I honestly have little to no idea what they are, let alone how many we need and/or where to set them on.

There's a half dozen scheduled already and we're keeping the reserve resources to make modified versions of them in the future.

It's worth it for people to know what they are though

Umbral Spy

They are incorporeal constructs, they're pretty damn good at hiding but when they bond to a shadow they're basically impossible to find even then requiring an invasive, and I mean literally invasive like a rubber glove in an airport, Truesight search because they will hide in the shadows beneath your clothing etc.

It is no longer considered a separate creature. It follows the target creature wherever it goes, senses anything target creature senses, and understands anything said within earshot, provided that the umbral spy, not the targeted creature, knows the language.

No longer being considered a separate creature is next level, it will tag along on Teleports and Plane Shifts not even giving itself in the roundabout way of overstacking the passenger limit, upon the destination it will also pass beneath keyed symbols etc.

Once it has done with a particular piece of spying it hands all that information over perfectly.

Thought Link (Su): An umbral spy can trasmit any of its memories telepathically to any creature that has an Intelligence of 3 or more within 10 feet that has the bone left over from its creation. It cannot use this ability while bonded with its Shadow Bond ability.

If we put one of these on someone we know everything except what they personally thought, I am somewhat ambiguous on if Telepathic communication falls under "senses".

They're being crafted like anything else. I don't really think they need even a minor action, at least, unless we want to have one where we vote on how to assign them next month.
 
... @Goldfish, it's probably better to not bring this up at all, then. There's no real way for us to look good here if we casually reveal her biggest secret. How about instead we approach her and ask her how she would like us to help her. We can work off of whatever she chooses to reveal.

I don't quite like this blantant attempt to buy her.

I think we should start on political matters, as usually, and switch to her personal problems if she gives any opening for us to "guess" them. Not like we aren't already known as a Diplomancer par excellence, guessing the relationship from any look or careless word should be believable.

-[X] If you see any way to get to that point without revealing that you can read minds/dreams/other, for example if she makes a comment we could somehow deduce it from, offer her official marriage with her lover, including the option to adopt or make legal heirs under your reign
-[X] If no such chance offers itself, get to the point anyway, admit that divinations can find many things, including this if the right questions are asked or you stumble over it by asking for something that includes her wishes in a broader way.

What's your plan for calming her down after dropping this bomb?
It's unfortunate, but true.

Ultimatly I do hope that divination seems less viscerally scary and intrusive than mindreading or dreamvisits and we can just relativly calmly explain the facts of the new world, inculding the limits and options of divination, but I see no real way around it exept hoping she gives us any hint we can work from without revealing that.
