All jokes and memes aside, if you shifted the senario a bit (made Rhllor more benevolent, had Viserys take more after his Targaryen/Valaryian ancestry) Viserys would be an incredible villain. Like, not of a stereotypical generic fantasy novel, but a genuinely good Grand Fantasy seven part series Big Bad. He would only appear through influence and reputation in the first two novels, but its the third book and the Dragon King only appears once halfway through in an interlude between acts, and it's this scene from Melisandre's perspective. Maybe she'd shown up previously and been a somewhat antagonistic ally towards the heroes but come off as inscrutable, unshakable, and extremely powerful ... and then Viserys, firing Lucifer analogies on all cylinders, levels Melisandre while never once displaying an inch of his heavily-implied godlike power. Just shows himself to be Awesome and Awful, Great and Mad all in one extremely charismatic and bogglingly powerful package, and the readers are just left going "holy fucking shit!"

It is hard to quotient both charisma and intelligence through text unless a writer is both charismatic and intelligent, but it would definitely be easier to get readers to feel that "holy shit" moment in their bones by making it from Mel's perspective, and have that chapter be the very first time you get to see her PoV, with all other times she appears being a picturesque view of her being wise, all-knowing, powerful, and then her first one shows how brittle and fragile her faith and psyche really is in that one sequential conversation where Viserys appears for the first time not as an enigmatic or threateningly nebulous figure, but all too real and dreadful, not from breathing fire, not from leveling mountains or despoiling cities...

...but by offering hope.

The irony does not escape you that you offer up the self-same arguments much refined that you have made time and again when faced with slavers clinging to their ways. To speak of mercy and kindness would be folly, but cold pragmatism is something the sisters of darkness know well. From such roots sprang their undoing, their rebellion against the light and so much as you had done for many years you do not persuade them to consider your offer in spite of what they have become but because of it.

"Many are the places you can be of use in, and glorious the battles that need to be fought. No grinding iron mill and endless rivers of blood do I offer, but the chance to help raise a realm that will reshape the world," you finish fiercely. The question is at once familiar and strange, for many have asked that of you from scheming magisters, to ambitious sellswords. Yet here there is an edge of certainty about them no mortal can match, the strength of steel tested in the fires of a thousand battles.

I've been toying with creating a negaverse quest omake for a long time, complete with a set of commentary from the 'voters.' I think the original idea was having it be from Lanna and Gerion Lannister's point of view dealing with the aftermath of the fungus, and the players are bitching about yet another fire they have to put out. There's a long-standing salt-fest over how to deal with Viserys, people are torn as to how much he resembles his canon self and how plausible his success is, a popular theory being he's in contact with Bloodraven once the players realize what the 'Pale Trees' are. In general, they're walking a tightrope juggling knives, not the least of which is keeping Tywin Lannister satisfied.

Basically, you'd have the 'update' - obviously similar if not identical to DP's writing style and format - in which the characters deal IC with the crisis, and then the players are presented with a bunch of options for voting. Then you get to the 'players' reactions, all of which would be thinly veiled expys of us, and they're all arguing and salting in our iconic style. The big issue is the pure amount of shit they have to deal with all the time - they were finally going to take a degree of proactiveness against Viserys, and then this. That links into the secondary, deeper saltfest over the Targaryens and how they should be handled, with the players alternatively complaining and offering theories after Not!DP drops some OOC info on the matter.
 
Can't forget the creepy guy that lives in a tree. A master schemer that is the main Villain in like book five. Turns out he is the big bad great uncle that is under the evil Viserys thumb. Then another scene of evil Viserys doing his thing. :D

Players preparing for Viserys again only to hear that Dragon banners are in the Riverlands. A 'bandit ' group calling themselves the Lads comes up with the Fungus problem. Man that Viserys is a mastermind. ;)
 
There would, of course, be several increasingly retarded ideas for killing/brainwashing Tywin that pick up momentum on the thread's frustration until 'Bazel' signs on and does his classic "I'm surrounded by idiots" routine.

Then comes TotallyNotGood and finds an obscure way to cast a bazillion spells at the same time with Lanna's build, and we are back at how to murderblender the dragon.

The entire thread will be unquestioningly bandwagoning on Bazel's scheme to harvest the newly homeless Lannisport citizens for their soul juice and make a killing off of selling it to Merids only for Excalibre_On_Wings to throw a fit because the soul-harvesting could disturb Joy Hill for whom he murdered three men IRL to claim and protect, all the while Cake madly rants in the background about how we're all just part of a system, man, we're all just machines - only to throw down a flashbang and flee when asked about his next omake.
