Reaching out, she flexed a muscle that she couldn't name and reveled in the sense of completion it gave her. Almost involuntarily an image of baby Hope, newly home and deeply fascinated by her own hands, flashed across her mind.

The technology and more advanced magic would need to be added as we go, but the stunt is just there to set the bones out to support everything else.

Well to start we're talking about the facts as presented and known to these entities. The mundane FBI doesn't know we have basing rights, it doesn't know we exist. We're not a major crime syndicate with our own collection of case files, detectives, and lawyers who've working to take us down for most of the last few years.

The supernaturally aware portion of the gave us that agreement. It's not treason because the government is allowed to make these kinds of deals. You could perhaps argue that the Library doesn't have the authority to do that, but that turns into a political negotiation thing. If the government as a whole suddenly became aware it wouldn't be surprising if Congress demanded a renegotiation conducted through normal channels, but ultimately it isn't your foreign partner's job to police your government.

There's also the nature of what's being done. We aren't expanding a violent criminal empire that is already known to be so by them. First impressions are important even here.

We can't shatter the masquerade here and now. This means that the set up you're designing is already being hunted by the mundane government before its even done anything.

This will not stop, it can only get worse as more players stir the pot.

The moral evaluation isn't relevant to this, you could replace the mob with saints and it would happen the same way. Molly could be wholly insulated from being connected to this and it would still result in a conflict between the mob and the government.

This makes all of them less effective and more easily exploited by bad actors.

I do think our connection would be discovered, simply because of how everything lines up.
You see here your point of view that the USA is an equal and very important country. That's not so.
Molly is the ruler of a country with an army above all the armies on Earth (200 million in a military city alone). Economy and industry are above the unification of the whole Earth. Maybe by an order of magnitude. From the point of view of the Sanctuary of the USA, like all countries of the world, this is Zimbabwe.
She doesn't have to start with the United States. But any country that is open to diplomacy will do. The territory in Las Vegas is not only a military base, but also an embassy.
The United States does not support us - there is Germany.. Germany is not. Great, there's Australia, China, India. Moreover, from a moral point of view, India is better. Huge population, lack of industry. Land access to 85% of the world's population.
The reason for strengthening the power projection portal is to talk on equal terms with the WORLD, not just the United States. Don't forget, Molly is primarily responsible to the Sanctuary. Not the USA.
In the same picture, undermining the United States in terms of crime is beneficial. Plus, to help people with illnesses.
From the point of view of democracy, the Sanctuary is better. We chose this as a benefit to the world. The Sanctuary should be at the head of peace policy.
This quest is not a reality. The sanctuary is simply better than all the countries in the world.

I think you're projecting pretty hard here. The majority of the Quest takes place in America and Molly goes to an American school. To keep the Masquerade from coming down our relationship with its gov is important and when/if the Masquerade does come down our relationship with the most powerful world superpowers on the planet is going to matter a hell of a lot.

Whether or not Sanctuary is morally better wasn't relevant to that conversation.

This quest is not a reality. The sanctuary is simply better than all the countries in the world.

While it is true that the people of Sanctuary feel more represented by their government it should be noted that a significant part of that is because their ultimate leader is the God Queen they were all raised to worship. A significant part of the legitimacy that makes this world more democratic... is the fact that it's a theocracy in the literal sense. Not something you can export.

And who was talking about removing the masquerade? If for the United States, if we are in a place where they can hit us with nuclear weapons, then we are less dangerous. When delivering medicines and industrial goods inside the country, we are a threat to the elite of the country. First of all, old money. And make no mistake, old money will not be able to enter the Sanctuary markets like in the world. They have little to offer.
In the United States, there are law enforcement agencies that are threats to the masquerade. The world's attention is focused on the United States. Any technology from the sanctuary will be threatened by the world's intelligence services. From allies, China, Russia, and ending with terrorists. Diamonds are usually. Medicines are from the USA. Lasers? This is a security risk. This is a chance of nuclear war. Countries that are far from political blocs and not developed are preferable.
Remember the Stargate TV series, how other countries reacted about the program. How the US opponents will react to the weapons. The sanctuary is not a Jaffa, it is closer to the good Goa'uld.

Dragon Paradox. Can this quest include parts of ck2 or is it guaranteed not to? For example, after the base is built. Command armies, not detachments.

I actually have no idea what your arguing here. What I was saying is that America is important to the Quest so we should mind our status with its government and various branches.

The entirety of our party and Circle lives in America, the player character and her family lives there, so does Porter, the Jade Dogs, Cauldron, it's where Demonreach the island containing several planet ending threats is located.

There are a lot of problems with this, starting with the idea that being a "better" country gives you the right to do what you please to "worse" ones. It gives you the ability to do that, but it doesn't mean you should.

Even setting that argument aside, due to a variety of factors we can't actually project force like that without causing a cascade of problems. The system that's in place is what we have to work with.
 
I'm interested to see how Morgan and Lucio are doing now. Not only were Donald's predictions underestimated regarding our strength, but we are actively building infrastructure to go out into the world and positioning ourselves to attack and replace the Reds as the dominant force in South America. Not to mention politics and how Lucio is dealing with being mind controlled.

