The easiest way to do that would be to subvert the Unsullied, or kill them. They are her main(sole?) worshipers. A God constructed by slavers to give meaning to their suffering.

In truth, allying with the Sons of the Harpy in so far as coordinating to slaughter the Baator subverted Houses may be our only current recourse. The cities have to remain semi-functional until we can deal with them.

Keeping something in mind, both the Sons of the Harpy and the nobles subverted by Baator are basically just different flavors of the same symptomatic disease infesting Slaver's Bay. A problematic part is determining how prescient and self aware the Sons are about how we view their typical behavior. Given what we did to end Slavery in the other cities, I would say it's kind of not hopeful they'll refrain from treachery in the middle of our dealing with Baator, unless they view Baator as a more immediate existential threat than a distracted Imperium.

I think getting more information on the noble houses is important here. People are usually pretty desperate by the time they make pacts with hell. Desperate people make mistakes. Mistakes can be exploited.

While it is certainly possible that we can't do anything about any of hells pacts, it is not certain (we've proven that extensively). And the knowledge we pick up along the way will certainly be useful.

We can also position Burny Red to poach the goddess of spears followers with minimal effort.
 
Oh boy, so goddess we were hoping to ally with has already thrown her lot in with the devils. Not great.

I suppose we could try to subvert the remains of the Sons of the Harpy, but they won't be well-inclined towards us in general.
 
We could go full shell game.

Feign a withdraw in the hope's that the devils assume they spooked us off.

Contact the sons of the harpy and start covertly helping them.

Send in priests of the red god to mess around with the unsullied.

Maybe have some fae show up and blow raspberries at everyone as a distraction?

We could also of course tattle to Mammon. Assuming he is not already aware.

We could try to track him down. At best we have a contact to the Harpies, at least we'd finish an open end and get his sacrifice-value and loot.

This place is nigh-unsalvageable in my opinion.
The best thing we could do is to Erynie-bomb every single holy place dedicated to the Goddess, and kill off any and all Unsullied.
Won't stop the cults, but will probably slow her down at the very least.

I mean, chances are, Sons of Harpy themselves are another Asmodeus plot.

This is an inelegant solution.

We are just going to have to commit to a delaying action, buy enough time to resolve the core of the Reach issues involving the Fey, and then deal with Slaver's Bay all at once. The way I see it, we actually have enough assets to institute a rough form of martial law in the area with our mobility and ability to create powerful/skilled minions, or just summon/hire them from off-plane.

Actually make the area productive and not rife with riots, sabotage and class warfare? No, but keep it from burning down? Within our reach.

The looming threat of invasion is what drove them into Asmodeus arms in the first place.

It's likely the total flattening of her worship and this town is what he is counting on to drive her into eternally into his pocket.
 
If Angel's can fall could Mereth theoretically ascend because it feels like her character arch could lead there. It could be an interesting thematic mirror toYreal's fall.
