Hmmm any lore experts know how viable that actually is?

Cuz if it is we might have the first side story.
Honestly, it just reads as some possible combination of ion shielding and conversion field. The former being kind of like a ME Kinetic barrier that's useful against all non-exotic (and probably many exotic) damage types by creating a 'wall' which slows, but doesn't fully stop at the settings and capabilities in use, the attacks whilst the latter is the same technology used in Iron Halos.

Considering that the write-up specifically says it was created using the data from STC Fragments and via understanding the scientific principles STCs grant? The question isn't 'Is this possible?', it's 'if this was canon, what horrible fate befell the creators and blueprints that left the Lightning Power Armour either degraded to the point it was worse than standard power armour or saw it sealed away as Tech Heresy?'

So yeah. Absolutely viable, particularly with the restrictions mentioned in the text. If the chapter does well, thus showing that the Lightning Power Armour does in fact hold up to it's promises, you just need to toss in some complications with more widespread use of the armour and it absolutely would fit into the strangely more hopeful canon of Post-13th Black Crusade Imperium. And that fit is kind of the 'vibe' that Grimm's efforts give, where he's preserved and restoring as much of the Great Crusade's Spirit as he can in the degraded post-Heresy galaxy.
 
Wait what? Did GW just refuse to write anything at all about Imperium Nihilus, cause otherwise I can not imagine Impetium being more hopeful aftereffectively losing ~ half of it's territory.
I said it was strangely more hopeful in vibe. I didn't say anything about all the apocalypses, terror, chaos and Chaos that was the very reason why that 'strangely more hopeful' vibe hadn't been taken out back and shot. With the only reason for such care regarding doing it covertly because a Primarch (or two...) was the one pushing said hopeful vibe so they can't let him find out what they did to it. :V

Or in other words, everything has gone to hell, misery, terror and despair a lot more than was/is usual for WH40k. But they've got some major actors around now trying to reclaim some of the 'hope' that the Great Crusade had who can't be simply stopped by the Grim Dark.

Something, something, always darkest before the dawn and current canon is set in the period where dawn's light has broken the horizon. We 'just' have to hope the day's weather isn't Thunderstorms, Hail and Tornados or that it's a false dawn caused by a Mollusk's pranks.
