In all seriousness please don't do this with that goal in mind. We're rich, but we're not untouchably rich.
We have 100 something million in our gold reserves. Spending 3-4 million in creatures on every single minor settlement we have is going to seriously eat into that.

Eh, no worries, that's just me meme'ing a bit.
So far, I've only been gunning to cover actually important bases, not "literally everything, everywhere".
It's not a dedicated defense-army either though, so those would be a separate, and a fairly big check when we'll go for them...

Yeah, we've kind of forgotten about actually managing our treasury ever since we raided the Adamantine Convoy, but if our creature crafting is now in the millions of Imperial Marks, and gods know what the Crafting Bill gets up to these days, we'll either need to start getting those taxes up and running or we'll need to perform another major raid at some point.

Well, we should be able to keep the state functioning for another two years assuming our current spending habits don't increase beyond what they are now regardless of our input.
I'm assuming we'll fall into fabulous wealth again completely by accident again by that point.

I am anticipating our spending habits inevitably increasing in both flesh forging and magic item crafting (let's be real, this is never going to slow down), but we are going to be doing another action against the City of Brass before we actually run into economic issues. It's if we don't do that raid that we run into problems.
The fact that we finally set up taxes should be a decent buffer, though.

We've always been collecting taxes. In less than a year we have collected millions of IM in value from taxes alone.
The expenses of state can be paid for from that income. If we run out of money to spend on crafting or flesh forging, we stay solvent. We just have no crafting budget.

If nothing else, assuming average rolls, for how many Fire Whales join the harvesting deal, in 2 years that industry alone should be giving us 589,516 IM a month, so that's just one of our business deals, and in 2 years it will be giving us over half a million a month.
And those numbers are assuming, we don't decide to actively recruit Fire Whales and just rely on words of mouth to increase how many join, as well as assuming that the rate at which they join, don't increase, as more Fire Whales experience the safety of the deal, and begin to spread the word.

We really should look into getting more markets for our Flesh Forges, we recently learned that apparently the Celestials in Nirvana are so desperate, they will even resort to hiring the likes of Euron, that sound like they would very much like, to be able to hire Flesh Crafted mercenaries.
Really in general we should spend some time, just on increasing our stable income sources, maybe assign some diplomats, to actively seeking out Fire Whale pods, to convince them to join the harvesting deal.

"Will you be needing my to strip down, too, Your Grace?" Liomond Lashare asks wryly, looking down at the pile of armor, weapons, and talismans stripped from his former comrades. He had taken your informal manner when pressed for time remarkably well and shown no small attitude for pointing out the traps and curses bound therein.
"Keep your armor and weapon, Ser. Bare them proudly in my service and I shall count myself all the richer for it," you answer in like tone. The levity fades without a trace as you look more closely at Silvertongue's scepter. It does not take a mage's eye to measure the bones that went into its making. "Are those...?"
"The bastard said children feel the purest fear," the former sellsword growls. The disgust in his gaze is not feigned you would judge, though perhaps somewhat exaggerated for the sake of distancing himself from the dead sorcerer.
"The Old Gods will make some use of it, at least," you say grimly. Maegor's armor is likely to have the same fate, for while you could perhaps grow a plant spirit to twine itself around the damned blades, you cannot think of any who would wish to. Rage and madness hang about it like a sickening miasma.
Common Items:
Gloves of Heroes Strength (+2 STR), Ring of Untarnished Glory (+4 CHA), Ring of Protection (+3), Cloak of Resistance (+3)
Robe of Arcane Might (+4 Armor, +1 Necromancy DC), Scepter of Visceral Fright. Amulet of Protection from Good
Boots of the Battle Charger, Ring of Protection from Law, Gauntlets of Hero's Strength (+6 STR, +3 DEX), Ring of Untarnished Glory (+2 CHA, +2 WIS), Harmful Belt of Battle
Notable Items
Scepter of Visceral Fright:
Description: Wrought of blackened bones small enough to chill the soul, carved in intricate patterns that pain the eye to look upon, this rod carries with it fear into even the most fearless heart.
Ability: This rod can be activated up to 5/day, when casting a spell with the Fear descriptor. This spell affects its targets on a physical level, causing fear through alterations of the brain chemistry, thus negating the Mind-Affecting descriptor and ignoring any immunity to or boni against spells with that descriptor. This does not allow the spells to work against non-living targets such as Undead or Constructs.
Armor of the Grotesque
Description: This suit of black armor is more akin to an iron maiden than any sort of sane garb. Despite that it guards the bearer well, its auras are spite and malice, not safety and protection. A mantle of five blades pierces the back and shoulders, each bearing a curse and a boon.
Abilities:
+5 Reinforced Segmented Full Plate
+10 bonus to Intimidate / DC 25 Will save when failing an opposed social test, or attack the subject of interaction for CL/round. Classes with the Rage ability or equivalent immediately enter it.
Fire Resistance 30 / Bearer gains Cold Vulnerability, or negates immunity if possessed. Bearer incurs no Arcane Spell Failure as the Feature: Armor Proficiency / Bearer cannot benefit from Dexterity Bonus to AC
You benefit from Constant Haste / Bearer takes on the appearance and smell of being undead, counts as such for Aura detection purposes, but nothing other than that.
For the purposes of Combat Maneuvers, bearer counts as one size larger. / DC 25 Will Save to remove armor, if failed, a DC 25 Fortitude Save is made each day to avoid dying and immediately gaining the Undead type.
Curse: Due to its horrific arrangement of blades meant to pierce the flesh of the bearer in places this armor cannot be worn by any being not innately immune to precision damage (Included but not limited to undead, plants, and oozes)
The thought of the Old Gods reminds you of a matter that has been often in your thoughts these past few days. How much have you truly wounded Tiamat? Given enough study into the matter, Dany suspects she could make a guess. You might be able to do so, too, albeit from another direction. Thankfully, you do not have to take the time for there is another among your kin who can answer readily.

