Not sure how that's a problem? They're voted separately. People could vote for keeping them but not vote for any main plan.

Alright, since it looks like we are returning to Denva next turn I want to post the economic projection I did for them for no other reason than to see how close I was.

BLUF - I estimate they have 16,850 BP/turn of construction and that our boon will get us 60% or ~10,100 BP

Assumptions:
  • Denva get's one build action per turn, just like our tech priest detachments
  • Denva Spends ~50% of their output on improving their industry for the first generation (20 years or 4 turns) and then ~25% every turn after that
  • Denva builds optimally for their narrative desire to spread to the stars
    • They start by getting the Aerithon gas station online and building out the discounted manufactories it offers
    • After that they build a 40 / 60 mix of Ground and Orbital factories, representing a focus on orbital industry.
If all of that is true, then their growth would follow the below.

For the boon, it says we will get a significant portion of their GDP when we ask for it. To me significant is more than half, but not a majority. So I think 60% is a decent benchmark.

@Neablis, I know a lot of this will be determined by dice rolls, but I'm very curious to see how close I got.
 
I'm fairly shocked my plan is the one in the lead honestly. It didn't seem to be picking up much support or discussion during the moratorium, so it's been a pleasant surprise!
While it has different priorities than I would prefer, I think it actually accomplishes the goals you set for it pretty damn well. So if most of the voters want to accomplish those same goals, its no wonder your plan is being voted for. Seriously, good job on that.

Alright, since it looks like we are returning to Denva next turn I want to post the economic projection I did for them for no other reason than to see how close I was.

BLUF - I estimate they have 16,850 BP/turn of construction and that our boon will get us 60% or ~10,100 BP

Assumptions:
  • Denva get's one build action per turn, just like our tech priest detachments
  • Denva Spends ~50% of their output on improving their industry for the first generation (20 years or 4 turns) and then ~25% every turn after that
  • Denva builds optimally for their narrative desire to spread to the stars
    • They start by getting the Aerithon gas station online and building out the discounted manufactories it offers
    • After that they build a 40 / 60 mix of Ground and Orbital factories, representing a focus on orbital industry.

Slightly faster and cheaper. Could also give it stealth, but that would make it more expensive.

For a gunship, if we want high maneuverability we want a Destroyer, but that limits weapons to at most a Medium Plasma Cannon or a Medium Melta Cannon. We could make those, easy.

The calculations on manufactory ships have been done a while ago (I don't remember by whom, so it would be difficult to find right now).
 
I think my medium term plans, by which I mean the next... Call it 3 - 5 turns, would ideally go along the lines of...

Finish researching void abacus production and the "basics" of the OMC tech tree, which at this point means at minimum Large Scale and Void OMC.

Give all that technology to the Stellar Ascendancy ideally in exchange for something along the lines of Vita being recognized as a founding member of a federation which will initially at least include Denva and us, and which will probably incorporate Calderath/Stankberg within a few turns of Denva producing their first ships. Possibly also formalize our position in charge of the Cogitare if that needs doing.

Research Warp Communications and build a com station in Denva so that we can stay in touch.

Load up as many new Cogitare recruits as possible and then head to Vothryn to begin building up that system in earnest, because I agree it seems like the current best bet to host a long term fixed industrial and population base under our specific authority as opposed to something we're either intending to hand over to local control such as what we originally did with Denva. Once we've got communications set up and a heavier Cogitare presence with full OMC capabilities, we will be able to have it continue building up even without our direct presence.

Swing back over to Calderath and setup communications there. Give the local Cogitare access to the rest of the OMC techs and anything else relevant that we'll have by then, maybe drop off some additional tech-priests.

At that point we'd have a gradually but largely self-expanding base for our own use in Vothryn, the Stellar Ascendancy will be well on it's way to securing the subsector out to Calderath, and we'll be in a much better position to perhaps go exploring one of the other directions out from Denva or else the Tiran subsector next door.
 
I think that minimum we want to give Denva designs for an escort, an armed merchantman (that is a trade/cargo ship with enough guns, shields and armour to if not fight off your average pirate then at least buy enough time to escape) and a manufactory ship.

We could let Denva do their own designs too... though designs can be cheap depending on size and how many of the discount researches we pick up.
 
Whether we do designs or denva does depends on how quickly we want to move on plans that involve delegating stuff to warp-capable Denvan ships, I think. I'd like to send off something to Caldereth and Vorthryn same turn, even if just to provide for defence, but depending on the numbers there are far more ambitious plans that are possible.

On specifics, I'm pretty sure that cargo ships filled with ready-to-assemble manufactories will be way better for getting scaling going at Vorthryn or Caldereth than manufactory ships, especially after cramming tech is researched. If we make and send out scouting ships to other systems in Zantris that same turn, even without warp comms some of the first reports would have come back to Denva by the time the cargo ships come back filled with excess food from Caldereth.

