We have observed for a while that there's a current in Yi-Ti society that really disliked Valyrian practices.
It has a lot to do with their history. Bloodstone Emps wasn't just a Bloodmage, he was the Bloodmage. Profaning a living goddess which the Empire of the Dawn revolved around for power leaves a mark.
 
If you buy into Draconic boasts, then your best strategy is indeed to avoid all interactions with them. And if you were crushed by Dragons, then it's good for your ego to buy into Draconic boasts (Dragons are strong, wise, crafty, evil, etc).

Think of Shadowrun: isn't it a basic fact of the setting that you shouldn't make deals with Dragons? No matter how helpful you think they are, no matter how careful you think you are, and no matter how important you think the reason is, you'll always end up getting fucked over somehow so that the Dragon can get even more power. Well, either that or you get subsumed by the Dragon's sphere of influence and lose power and independence, and where will things go from there? Probably not well for you either!

So this made perfect sense, IMO. He treats Wyrms like Harry Dresden wants to treat powerful Fey: avoid all interacts, but be rude anyway because you're a low-Diplo idiot.

-[X] To lend weight to it's words, cast Air of Nobility, Greater Heroism using Blood Wish, and Grand Destiny using Greater Shadow Enchantment on the Kami, then imbue it with Divine Insight. Before it departs, Blood Wish a Greater Magic Aura spell on it to hide the auras of our spells.
 
Wrought entirely from Adamantine and warded to the highest degree, it is clear that these books are meant to last. The texts are all enchanted with Truespeech, though beneath that the contents are written in Westerosi Common, Valyrian, Draconic, Infernal, Abyssal and Celestial, with the language changing after each section to ensure at least part of the contents being decipherable to a reader if the enchantment fails.

And if it does not fail and the tomes are found by the remnants that have fallen to illiteracy then it will form the seed of one very strange written language.

I learned this the hard way when I begged to Scry-and-die Lanna and Zherys for months...