The cave beneath the hollow hill is much as you have left it, save perhaps for the smell, less of the bitter air of lonely places deep beneath the earth and more the yeasty tang of growth and overturned soil. The Gods of Earth, Stone, and Tree are pleased in their ever burgeoning strength. Alas, their voice upon the living world is not so fortunate. "Ah Your Grace... pardons a few moments while I reacquaint myself with the aches and pains of this...shell. I confess I have been spending even more time apart from it since obtaining a human form.." A painful hacking laugh passes his lips. "The Usurper believes his Masters of Whispers is most diligent."
"You are diligent, uncle," Dany points out with a small smile of her own. "The only thing untrue in that sentence is the word 'his'." In a more serious tone, she adds, "Would you rather we met with the puppet somewhere?"
"No, no," his left hand twitches in an aborted gesture to wave the matter away. "I do have to spend some time each day in this body lest I misplace my last connection to life. A seer I am, not a dreamer." Another man might have added 'not yet', but you are quite certain Brynden Rivers has no intention to die upon that pale throne if there is any other path before him.
You nod, none of this is news to you, of course. You had spoken to him through the link with the false Varys, but some questions are too weighty to trust to the whims of a sorcerous tether. "How fare the gods in the wake of our gambit in the east, my lord? How much did Tiamat lose when the Golden Company died."
Satisfaction bright and vicious gleams in his single crimson eye, an old quarrel settled at last, but he does not linger upon it. Dany's earlier words were not idle flattery. "The Old Gods claimed the most, a few long strides towards the pinnacle that is domain over all magic. Impossible to reach, of course, but the steps are surely worth climbing. By this, many things are made easier, not least the sharing of spell lore with minds not of the Greendream."
"Lya might kiss you for that," Dany giggles.
"I shall unfortunately have to beg off the honor. I would not wish to spark jealousy in His Grace," the ancient sorcerer replies dryly, to redoubled mirth and not just from your sister. You have no reason to hide here, of all places.
When the echoes of laughter had faded from the cave, Bloodraven continues. "Of the Dark Queen's dominion over dragons, nothing could shake without destroying Her utterly, but I do not doubt, Highness, that you will put the shard you stole to good use. Between fire, tears, and silver moonlight, Her mastery of Chaos has been well challenged, though none of the three who challanged her claimed any great portion of the spoils. In wickedness the battle lines were drawn alike, but the wounds dealt much less deep."
"There was no power to contest as fully as with Chaos," you muse. "Did Yss fare any better matching honest trade against the Hoard Stealer?"
"Yes, it should be easier for the serpent to adjudicate the feuds of dragons." The whispersoft voice take on the tone of obvious approval. "I am not certain how much that is worth, though, as dragons would be citizens of your realm and answerable first to its lsaws and courts."
"What of the will and power to destroy?" you ask. Given the rage of Tiamat thwarted, you could certainly do with knowing that She would be less able to lash out through her agents or her own power as she had done at the battle's end.
"She to whom the Moonsingers pray is now more skilled in the stilling and reconsecrating of demonic magics from what I have seen." His tone turns ever so slightly sly. "She would accept such as sacrifices of a sort. Lastly, Zathir managed a minor blow matching freedom from pain against endless hate, though the Dark Queen's pride is as unassailable as ever.

OOC: This feels a little disjointed, between the loot and the talk of gods, but given the scene break you guys can just consider it like two smaller chapters.
Yes but at the end of his chapter, he commented that he had an invitation from a palace of Archon's and Angels, who needed his fleet too direly to refuse his entry, so it's clear that Euron is playing both sides, taking contract to attack everyone, from everyone willing to pay.
But this was work and he was not in the mood for work. He would have enough of that when they reached that dull marble place full of Angels and Archons looking down on him, yet needing his fleet too direly to refuse him entry. It was funny how everyone in this place thought of themselves as oh so high and mighty, yet they all danced like court jesters for him, needing the power he had gathered for himself. As Euron idly stroked the thigh of the angel beside him, he let his gaze wander over the rough sea. Others could wax poetically about how diminished Nirvana was, but to him, this truly was Paradise.
"The Old Gods will make some use of it at least," you say grimly. so Yss can now help dragons deal with each other better that's fun and the goddess of the silver moon getting better at removing demonic taint and being able to sacrifice it to her is very nice
@DragonParadox, I'm having a lot of trouble understanding exactly what we managed to take from Tiamat.
So from what I gather:
The Old Gods -- a few steps up towards claiming dominion over all magic
Yss the Timeless Serpent -- Matched honest trade against greed
The Merling King -- Isn't mentioned at all??
The Moonsinger Goddess -- Challenged Tiamat's mastery over Chaos, also now better at purging demons and demonic magics and now accepts sacrifice
The Weeping Lady -- Challenged Tiamat's mastery over Chaos
R'hllor the Red, Lord of Light -- Challenged Tiamat's mastery over Chaos
Zathir the Reborn -- Managed a minor blow for freedom vs pain and hate
No domains where sufficiently stolen for Tiamat to loose them.
Magic Domain: Success for OGs, big steal.
Dragon Domain: Nothing but the tiniest sliver for our mythic progress, Tia remains the Mother of Dragons now and unto the end of the world.
Chaos and Evil Domains: Some damage to Tiamat, but no serious gains on our side.
Greed Domain: Yss took some to enhance his trade Domain.
Destruction Domain: Moonsinger took some to counter demons better.
Pride Domain: Unchallenged for the Dark Queen.