And even after that delivery or any hypothetical food aid to scouted worlds afterwards, they'd be useful for inter-subsector trade.

We have material for a lot of boons, and that means flexibility for things like who does the manufacturing of what and how many factories are leased to us if we're doing it - I say "if" because there are a lot of research priorities we can choose from that greatly enhance any sallying out of scouts and/or transports; Improved Abacuses, Cramming, stealth, sensors, and warp comms come to mind.

While fitting things in is a challenge, we do have some advantages:
  • Per my earlier analysis, 3 cargo ships would be enough to drop supplies off at Caldereth, pick up food, and then visit every other system in Zantris to drop some of that food off over the course of a single turn.
    • That same analysis tried to estimate cargo capacity by food-years of seaweed, and found that 3 max-sized light cruisers (2000 BP for base chassis each, real cost will be higher) could carry enough dried seaweed to meet average caloric needs for around 11 billion people for a year - or ~2.2 billion people for 5 years. The real figures aren't going to be that, but Neablis said the conclusions weren't "too crazy" so I figure it's decent for ballparking.
    • We'd also want armed escorts for the cargo ships, of course.
  • My earlier spitballing about making 12 of NightLord's 500BP "hermes" scout ships to check every system at once is well in excess of what would actually be needed to put eyes on each system and report back before cargo ships departing same-turn reach those systems, but even that naieve overspend would come out to just 6000 BP.
    • I haven't tried planning a route that would minimize the needed scouting craft, but in practice we'd also be using a different design that had better stealth and sensors for safety and reliable recon.
  • Neablis indicated a while back (before boons were even a mechanic, IIRC) that if Denva would already like to research something we're researching, we wouldn't have to pay them to cooperate with us on researching it, so we can expect a decent boost to our RP budget even before boons come into the picture.
    • Reality simulations and design interfaces push that contribution even higher - diminishing returns, meet "population of billions". Har.
    • As for what they'd want - well, they'll want warp comms. Wow, would they really really want warp comms, and that's 525 RP assuming no followup research is needed. We're not running out of things they'd love to help us give them. If that's not their speed, improved warp abacuses to go fast surely would be!
  • It'll be up to rolls, but Denva may have done industrial buildout on Primus - the locals there are inclined towards trade enough that they reached out to us despite a history of imperial genocide, and we spent a boon specifically on making the Stellar Ascendency take ethical contact and uplift seriously.
    • Ascalon's diplomatic service was top notch back in our day, so good odds Denva has been reaping that 50% productivity bonus to the benefit of their scale-up for some time now.

That... was mostly stream of consciousness. I'll probably do some harder planning on Friday, particularly to figure out scouting routes that could reduce the number of ships we'd need for a "moneyhat Denva to sweep, feed, and bring adventure hooks back from the whole subsector" plan.

I worry about having completely unarmed frigates, since shuttles, missiles, fighters, bombers, and boarding pods are all floating around out there. Would you be willing to trade some psychic shielding for some point defense guns?
If you mean the scoutship:
The whole idea is that it shouldn't be detected, and detect anything it comes across from a distance. The better cramming one could be armed, at some cost (probably with something of high range), I suppose, but the one with 0.9x cramming would need to become a larger hull.
If you mean the troopship:
That one's not meant to be alone—it's meant to launch troops once an enemy ship has had its shields downed by other ships. Speed is very important for that. It may want high‐maneuverability thrusters?

By the way, @Neablis—if a ship has no crew or bots in it, can it be made solid metal/components, making boarding impossible?
 
I'm willing to rely on stealth and engines against hitscan or macrocannon threats, but I worry about stuff that can saturate an area enough that elements would get close enough to beat our stealth. Fighters and missiles, mostly.

So point defenses. Plus, they are cheap for space, right?

Thing is, that requires us to actually have good stealth, and right now I don't think we have anything applicable to void ships we've researched yet. And I doubt we could out stealth the Drukhari who love to troll us

Having good sensors, a small size that can really scoot, and being willing to turn tail and run at the first sign of hostile ships forgives many sins.

We do have stealth equipment that doesn't count towards cramming, and we don't have to get up close to anything when superb sensors are aboard so they'll generally have favorable conditions for keeping that stealth. Ergo I think for the purpose of scouts, what we've got is doable - and even if not, we're one reverse engineering splurge away from supercharging that stealth.

But given that Neablis has said over and over that Denva would prioritize Void OMC given the other OMC techs we gave them, we're mostly just risking metal anyways - these scouts could get on with very small crews.

Some basic point defense wouldn't go amiss though, I agree.

For me all the fleet comp hinges on the feasibility of a mobile shipyard. If we can build more ships on the go then we can afford to have lots of specialized designs. If not, then fleet will need mostly broad purpose multi-roles ships
