Can we at the very least hear him out? I don't want to start a war with Volantis unless we have no choice.

We know he intends to bind us in some manner, so yeah, we can hear him out...after we use Commune and ask these questions:

1) Does he intend to bind us magically?
-a) If Yes, will Zherys cast the spell himself?
--b) If No to the spell, will he use an enchanted object?
---c) If No to the object, will he have another cast the spell?
----d) And if No to the proxy spell, will he use the supernatural abilities of a creature?

2) If No to the first question, ask if he will attempt to bind us politically?
-a) If Yes, is it through marriage?
--b) If No to marriage, will it be through oaths of fealty?
---c) If No to fealty, will he attempt to integrate us into the Volantine power structure?
----d) If Yes to political integration, will he be our subordinate?

3) If No to magical or political binding, will he attempt to use threats to control our actions?
-a) If Yes, will these threats be against our loved ones?
--b) If No to threatened loved ones, will he threaten our physical holdings?
---c) If No to threatening our domain, will he threaten our allies?

4) If No to binding via magic, politics, or violence, will he attempt to bind us through bribery?
-a) If Yes, will he bribe us with magic lore?
--b) If No to lore, will he bribe us with crafting materials?

I'll be campaigning hard for this next level. It'll go great with Heart of the Earth.

It's extra awesome because Viserys already heals based on spell level, and since he's dragonblooded, it gains further bonuses. Just using a 5th level spell would heal him for a minimum of 5d6+10 HP. That's not bad at all, especially considering how just a few updates back we were considering casting spells just to supplement the healing Tyene was providing us after a tough fight.

We have already in a sense, we have plans "in the event of" so he'll get various outcomes depending on questions asked and his own intentions.

What we could do is introduce uncertainty to the tactics instead of the strategy.

E.g. If we were to kill him for X, and he really wants to do X he might still do so and then use divination to counteract our most used spells.

Solution: Flip a coin for the damage spells we will favour or who will be tasked with focusing Zherys himself and who will focus on his minions.

Will it be at night or during the day? Flip a coin, matters not for us as the aggressor but screws his medium term buffs.

Roll a dice for who we bribe and with how much with 0 as an option, so he doesn't know who to trust, whether or not we will offer them something they will turn for etc.
Does he try to bind them closer and pauper himself for something that may never happen?

And they should be based on totally random variables; cloudiness of the sky on the day we meet him, the color of his robes, what side of the bed we wake up on, etc.

But we should still use Divination multiple times and a Commune the night before the meeting, with my proposed questions asked.

keep in mind that trying to bind us magically does not mean it will be a hostile action, he may want us to sign a magical non-aggression pact or something.
 
It was payment for services rendered, not an ultimatum. His intent is for us to be agreeable, not embittered.

That's as bad, the problem with a magical contract is the writer has the best opportunity for loopholes.

With a regular contract if he breaks faith but not the letter we can get away with crushing him.

With a magical contract this is not the case and I would fight tooth and nail not to sign one.

[x] A call into the Ether: Have to call otherworldly beings as servants, allies, or sources of information. With a better understanding of the tower's wards, the process will not be near as time-consuming.
