It seems in character for Tywin Lannister. The man is someone who would go to great lengths to prove his strength in a desperate situation. His father left quite the scar for such a proud man. Pride is his folly and considering the Red Wedding...well I wouldn't be surprised if he did do this.
The difference is the Red Wedding worked. It pissed some people off, but on the whole they were leaderless and not a real threat. This would have all of Westeros jumping him, because it's not only a tremendous breach of law, custom and the tenets of the faith, but an existential threat to the nobility as a whole.

The Lords across the rest of Westeros cannot allow for a Lord Paramount mind-controlling his vassals, because they would surely be next.

Tywin hates being embarrassed and laughed at. A clusterfuck like the fungus outbreak and then his lords trying to make him back down probably hammered more than a few of his buttons. Although I think it's mire complicated than just mind control, he almost certainly did something we can expose.
It's probably mind control since they were all smiles, at least some should had been disturbed or disgrunted or something along those lines since you can't please everyone.

The same can be said about the Red Wedding and he got away scot free for that, most of the anger landing squarely on the Freys.

I'm pretty sure that he has contingencies and some plausible deniability lined up, but ultimately, using Mark of Justice to enforce obedience in his vassals is not only perfectly in character, but something we already know he is doing.

The Red Wedding works in the short term. For a man obsessed with legacy he forgets the long term effects fo the damm thing. Now his entire family is in the firing line for every violation of culture because he, in the capacity of house head, has forfeited his rights to such a thing. I wouldn't be suprised if the Lannisters are wipes out by the end of the books.

Again, the Red wedding pissed off some people but ultimately only those with a personal stake cared enough to do anything about it against Tywin (the Freys got the blame because they're an easier target of course). When a Lord Paramount mind controls his vassals, every lord in Westeros has a personal stake, because they could all be next.

Not that that means he wouldn't do it, but it honestly seems like an overreaction to our attack. He should have managed to calm down his lords without needing to resort to that.

Pfft, we can only hope. Tyrion will get the name later and the legacy of the Lannister will continue. Even if it's Tyrion the thing that would hurt him more would be the name itself being wiped out.
 
Tell and show what will happen to Tywins house after he is gone. To show he screwed up by what he did to our family. The Lannister name forgotten because of him and to know it.
 
It would be easy to curse a retainer with reduced Will saves, then send along a low level mage, who themselves are Mark of Justice'd for obedience, to keep that that retainer Charmed. It's a lot easier to remove a Charm spell if you need to hide mental tampering, while being more difficult to detect a curse than ongoing enchantment.
 
One thing is clear, we need more personal info on Tywin. How about we snatch some Casterly Rock servants next month? Just make them "dissapear" as we say here in Latin America, and interrogate him.

Maybe leave the connуection to PoE intact.
