I personally deeply disagree with this reasoning, and feel like it massively cheapens the class.
Here we are, inbred from a royal line and blessed by Syrax. Here she is, shapeshifting for a while and failing to beat the curse - and now she becomes a True Dragon?
Hell no! Even if she won't ever beat level 5, I still think that it's too much.
She's more purebred than we are, Talon. Her family never married outside of Valyria, while the Targaryens had Andals, First Men, and even Rhoynar marry into their line. Your argument of bloodline purity doesn't hold up.
And again, she forcibly bonded to her dragon for centuries.
I was thinking about Dragon blooded for her, too. It's not really a PRC I feel like sharing, but if anyone has a right tonise it, it's the lady who spent more than four centuries as part of a Dragon.
Or maybe something that continues her development as a Dracolexi?
A Pseudodragon would make a good Familiar for her, too.
There are some other people I definitely feel qualify for Dragonblooded, namely Relaths children, the prerequisite for the class is abnormally strong dragon blood, any half-dragons should qualify for that by default.
Of course it will be years before they grow old enough to level, but Relaths children should all have the potential, for the Brine Dragon variant of Dragon-blooded.
Unless you're planning some crazy blood transfusion ritual thingy, then I am utterly against giving her levels in a bloodline PrC when she isn't if the right bloodline.
That blood transfusion happened when she was part of her dragon for a few hundred years, surviving Valyria's downfall. That is not a 'every bloke can get it', it's a 'either you won the bloodline lottery three times in a row' or serious non-repeatable bullshit like 'merge with your dragon and live through Valyria's downfall'. Eating the 15th might suffice, too.

No, she's not just "shapeshifting for a while," she was forcibly merged with her feral Red Dragon for centuries which was the imperfect result of years of forbidden research concerning True Dragons. Not only does she actually have a far more pure Valyrian bloodline than the Targaryens, she was directly exposed to actual dragonblood for all those centuries. That is absolutely more than enough to unlock the bottom rung of the class.

I don't mind if she doesn't go down that path, I just strongly disagree with @TalonofAnathrax's statement that Saenena somehow doesn't qualify at all in spite of her backstory.

It is enough to give you the potential for it, that was how the first dragonblooded got the class, but just because you have the potential, don't mean that's the path you will end up taking.
I'm not saying every one of Relaths children should get the class, I'm just saying they should all have the potential to get the class, so if they become sorcerers, they should be able to get it, by diving into their draconic instincts.
But just because you have the potential, don't mean you will reach that potential, and even if you get the class, you are far from sure to reach a high enough level to max it out, it's not like every sorcerer get to level 15.
Qualifying for a PRC, don't mean you will be taking it.

I would see a more natural and successful path to becoming more draconic (not a dragon though, she doesn't get that far) as a way to overcome those connotations

As evening begins to fall you make your way to the offices of your various businesses, from Verdant Vistas to Silver Serpent Enterprises and ending with the Astral Currents Stock Exchange where you hold a small gathering for the most powerful Keyholders in the city. Some might call it quaint, and truth be told it is designed more for privacy than extravagance, but none of those present mind the setting given that they will have plenty of time for ceremony in the days to come both here and in Sorcerer's Deep.
The matter at hand is smooth integration, which you plainly explain will help push up profits of everyone present, an argument worth a hundred crowns in terms of getting the magnates to listen. The Sealord's presence and his knowledge of all present also goes a long way to cut off those who might try to drag their feet or profit at the expense of the city. There is a hint of blackmail in the air, but generally speaking it is all done in good sport without adding any serious feuds.

I'm thinking access to our lore with the condition that the deeper lore isn't traded off to anyone else.
Access to the Shadow Tower as all mages in the Imperium are, so long as they abide by the rules in place, etc.
The Fey of the Orphne Court being legally recognized as mages in the Imperium with all the benefits.
Perhaps a lump sum of treasure to help pay for whatever infrastructure they might wish for (15,000 IM was around what we gave the new governor of Sallosh for example).

We but need to take a look at this from a perspective of a near-immortal being, and mere few centureies it would take for stories to become unseparable will be nothing.

And in time, them not being assholes will only be reinforced by their narrative. ~positive feedback loop!~

He does not need to use the Crown immediately, or even at all. Even possessing such has the Court of Stars over a barrel. And I bet he has a far better idea than us in regards to leveraging or consuming the thing.
