Sure, but it's knowledge of his own world's grounding, his own magic, and how it all works. Where he is right now makes that harder. For example; Draconic Knowledge draws from the knowledge of dragons, and Primal Instincts does the same. The way I'm working things, neither of those effects actually work when applying to things in the DF-verse. There's no ancestral memory of the dragon dreams for Viserys to link into that can help him there. Now, yes, his knowledge Arcana score is high, but here again we run into the issue of the sever differences in foundation between how each universe does magic, and the metaphysical components connected to them. There are similarities, but they're subtle ones, and it's hard to pick up on them without taking the time to experiment - which he hasn't had much for even now.

We've run into this before, with Knowledge Nobility applying only to Westerosi courtesy, not Volantine, and I see no reason that Arcana would be any different in this. Even ignoring that, removing DK and PI drops the roll to +27 on what is an extended Epic level skill check. Yes, Divine Insight exists, but that's still only getting you to +42 on what is likely an extended DC 60 or higher check - with my slamming a penalty on K. Arcana due to the knowledge being fit to another similar, but different, universe.



He's spent some time on some parts of it, but his main foci have been elsewhere. Part of Arc 2 does involve him putting in serious thought on the matter (no prizes for guessing), and if he really committed the time, he could work out the foundations that he might need to. But here I run into the mindset side of things again. Viserys appears, from what I've seen of him (DP please correct me on this) to learn from experience what he needs and to build on that through magic and further experience. A significant amount of his knowledge skill numbers are a result of his Int score paired to Draconic bullshit - K. Arcana is not one of these, I accept, and that will come up. But he's not driven by the desire for knowledge, like Lya certainly appears to be.

He's learnt what he needs, and he's been building on that steadily, but...ok.

Example. Lya, on entering the DF-verse, would probably spend a considerable amount of time delving. She'd break things down, build them back up again, and after some concerted effort come out the other end with some steady understanding of what differences there were and how they applied. Viserys hasn't spent the time on this, he's been too focused on other things, but that's changing. If I put this across poorly, you have my apologies. But in the end, we're talking extended Epic level checks to actually get a good grasp of this. And Viserys, whilst no stranger to difficult tasks, doesn't strike me as someone who would spend that time unless he felt it was necessary. He's been doing steady work on trying to understand how he got here and how to get back, but that's slamming into things he literally can't know (The Outer Gates), and so whilst he's still trying he's not getting as far as he might like.

There is a new priority taking over some of that work now, though, and its relating to the Mantles. How that plays out, I think, will satisfy any concerns about Viserys not being 'smart'. Again, I'm very much in the camp of him being far more focused on knowledge practical to situation, it's always how I've seen the character. If I'm wrong I can try to change that, but I'm not sure how successful I'll be - the major focus of that potential problem is that he got his HD replaced with Dragon ones, which gave loads more skill points incredibly quickly in a way I still struggle to rationalise...but that's not really the point. Still, rest assured that those knowledge skills will be used in a way that I think people should find satisfying. Just...be aware that the numbers on the sheet don't actually translate the way you might think they should. Because context is important.
His memory became encyclopedic due to intelligence upgrades of ascendance and soul growth matching physical and mental maturity, so not only in addition to reading tons of things to understand their apparent value as a resource, but anything he has learned by experience once and has relevant knowledge of has become perfected.

Also, as has been pointed out, Savant doesn't mean having no non-intuitive knowledge, it means making leaps in logic that sometimes might not be communicated because of viewing them as self evident.

But you continue to make narrative rulings so that plot drives character rather than the reverse, and to be fair you have an alternative read on the character themselves, so I can't see us agreeing on anything here.
