it would be funny if we somehow convinced America that environmentalism is anti-communist based on our actions.
Ultimately, the American establishment will never embrace environmentalism for the exact same reason we won't. The men sitting in their offices in slightly ill-fitting suits will do what makes the numbers on their quarterly reports grow the most, and that's that.

On the other hand, I think it's worth noting that in the late Soviet Union the various local environmentalist movements did in fact end up embracing nationalist (broadly defined) and anti-communist positions, and eventually led the charge in the dismantling of the Soviet Union.
 
Military Developments Pt.3 Navy:
Boats aren't my thing but there are few things I think are worthy of note so in no particular order:
1. We are continuing seeing effects of our early investment in the navy. Yak-44 exist, it's more that tech demonstrator and it's ready ~15 years before it was even considered IRL (with all drawbacks that come with less mature technology but it still represent having tools our navy need) and the only reason for that is that we have big aircraft carrier resulting in real need for such aircraft.
2. From the look of things Buk (medium range air defense missile system) is already being deployed few years ahead of OTL USSR making our airspace much safer in case of war (depending on how fast deployment is going). This is probably in no small part result of our better electronics industry. Now this is significant increase in capability over any older system we can have as each Buk launcher carry it's own radar for both detection, tracking and engagement while also being able to cooperate with separate radar system meaning each battery can track and engage more targets at the same time while all vehicles can also operate autonomously from larger system.
3. New tank production rate is reduced which is not great but not terrible.

Your plan only increases steel demand by 6 while doing a project that reduces it by 10 at the very least. So it starts at -4, plus the -12+2+1 from natural shifts in prices means we are going in next turn with steel prices at 30. A bad place to be in when we are facing a drastically cut down budget and shifts in plan priority. It puts us in a awkward position where we will have to invest a lot into steel consuming projects next turn.
 
Did the OTL USSR struggled that badly with electricity production or its just us who are overloading the grid with our massive industrial park?
This plan is a bit unusual in that it is basically the most power intensive plan combination we could have picked, (a max funding, HI-CI modernization plan). Am not sure how much they struggled with electricity, but well, we have like 100 million more people and a larger economy than the US. We just surpassed them in PPP apparently, so I suspect we are having much more trouble with it than them plan combination aside.