I think we also flipped a lot of ways the Warlocks are treated and how they're tested. There will definitely be resistance to the Book, but it would be interesting to see how the protocol works against someone like young Dresden who killed in self-defense now.

It's always interesting to see the cynical political analysis of our actions. It's almost like Cain Ray's novels. While we're internally rushing around trying to do the right thing... External observers see how the Dread Empress puts the former hegemon in a coffin and clears the arena of enemies in just a year

The deeper you sink into the great work the more that question keeps coming back: Am I doing this all now or is some of it work that was forever-always-done? That that there is a tense for that in the the Language is almost an answer in itself.

For her part Olivia has not been iddle shaping the power that wells up from below into a usable state, building delicate screens of sorcerous power to befuddle and decieve any invaders, carving ward-lines deep into stone that no demon or other horror may dare tresspass this way into Sanctuary.

Is either Molly's Primordial name, or the name of the god / spirit we'll be making to animate / inhabit the whole thing.

We are unlikely to see it, but the point of view of the god we rescued should be utterly hilarious. Imagine it - you are a god of a long dead people, a shadow of yourself, your divinity stolen and corrupted, as you are reduced to little more than bloodbag for the usurper monsters. Your only hope is the final release of death. Then, a mortal with a baleful flame upon her brow that probably reminds you of hells more than a little rescues you. She takes you to a realm of her own, which is, as your divine senses tell you, is not part of NeverNever. It might, in fact, be a whole separate Creation, but that is a thought to outrageous to consider even for you. As you slowly recover, she enacs a working around the tether that is you - the one connecting her realm and yours. And the working is only one or two steps removed from "Let there be Light".

The god has to have concerns by now.

Anyway, on the vote. First two options are strategically superior, while the latter two options are tactically superior. @DragonParadox will Olivia be able to buy the rituals not chosen here later with XP?

I am inclined to take one of the first two options. Mana Manipulation one would be great for magitech industry setup. From energy production (plasma can probably be used as a supplementary plasma heating source for nuclear fusion), to micro or high gravity manufacturing to gravity room training. Psychic Invisibility would be great for security.
 
Honestly, the rituals don't really help her in her role as a sniper. So maybe it will give her new tricks outside of her role. I don't really care about this vote to be honest.

Particularly partial to the invisibility because we're trying to hide the portal and well that's a whole bit but always a fan of Mana Manipulation.
 
Well thats an eye watering number of successes, not even counting what our guys might do themselves. I'm somewhat tempted to design bunch of creature/character blocks to use to fill in the design with even more horror.

Just imagine if the tight confines of various bits of the labyrinth got filled with alien "spiders" with an excessive number of limbs. Spideroids the size of dogs wielding pain beams and shot guns, bear sized millipede grapplers symbiotically fused with balefire elementals so they can constantly emit lethal doses of cursed radiation, maybe some pinky nail ones that try to crawl into any opening they can before popping out countless barbed spikes to pump electricity through.

Hallways that fill with liquid oxygen and cybernetic sea snakes. Corridors that rain lava and host nameless tentacle creatures.

You know, the usual eldritch trauma based home security. :V

I hope we get to see Harry inspect the place. His reaction to the volcano-eye would be amazing, as would the realization that the entire maze is spelling out the name of a god built to make the place impossible to traverse without permission.

She seems to be acquiring a strategic, as well as tactical role, expanding beyond immediate battle. And, surprisingly enough, that role might be a priestess / large scale geomancer.
Yes, they are all Sanctary Sorcerers can do. This is her learning on the job as it were.

Is this a fixed "if X occurs blast area with Y" effect, or something more flexible? Can wards be tied together in a way that requires a perspective dispell attempt to take all of them or none?

It'd be cool to do stuff like passively change gravity in an area warded with multiple other effects such that trying to turn any of them off causes something nasty to happen if natural gravity comes back into play.

The simplest example being a room where the ceiling is actually an enormous metal block on hidden tracks with some other ward to stop exits or hinder the occupants. If a wizard within disrupts any of the effects then reality ensues, pasting everyone inside and blocking the way forward with a "blast door" of equal volume of the entire space.

She takes you to a realm of her own, which is, as your divine senses tell you, is not part of NeverNever. It might, in fact, be a whole separate Creation, but that is a thought to outrageous to consider even for you. As you slowly recover, she enacs a working around the tether that is you - the one connecting her realm and yours. And the working is only one or two steps removed from "Let there be Light".

The god has to have concerns by now.
I think it's not so scary if we consider only what we are creating, and not through what, because we are literally building a divine primal giant, like those that existed in almost all mythologies before the more recent gods.

Our nature is that of a Divine Empress, but we are also, as everyone who sees our work will think, a Mother Goddess who has not yet had many children, but when we finish the God of Chicago and create a spirit for this labyrinth (which with the resources, size and power would be nothing short of divine), we will just be using our potential.

The only strange thing about this situation for an ancient god is the existence of a young Mother Goddess/Father God now instead of only in the past.
