They don't need it. They both have Amulets/Rings of Mighty Fists, which provide enhancement bonuses to their Natural Attacks. Giving them VS claw sheathes just makes it easier for them to overcome our own DR, which is very rare if not unique.

Considering what he's going to go up against (the Efreeti) they'll be heavily incentivized to capture him or at least slow him down. I just thought it'd be a good idea to get ahead of that.

Already covered. We made him a Heart of Water PoSK. He can cast it and have the main effect last for 10 hours (I think that is his current caster level?), but cancel it at any time as a Swift Action to gain Freedom of Movement for 10 rounds.

And you're still wrong. Arbiter construction, with all the trimmings, requires a CL 9 crafter with Create Wondrous Item and Craft Magic Arms and Armour. That's it. This idea that it will require someone like Lya to build them is just completely incorrect. Someone like her to develop them, sure. But build, once the designs are complete? Not even slightly. The primary limiting factor on Arbiter construction isn't going to be crafters, especially not once Lya goes full multi-body on us. It's going to be the expense. Do take into account that a single Arbiter costs most of 2k IM to craft. A Lawgiver costs five.
Edit: To clarify, that CL is for those who are needed to create all the other bits and pieces for enhancers and stuff, like the Force one. A basic Arbiter only requires CL 1. Literally any of our crafter slaves mages could build them.

Instead you ask precisely what secrets she has stolen from the Academy of Chains and how she had avoided Lorthact's attentions, particularly given her habit of calling and binding fiends.
The answer to the second question turns out to be quite simple—she has not avoided his attentions, but even a Duke of Hell has only so many resources and agents to assign to his many schemes. Thus the threat he posed merely added to the natural peril of being a raider on the Sea of Fire.

During the remainder of the evening you learn more of Siduri's skills and her magic, a show of trust that does not come easily from the devil-blooded mage, but one she presses through regardless to seal your newfound agreement. Thus you discover that her powers of enchantment are in many ways remarkable, not only in the strength of the hold she can exert upon others but in how far she can take the power of certain spells beginning from the simple weaving of slumber. It is only natural, you suppose, given the fact that she has been practicing not upon ordinary mortals but upon devils and their pawns, with her very soul as the stakes.

The conversation lasts deep into the night with Lya joining you with her own questions regrading the art of enchanting, of which she has made comparably little use, while also offering to craft Siduri a guardian of sorts if not nearly as sturdy as the Herald, one inked into her very skin to serve as the last line of protection and attack.
As the discussion turns to the sorceress' next assignment you finally address an awkward fact, with both the newly-sworn ship's mage and the Herald aboard the Golden Wind, your own agents aboard the ship would be stronger than the entirety of the ship's remaining crew. Of course it also presents a simple way to solve it too, your own fleet is filled with former pirates, as well as some pirates who have merely learned discernment. You could simply hire Yrten and the entirety of his ship.
"He is proud of his ship, proud that she sails where he wills and nowhere else," Siduri warns. "Trying to hire him the way you do the master of some two-bit tub is sure to end poorly, but if you gave him support to build a fleet of his own with a safe harbor somewhere in the Sea of Fire, I think he would accept. Bear in mind that the support has to be more than promises. He will want coin and magic, beyond the Herald I mean, swords and information about potential targets, all these Yrten values."

I can't help but noticing that she's sworn herself to us, not Yrten or his ship. We really should explicitly recruit Yrten, or things could get awkward... Now he'll have the Herald + Siduri onboard, both of which will be sworn to us and working towards our aims.
@Azel, @Duesal, what was our arrangement on them further exploring opportunities for attacks on PoF, and generally setting Inquisition branch around the place?
I'm not sure if Siduri needs to be out for the next month with them :/
Surprisingly, we don't actually need that.
It wouldn't be bad, by any means, but now we are bottlenecked more at the amount of attendees rather than teachers.
Although she will make more of them end up as Wizards and not hedge-mages...
