Actually, Viserys has a rather easy way to prove that the Laws don't affect him. He just has to reveal that he is a Dragon, rather than a Human. Of course there is more to it than that, but the folks in the Dresdenverse don't need to know that. All that's important, besides him hiding the fact that he is a Dragon, is that the Laws don't apply to inhuman creatures.

The issue there is that he had a Soul Gaze with Harry. That's like the #1 "I am Actually A Mortal" proof in the DFverse.

Hermetia Aerebalys, ruler of Lys in fact if not in form, was not usually a light sleeper. She had slept past noon many a time to the frustration of friends, family, and tutors, and given the choice she would still rather not be up until the tenth hour of the day, but this was Lys and she had just been placed in charge of it in defiance of some of the city's surviving great noble families. So she had taken precautions, a potion stinging upon the tongue to make her slumber light as a feather, a dagger beneath her pillow.
We should probably give her a ring of sustenance, it sounds like only needing 2 hours of sleep would be useful for her.
 
The few thousand gold we spent on Glyra's good-fying ritual were probably, pound for pound, the best we've ever spent.

Soulgazes can happen with non-humans: see Dresden looking away from Vadderung in Cold Days to avoid a Soul Gaze. It just requires a mortal wizard on one end to kick it into effect.
Harry could feel soul gaze potential when looking at Ursiel, too.
 
@DragonParadox What are the institutional effects of leading figures like Viserys, Companions, Alinor, or governor-like officials working long hours with little sleep?

With rings being standard part of a graduating mage's gear (for a lot of them if not all? @Goldfish) do you think there will be a culture among mages and senior officials for working long hours? Do underlings try to work late with their boss out of loyalty? I know this is the case with Alinor's minions.
