The trouble is that this is no boon unshadowed. It does not take an alchemist to realize that coal burns with a dirty flame that will darken the air and mayhap even poison those who breathe it. Soft Strider, newly made Voice of all the Singers in the Imperium, speaks up against counting upon such poisonous artifice, whereas Duke Reed sees the revenue from the coal as a chance to better the lives of his people.
For greater forges we could easily use some spell to clean air, as we already do for water.
But I don't think that scales down to individual homes.
 
The probability of anyone figuring out a way to make the magical solutions cheaper by two orders of magnitude within the span of 6 months is... low...

This is unlikely to work, you are basically asking Joe Random Wizard to do a research project for you and do it for pocket change .

Seriously though guys, making clean coal that scales is a infrastructure or a research challenge that will take actual actions to solve. The old system where you could just shunt something like this to the background just left everything as having no weight and substance

'It will get rolled somehow by some minor PC' does not make for an engaging quest

Distracted with work stuff. I've gone back and tweaked my original plan to be more fitting in light of that. Still keeps the award for any enterprising enchanter or Alchemist who might discover a solution, but also earmarks a future turn action toward it.

To a large extent you have already been doing it, the Imperium already has steam power, it is just that it runs on magic, permanent walls of fire, that heat water and make steam. That is the only reason Lya ever learned wall of fire. I do not think she ever cast that spell in anger. That said a boiler that runs on enchantment and ritual magic requires far more of an investment up front than one that runs on any conventional fuel
